RE: Water Main Repair in Maguire Road
ISSUE
Should the Mayor and City Commissioners approve the repair work on the water main under Maguire
Road and the associated repair to rebuild the roadway.
BACKGROUND/DISCUSSION
The 12-inch water main under Maguire Road north of SR 50 started leaking in early February.
Staff asked for your permission to obtain outside assistance to assist City forces in fixing the leak
and repairing the road. Because of the location of under the north bound traffic lanes, being
partially with the FDOT ROW, requiring lane closures, and the required speed in completing the
work, staff felt it was best to employ outside assistance. Although the leak was small and had
not blown out and damaged the road, this was not an "emergency" emergency, but it was an
emergency.
The first contact was with DeWitt Excavating, Inc. because they had assisted the City on
previous occasions. They were unable to assist and asked us if there was another contractor that
could help. Staff contacted H.B. & Company Services, Inc., they had performed the repair of
Clarke Road for Progress Energy's subcontractor when they hit the water main there damaged
Clarke Road. H.B. Watson immediately responded with questions and a draft proposal, which
staff negotiated down in scope based upon the proposed repair. The original proposal was
approaching $35,000.
The work was performed during the night of February 26th. The work involves lane closures on
SR 50 and Maguire Road to secure the work site and detours around the work area. Traffic
control included message boards for detours, signage and barricades for safety, and the use of
two Ocoee police officers for assistance. The pavement was cut open and removed for access by
city crews to repair the leaking pipe. Upon completion of the leak repair, the excavation was
backfilled and tested for compaction and the road sub-base and base rebuilt and the area paved
before 6:00 am. All of this work was performed in accordance to the Maguire Road
specification and FDOT standards. The cost of the repair was $24,982.00.
The Maguire Road project is out of warranty, so this not an expense that can be charges back to
Ryan, Inc. Eastern. The warranty period expired October/November of last year. Staff consulted
John Horan and we do not believe it is a chargeable expense under the contract conditions.
This project will need to be funded from Water Operating - Reserve for Contingency, it was not
an anticipated expense. Funds will need to be transferred into Water Operating — Capital
Improvements.
RECOMMENDATION
Staff recommends that the City Commission authorize the transfer of funds from Water
Operating - Reserve for Contingency to Water Operating — Capital Improvements to be
encumbered to pay for the water main repair and associated road repair of Maguire Road.
Staff also recommends that the City Commission approve the expenditure of funds, in the
amount of $24,982 to be paid to H.B. & Company Service, Inc., for the water main repair and
associated road repair of Maguire Road.

We propose to make the following repairs in the north bound lanes of Maguire Road,
north of Hwy 50.
1) Furnish all Maintenance of Traffic.
2) Saw cut pavement and excavate all materials to expose leak in the pipe.
Transport spoils to location furnished by the City of Ocoee.
3) Backfill, compact and get engineer testing.
4) Install 12" sub base. 2 lifts, 6"each.
5) Install 12"lime rock. 3 lifts, 4"each.
6) Install 2 ''A"of Type S-1 Asphalt. 2 lifts 1 %" each.
7) Install 1"of Type FC3 Asphalt.
8) Install temporary stripping as needed.
9) NOT TO EXCEED 600 SQ.PT.6' DEEP.
Total cost: Twenty four thousand nine hundred eighty two dollars. ($24,982.00)
NOTE:
Additional cost per sq.ft up to 1320 sq. ft. will be twelve dollars($12.00)each.
All repairs of water main will be completed by the City of Ocoee.
,All permits, if needed,will be furnished by the City of Ocoee.
All inspections will be completed by the City of Ocoee.
Any and all concrete work,landscape, irrigation or clean up not included.
Please sign agreeing to scope of work,payment in full within 30 days of invoice date and
authorization to proceed with work and return fax before 10:00 a.m.Friday, February 27,
2004, in order to make necessary arrangement for Monday deadline as per City of Ocoee.
