Background Summary:
The City desires to support the development/redevelopment of properties in the downtown area. One of the ways
the City supports development is by assisting with upgrades to the water and sewer systems. The City currently
has the opportunity to partner with VMG Construction Inc. (4 Locos Development) to extend central sewer and
upgrade the waterline along North Cumberland Avenue, per the attached "North Cumberland Lift Station #69
Construction Project" Plans. The project's improvements will directly support the "Initial Phase" of the North
Cumberland Service Area Diagram (attached) and provide future sewer extension opportunities to the "Extended
Phase" shown in the diagram.
The partnership will consist of VMG constructing the water and sewer improvements with the City reimbursing
VMG an amount of $222,500.00 ($210,000 for sewer and $11,500 for water) and providing a capital connection
credit of two (2) ERUs (Equivalent Residential Unit) Sewer for the development.
The City recently approved a similar partnership with Top Gun on August 6, 2019, where the City will reimburse
the developer $215,170.87 for comparable lift station and force main improvements.
Staff will be preparing and seeking commission approval for a fair share partnering program for any future
development for the service area depicted in the diagram. The program will be similar to the Southwest Utilities
Installation Program already in existence and will include seeking input and comments from stakeholders in the
area.
Staff/City Attorney will work with VMG Construction to prepare a "Letter of Understanding" formalizing the
partnership conditions between the parties.
Issue:
Should the Honorable Mayor and City Commission approve VMG Construction, Inc. (4 Locos Development)
constructing sanitary sewer and water improvements per the "North Cumberland Lift Station #69 Construction
Project" for North Cumberland Avenue north of Silver Star Road?

Recommendations:
Motion for Mayor and City Commission to conditionally approve VMG Construction, Inc. constructing sanitary
sewer and water improvement per the North Cumberland Lift Station #69 Construction Project in the total amount
of $222,500 and credit two (2) Equivalent Residential Units of Sewer for the 4 Locos Development; and authorize
Mayor and Staff to execute a Staff/City Attorney acceptable "Letter of Understanding" with VMG Construction,
Inc.

Financial Impact:
The estimated total cost to the City for the project is $239,925 based on the $222,500 construction contribution,
$1,500 for FDEP permitting, $2,500 for construction material testing, $2,000 for electrical service from Duke
Energy and a 5.0% contingency.
The fiscal impact of the Capital Connection Fees for sewer ($7,317.84 per ERU) is $14,636.
Funding for the construction will come from Fund 408-535-00-6302 and Capital Fees will come from 401-535-10-
6302.

PART 1- Application of Standards:
1. The City of Ocoee Minor Lift Station Standards are provided for use by the City or other
parties where said lift station shall serve at least 3 parcels and be dedicated to and
maintained by the City of Ocoee Utilities Department,
2. A minimum of 40' x 40' easement shall be provided for the Lift Station and access to the
Lift Station. The Lift Station site shall include an easement for the receiving manhole and
for future connections to the receiving manhole.
3. The use of the minor lift station shall be limited in scope, with a request for use in writing
and must be approved in writing by the City. Approval shall be at the City's sole discretion,
but shall be based on flows to the station not exceeding 40 ERU's and ability of applicable
other to have sewer conveyance access to the station. If the minor lift station exceeds
flows of 40 ERU's, the City has authority to upgrade station at the expense of the
Contractor or Developer.
4, The City owns these plans and details. Any usage and/or modification of plans are
prohibited unless written permission is expressly granted by the City. No mechanical or
electrical modification/alteration shall be accepted unless otherwise specified by the City.
5. User of these details/specifications shall hold the City and its agents harmless for any use
of these details/specifications. Any discrepancies or conflicts found by authorized user of
the plans shall be submitted to the City in writing before usage.
6. These details are available from the City in CAD format where designer may elect to
overlay hydraulic discharge system conditions (curve) over "performance curve" graph to
determine system operating conditions. Designer should select best Impeller and
cross -out reference to other impeller. Due to the dynamic of the City's sanitary sewer
transmission system, the City may require the system to be modeled using the City's
hydraulic model,
7. The use of the minor station shall also be consistent with all provisions and requirements
of these standard and City of Ocoee Engineering Standards Manual. Any discrepancy
between the standards and the manual shall be resolved in the more stringent
requirement as determined by the City.
Part2-General Notes
1. The complete Lift Station shall be a Pre -Fab Lift Station with a minimum diameter of 60
inches (5 feet), including valve vault and two FLYGT MP -3102 Pumps at 6 H.P. for the
station (unless otherwise required by the City).
2. Wet well and valve vault, including aluminum hatches and aluminum covers, shall be of
reinforced polyester fiberglass material meeting or exceeding H-20 loading requirements,
and must include identification of ASTM certification and serial tracking number on
structure. Structure, including wall, top and floor thickness, and float concrete ballast
must be designed and certified by a Florida Licensed Professional Engineer.
3. Wet well hatch shall also be equipped with an integrated Halliday hatch entry protection
system.
4. Wet well hatch shall open such that if a worker is backing away from the control panel,
s/he will not be able to step directly into the wet well, but instead will back into the hatch
panel itself.
5. Pump shall be capable of passing 2" solids.
6. Valve vault hatch shall be sized to permit easy removal of check valve spindle with
minimum clearances as shown for 6" diameter pipe.
7. Valve vault shall have sealed P -Trap type floor drain to connect to and sloping to wet well.
8. All location where pipe coupling requires non -rigid coupling shall be of a flexible type

