Subject: Approval of Emergency Force Main Repair on Silver Star Road Near the Intersection of
Clarke Road per Emergency Notification - Section 21.6, Chapter 21, City of Ocoee Code of
Ordinances.
Background Summary:
Chapter 21 of The City of Ocoee's Code of Ordinance, Section 21.6 Emergency Purchases, provides
authority to the City Manager to procure certain goods or contract services to ensure the continued
operation(s) of crucial City services; with notification to be provided to City Commission regarding the
emergency procurements and/or contacted services. The following emergency action was required by
the City Manager, resulting in this notification:
Emergency Forcemain Repair on Eastbound Silver Star Road Near North Clarke Road Intersection:
On Sunday August 4, 2019 the Ocoee Police Department was notified that water was bubbling up
from the East Silver Star Road near the Clarke Road intersection. The water source appeared to be
from an existing 16" sewer forcemain; however, excavation was necessary to confirm.
Due to the depth of the line a contractor was called in to complete the repair. Staff reached out to
several contractors and J. Malever was the only company able to mobilize immediately.
Once flow to the 16"forcemain was diverted, the roadway was excavated and it was determined that
a 6" capped branch line stubbing off of the 16"forcemain ruptured. J. Malever performed excavation,
pipe repairs, paving, and striping services. GEC performed the required backfill testing for submittal
to FDOT for the roadway. Several septic companies assisted by pumping lift stations. Repairs were
completed August 6, 2019 at 8:30 AM.
Issue:
Provide notification to Mayor and City Commission of Emergency Repair exceeding City Manager's
normal purchase authority as provided by Section 21.6 Emergency Purchase, Chapter 21 of City
Code of Ordinances.
Recommendations:

The total cost of the repairs is anticipated to be around $68,000.
