I. CALL TO ORDER
The Ocoee Youth Council Meeting was called to order by OYC Coordinator Dillard at 6:24
PM in the Commission Chambers located at Ocoee City Hall, 150 North Lakeshore Drive,
Ocoee, Florida.
A. Pledge of Allegiance and Moment of Personal Reflection: OYC Coordinator Dillard
led the Board in the Pledge of Alliance to the U.S. flag; followed by asking for a
moment of personal reflection.
B. Roll Call and Determination of Quorum: Recording Clerk Sibbitt performed roll call
and declared quorum met.
Present: Member Aaliyah Surrency, Member Mauvais, Member Simmonds,
Member Johnson, and Member Ashleigh Surrency.
Absent: Member Watson
Also Present: OYC Coordinator Dillard and Recording Clerk Sibbitt
II. NEW BUSINESS
A. Brief Introduction of Members: OYC Coordinator Dillard began the meeting with an ice-
breaker questionnaire that allowed each member to share information about themselves.
B. Vision/Mission Statement: OYC Coordinator Dillard explained the vision/mission
statement which she developed is part of the Florida League of Cities recommendation, but
welcomed additional suggestions any member may have. The mission for the OYC is to
create opportunities for youth that improve the local community.
C. Logo Ideas: OYC Coordinator Dillard encouraged any member that has any skill sets in
drawing to start thinking about the development of the logo. She explained that as they
start making a difference in the community, it would be great to have a logo that reflects

the youth of Ocoee.She further suggested that "Ocoee Youth Council"be incorporated into
the logo.
D. Municipal Youth Council Video Competition: OYC Coordinator Dillard provided a
handout and explained a community service video contest which she will bring back for
consideration as this contest is usually held between January and March. She encouraged
the members to go onto the Floridaleagueofcities.com website and click on the municipal
youth council link which is found under the resources tab. There the members can view
examples of videos and some of the past winners.
She further announced February 11th& 12th will be Legislative Days in Tallahassee that she
would like for the members to attend, as this will give them an understanding of how
government works in Tallahassee.OYC Coordinator Dillard asked the members to place this
event on their calendars.
E. Community Service: OYC Coordinator Dillard encouraged the members to start thinking
about Community Service within the City of Ocoee that they would like to participate in.
She advised that the Police Department has informed her they have a few programs the
OYC can participate in, such as the Blue Jay Way Project. She explained one of the items
she has for their homework assignment is to reach out to their Commissioner.This will allow
them to identify any projects within the community that need volunteers.
F. Florida League of Cities Discussion:OYC Coordinator Dillard announced she is excited to
share she has received their board shirts for the upcoming Florida League of Cities
Conference. Shirts were handed out to the members in attendance. She further asked for
all the members to wear black bottoms so they may be a cohesive group at the conference.
The members were instructed to meet at City Hall by 7:15 AM on Saturday, August 17th, as
there will be a City bus transporting them to and from the conference. A brief summary of
what the members were to expect at the conference was explained.
G. Homework Assignment#1:OYC Coordinator Dillard had tasked the members to discover
which district they reside in, and who their commissioner was. She asked each member to
share their findings.
She further briefed the board on the importance of being a successful board which requires
their commitment to attendance and participation, including the homework assignments
she may task them with. OYC Coordinator Dillard advised they are currently scheduled to
meet once a month but, if needed, and depending on their projects, they may have to
schedule additional meeting nights. She encouraged the members to inform other youths
in the community about the OYC board as they would like to have a diversified membership
in both race and gender.
She briefly touched on upcoming projects the board will be working on - i.e. scholarships.
H. Set Next Agenda: Recording Clerk Sibbitt shared that the Assistant City Attorney is
available for Sunshine Law Training. OYC Coordinator Dillard briefly explained what that

entails. Recording Clerk Sibbitt advised that the attorney will also touch on public records
requests, and further shared that the attorney normally recommends board members to
create an email that is specific to their board so that if a request is ever made for board
business it could be provided easily. A brief discussion ensued, and the members were
tasked to create an email using their full first name, last initial, and to include OYC in the
name. Members were asked to provide their OYC email to OYC Coordinator Dillard by
Friday,and forward any discussion items they would like to see on the upcoming agenda. It
was announced the next scheduled meeting is for Wednesday,September 18th at 6:00 PM;
however, starting in October board meetings will fall every month on the second
Wednesday of that month.