9. Pressure gauges shall be stainless steel with stainless steel diaphragms and 4.5" diameter
dial; oil filled and shall be calibrated in psi with a range of 0 to 100 psi. Gauge shall also
include stainless steel petcock valve.
10. Wet well cables shall be located on same side as control panel.
11. Lift Station site shall be graded to assure storm water conveyance away and/or around
station's wet well and valve vault.
12. All exposed metal and/or fittings within the lift station shall be 316th stainless steel.
13. Upon completion of station, before final acceptance, a contractor shall schedule a
startup of the station. A factory representative of the station shall be present to verify
mechanical and electrical operation. In addition, station operation shall be verified,
including pumping rates and operating pressures.
14. Shop drawings for pumps, piping, valves fittings, wetwell, covers, manholes, and
electrical equipment are required to be submitted to and approved by the Utilities
Department prior to construction.
15. The minor lift station shall include 4' receiving manhole and a by-pass pumping
appurtenance including ball valves to accommodate by-pass pumping. By-pass pumping
shall be configured to accommodate easy access and staging
Part 3 -Electrical Notes:
A. General
1. For all Duplex Pump Stations a 240 volt, 3 phase, 4 -wire service is required.
2. Control panel shall be powder coated stainless steel duplex panel and assembled by a TUV
(UL508 Certified) manufacturing facility.
3. Enclosure shall be NEMA 4X, Min 30". high, 30" wide and 10" deep S.S. with pad -lockable
draw latches.
4. The enclosure shall have external mounting feet to allow for wall mounting. All hardware
shall be stainless steel. ,
5. A heat sensor thermostat shall be attached to the top end of the motor winding and shall
be connected in series with the magnetic contactor coil in the control panel to stop motor
if winding temperature exceeds 140 C., but shall automatically reset when winding
temperature returns to normal.
6, The following components shall be mounted through the enclosure with watertight seal
a. one (1) Alarm Beacon (Light)
B, one (1) Alarm Horn
c. one (1) Generator Receptacle w/ weatherproof Pyle National IRE -4100 cover
d. one (1) Alarm Silence Pushbutton
7. The back panel shall be fabricated from 0.125, 5052-h32 marine alloy aluminum. All
components shall be mounted by machined stainless steel screws.
8. The following components shall be mounted to back panel:
a. Two (two) Square D size "0" Motor Contactors
b. One (1) Voltage/Phase Monitor (three phase) MPE-001-240-118 or equal for
interchangeability
c. One (1) Control Transformer (480 Volts only)
d. One (1) Silence Relay
e. One (1) Duplex Alternator, MPE-008-120-13Sp or equal for interchangeability

11. Voltage reference to 230V and 240V shall be interchangeable.
12. The use of transformers on the incoming power supply to step up.or down voltage is
prohibited.
13. ASci-Text SCADA Controller wired to a Thermal Strip for 10 Alarm Points
B. Component Specifications
14. All circuit breakers shall be molded thermal magnetic.
15. The mechanical interlock shall prevent the normal and emergency main breakers from
being energized at the same time.
16. The emergency generator receptacle shall be supplied in accordance with FDEP
standards. The generator receptacle shall be a Pyle National Model JRE4100 with a 45
degree housing.
17. All motor short circuit protection devices must provide for under -voltage release and
class 10 overload protection on all three phases. Visible trip indication, test, and reset
capability must be provided for without opening the door.
18. Open frame, across the line, contactors shall be rated per IEC standards and properly
sized per the motor requirements. Contactors shall provide for safe touch power and
control terminals.
19. Lightning Arrestor shall meet or exceed the requirements of ANSI/IEE std. C62.21-1984
section 8.6.1 and 8.7.3 shall be supplied by electrician and mounted on the bottom side of
the switch disconnect ahead of the pump control panel.
20. A phase monitor shall be supplied for three (3) phase service.
21. A green pilot light shall be supplied fon each motor. The pilot light shall illuminate each

