Subject: SJRWMD Grant Award for "The Hammocks Reclaim Retrofit Project"
Background Summary:
During the Spring of 2018 city staff prepared and submitted two (2) grant project applications for matching funds
from Saint John's River Water Management District (SJRWMD). Both projects, the Windermere Groves
Reclaimed Retrofit Project and the Hammocks Reclaimed Retrofit Project, received high scores, but only the
Windermere project received funding. The Windermere Project is now complete.
SJRWMD, working with Florida Department of Environmental Protection (FDEP), has inquired as to the City's
desire to move forward with the Hammocks Project as funding has now become available. Funding shall be
based on thirty-three (33%) percent of the requested grant total ($397,692), which is approximately $131,238.
The Utilities Department shall be available for questions.
Issue:
Should the City Commission give consent for staff to proceed with "The Hammocks Reclaim Retrofit Project" and
coordinate with SJRWMD for the grant award.
Recommendations:
Motion for Mayor and City Commission to approve moving forward with the procuring of the grant and to
proceed with the Hammocks retrofit project contingent upon final budget approval.

Financial Impact:
The present day estimate of the total project cost is $540,000 with the City's Utilities impact being $408,762
with funding coming from Capital Carry Over ($372,762: 408-535-10-6302) and General Operation Revenues
($28,000: 401-535-10-5217 Meters and $8,000: 401-535-10-5202 Operating.)
Funding the project will not impact rates and/or the current Capital Improvement Program, but will need to be
reflected in the F.Y. 2019/2020 Budget (revised before the final budget hearing September 25, 2019.)

SJRWMD has requested a timely response from the City if the decision is to move
forward with the project and with accepting the grant award.
Please seek City Commission consensus to move forward with the procuring of the
grant and the Hammocks retrofit project.
