Over the past few months, there have been changes to the project scope, including increased budget and schedule modifications. The project design has finally been released by the Florida Department of Transportation (FDOT) for construction. During the final review process, FDOT requested a change to the CEI man-hours. Based on this request, GAI has submitted a revised CEI scope of work and fee proposal. The revised CEI fee is $83,805.40. The SR 50 median landscaping project is scheduled to be advertised by the City on November 10, 2019 and opened on December 10, 2019. Issue: Should the Honorable Mayor and City Commission authorize staff to prepare a revised purchase order in the amount of$83,805.40, an increase of$19,260.40 for GAI Community Solutions Group to provide the required CEI Services for the SR 50? Recommendations: Staff recommends that the Honorable Mayor and City Commission authorize staff to revise the purchase order approved on June 18, 2019 from the amount of $64,545 to the amount of $83,805.40 for GAI Community Solutions Group to provide the required CEI Services for the SR 50 Median Landscape Project. Also recommend the City Manager be authorized to approve change orders to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for this project for all change orders. Attachments: GAI Community Solutions Group's revised Scope of Work and Fee Proposal, dated October 28, 2019. Financial Impact: The cost of the CEI is not an eligible FDOT reimbursement item; however, it is mandated based on the executed JPA. The revised CEI fees have increased by $19,260.40. The CEI Services was identified in the CRA's Capital Improvements budget, on-going projects and funds are available from the CRA's capital budget.