time the motor is called to run.
22. Each pump shall have an Elapse Time Meter to record the accumulated run time. The
ETM shall be 2" diameter non-resettable, six digit, totally encapsulated unit.
23. A red pilot light shall be supplied for control power. The pilot light shall illuminate when
the control power is available inside the control panel.
24. Relays shall be ice cube plug in type. Relay contacts shall be rated at 10 amps minimum,
DPDT.
25. Twenty (20) terminals shall be supplied for field connections. The terminals shall be
rated 20 amps minimum.
26. Each motors over -temperature contact shall be connected to the terminal strip and shall
open a contact to de -energize the appropriate motor upon a high temperature within the
motor,
27. A 15 AMP ground GLI duplex receptacle shall be supplied and mounted on the
inner -door.
28. Ground lugs shall be supplied and appropriately sized for each motor and for service
entrance.
29. Nameplates for the inner -door and back panel shall be of a graphic design, specifically'
depicting the intent for each device.
C. Alarm Monitor/Remote Terminal Unit (RTU)
30. The Alarm Monitor/Remote Terminal Unit shall be a Sci-Text 1062.
31. The RTU shall be accessible on the interior door.
32. RTU shall monitor commercial power, generator run (if applicable), phase balance,
station voltage, wet well water level, pump 91, 42 and 13 status (stop, run, fail), pump
HOA position status (Hand, Off, Automatic) and all floats'status
33. Phase and Voltage monitoring of the RTU shall be protected by three fast blow fuses.
34. The floats within the wet well will act as a primary control. The RTU shall be the
secondary fail override for the station,
35. RTU shall include a seven -hour battery backup.
36. Contractor shall procure the service of the RTU supplier for initial on-site RTU
programming and calibration, including set points.
37. Alarms through the RTU will include (low, lag, and high) Float, HOA (on/off), Low Voltage
Circuit (24V Circuit), Power Failure and Generator Run (if applicable).
38, The alarm system will be capable of operating, monitoring and sending alarm
notifications for power failure, and high float alarm in the event of a total power failure to
the lift station. Provisions will also be made for the alarm light and audible alarm to be
functional during a total power failure.
D. Miscellaneous
39. All wiring on the back -panel shall be contained within the wiring duct.
40. All wiring between the inner -door and the back -panel shall be contained within a plastic
spiral wrap.
41. Each wire shall have a wire number at each end to correspond to the as built drawing for
field troubleshooting.
42. Provide and install four (4) roto -floats, direct acting float switches, Four sensors shall be
for pump operation and the fifth for high level alarm.

43. The installer of the lift station shall coordinate with and establish power supply from the
power company.
44. Install Seal Off in conduit at control panel as prevention from any sewer gases entering.
E. Fasteners and Appurtenances
45. All fasteners, lifting cables, float cable bracket, hinges, and appurtenances shall be made
of AISI 3045S.
46, A 304SS slide/latch assembly shall be provided for holding the doors open on the wet
well and valve box,
47. Slide rails shall be made of Sch. 40 AISI 304 SS.
48. Pump lifting cables and bales shall be made of AISI 304 SS

directed otherwise, extend 3' above finished grade tied to a 2" x 4" x 4' stake. If directed,
service connection shall be buried and located with an 2" x 4" x 4' painted marker. Stake

NOTES:
1. Pipe bedding material and trench backfill shall be select common (clean) fill
compacted to 95% (98% in roadway) of the maximum density as per
AASHTO T-180.
2. Contractor shall install crushed rock (or equivalent bedding material) where
pipe bedding does not provide solid support (yielding or plastic). Depth of
material shall be a minimum of 6", or as needed, to provide non -yielding
support for the pipe. All unsuitable material shall be removed from pipe
bedding unless special provisions are approved by the City.
3. Excavated trench width at pipe haunch shall be sufficient in size for haunch
compaction, but shall be no greater than 15" on each side of pipe for pipes
less than 24" In diameter (24" for pipes 24" In diameter or greater.)
4. Water shall not be permitted in trench line during construction.
5. Pipe line shall be installed with bell fitting facing upgrade.

NOTES:
1. All pipe shall Include the Installation of #10 THEN copper tracing wire
capable of detection by cable locating equipment.
2. Tracing wire shall be buried directly above the transverse centerline of the
pipe.
3. End(s) of the locating wire shall be such that wire can be accessed by
locating equipment assessing the wire in a valve vault or blow -off box.
Wire is required to extend 12" minimum above finished grade.
4. - Unless approved by the City, early warning tape indicating the type of pipe
shall be required.
5. All directional drill pipe shall have locating wire attached to the top of pipe
and shall remain on the lop of the pipe during installation.
6. All service lines shall have locating wire placed on the pipe as described in
City of Ocoee detail UT206 "Utility Service Connection"
7. All wire splices shall be completed with twist -on type wire nuts with gel or
grease filled moisture seal.
8. All tracing wire installation shall be tested and verified for continuity by the
contractor prior to final acceptance
