LAKESHORE DRIVE OCOEE, FL 34761 September 18, 2019 6:00 PM I. CALL TO ORDER The Ocoee Youth Council Meeting was called to order by Recording Clerk Sibbitt at 6:05 PM in the Commission Chambers located at Ocoee City Hall, 150 North Lakeshore Drive, Ocoee, Florida. A. Pledge of Allegiance: Recording Clerk Sibbitt led the Board in the Pledge of Alliance to the U.S. flag. Roll Call for OYC was conducted after the Florida Sunshine Law Presentation as members from various advisory boards were in attendance. B. Roll Call and Determination of Quorum: Recording Clerk Sibbitt performed roll call and declared a quorum was not met. The rest of the meeting was held as discussion points, as no business could be conducted. C. Present: Member Aaliyah Surrency, Member Mauvais, and Member Ashleigh Surrency Absent: Member Simmonds, Member Johnson, and Member Watson Also Present: Assistant City Attorney Dana Crosby-Collier, OYC Coordinator Dillard and Recording Clerk Sibbitt II. NEW BUSINESS A. Presentation by Assistant City Attorney Dana Crosby-Collier on Florida Sunshine Law - Assistant City Attorney Dana Crosby-Collier covered the following topics: Sunshine Law, Public Records Law,and State Code of Ethics.After the presentation,a question and answer session was held. RECESS from 7:00—7:30 PM:OYC members were provided light refreshments. B. OYC Conference Feedback - OYC Coordinator Dillard asked the members present to share what topic, if any,the members discussed at the Florida League of Cities Youth Conference as a group. Member Mauvais shared she was on a panel that discussed healthcare. Member Aaliyah Surrency shared she wanted to be on the panel that discussed gun violence but unfortunately missed both sessions on that topic. She further shared that she would have liked to address how gun violence has gotten out of control; and further, discuss a solution to help with gun control. Member Ashleigh Surrency shared her group at the conference spoke on police brutality. Members shared that they were also concerned about climate change. Coordinator Dillard indicated that the group should consider partnering with the Ocoee Police Department,and even the water department to address some of their concerns. C. Election of Chair and Vice-Chair - Postponed as no quorum present. D. Approval of Minutes—Postponed as no quorum present. E. OYC Business — OYC Coordinator spoke about the video competition which is due October 11, 2019. Member Aaliyah Surrency recommended creating a video about agriculture in Ocoee that would highlight how Ocoee supports farming in the City. OYC Coordinator stated each member could work on an assigned section of the video,and at the next meeting the section would be put together as a group. She gave the following assignments to the Members present and absent: Member Aaliyah Surrency: Interview and video Tom West,the owner of Ocoee's Blueberry Farm. Member Ashleigh Surrency: Interview and video teachers responsible for the agriculture program at Ocoee High School. Member Mauvais: Interview and video owners at Lake Meadow Farms in Ocoee. Member Simmonds: To be one of the hosts of the video by narrating why the Ocoee OYC decided to focus on the agricultural richness of Ocoee. Member Johnson:To be the other host narrating. Hosts will transition all videos taken into one presentation approximately 3-7 minutes in total. F. Set Next Agenda—The next meeting will be held October 9, 2019. Future dates to be published within each agenda that is sent out. III. QUESTIONS/COMMENTS FROM THE PUBLIC—None IV.
