LAKESHORE DRIVE OCOEE, FL 34761 , November 19, 2019 6:00 PM I. CALL TO ORDER The Ocoee Youth Council Meeting was called to order by OYC Coordinator Dillard at 6:06 PM in the Commission Chambers located at Ocoee City Hall, 150 North Lakeshore Drive, Ocoee, Florida. A. Pledge of Allegiance: OYC Coordinator Dillard led the Board in the Pledge of Alliance to the U.S. flag. B. Roll Call and Determination of Quorum — Recording Clerk Sibbitt performed roll call and declared a quorum was met. C. Present: Member Aaliyah Surrency, Member Ashleigh Surrency, and Member Mauvais Also Present: OYC Coordinator Dillard and Recording Clerk Sibbitt II. NEW BUSINESS A. Election of Chair and Vice-Chair — OYC Coordinator Dillard explained due to the recent resignation of several members there are currently only three (3) OYC members on the actual committee. She noted the three (3) members that resigned were seniors, and unfortunately had conflicts that would not allow them to serve on the board. She further asked the members how they felt about postponing the election until they are able to recruit more members. Consensus of the OYC members was to postpone the election until they had more members on the committee. B. Approval of Minutes — OYC Coordinator Dillard asked the committee to entertain a motion for the approval of August 14,2019, and September 18, 2019, OYC Meeting minutes.. Member Mauvais, seconded by Member Ashleigh Surrency, moved to approve the OYC minutes of August 14, 2019, and September 18, 2019. Motion carried unanimously. Ocoee Youth Council Meeting November 19,2019 C. OYC Business- OYC Coordinator Dillard informed the committee of a community service opportunity for them. Recording Clerk Sibbitt briefed the board on the Holiday Dinner for Family in Needs event which is hosted by the City of Ocoee and will be in lieu of their regular scheduled OYC Meeting. Volunteer opportunities include set-up, arranging of gifts, Santa helper, and event clean-up. She also advised she would ask the Community Relations Manager to forward the spreadsheet with the time slots to the OYC Coordinator so she may coordinate with the members on their availability. OYC Coordinator Dillard inquired if a notice will be posted. Recording Clerk Sibbitt answered in the affirmative, and further advised the notice will indicate that more than one member is attending the event, but that no action will be taken. OYC Coordinator Dillard asked if, after the event,the OYC members could provide a short paragraph of what they assisted with, how they enjoyed working the event, and how it made them feel. She asked for this to be due back to her by Wednesday, December 18th She inquired from the recording clerk how the information would be made available for citizens to see. Recording Clerk Sibbitt advised that the information could be sent to Community Relations Manager Joy Wright so she may post it on the OYC website page along with pictures Ms. Wright may take that evening. OYC Coordinator Dillard noted that the committee missed the deadline for the Youth Council video competition; however, she would still like for them to complete their video as she felt they had great ideas.She asked that each member call their information source at their chosen business (Tom West Blueberry, Lake Meadow Naturals Farm, and Ocoee High School Agriculture Department) and schedule either a Tuesday or Wednesday interview so she may meet them individually to record their portion of the video. OYC Coordinator Dillard mentioned that December 3rd, 17th, and 18th are available dates for her. D. Ideas for Recruitment — OYC Coordinator Dillard explained the partnership with the Junior ROTC which was initiated by Commissioner Oliver; and further shared, an article ran in the West Orange Observer which also explained the partnership efforts. She advised the members that she would forward the article to them. The members discussed ideas on recruitment which included: 1) asking Ocoee High School staff if they can make announcement during the morning announcements, and if a similar announcement can also be made on the school news broadcasting station, 2) reaching out to underclassmen, 3) doing a presentation before a government class explaining the benefit of being on the committee, and 4) reaching out to civic service- oriented organizations such as Honor Society and Beta Club. Recording Clerk Sibbitt advised the members that since their meetings are open to the public they can always encourage students to simply attend the meetings prior to appointment. OYC Coordinator Dillard shared that she would like each member to pick a civic organization that she can speak with. 2IPage Ocoee Youth Council Meeting November 19,2019 OYC Coordinator Dillard discussed simplifying the application process to only require the submittal of the board application, and one recommendation letter as the process they currently have might be discouraging students to apply. She further said the board application and website could be updated to reflect the changes. OYC Coordinator Dillard advised that for February she sent all the members information about the Legislative Days which are February 11th-12th She further stated she believes that their absence from school should be considered excused since it is an educational function. She has not researched hotels and cost but will do so soon and share the information. A brief discussion ensued. D. Set Next Agenda — The next meeting is scheduled for January 8th and will include the • Approval of Minutes, OYC Business, and OYC Recruitment Update. OYC Coordinator Dillard encouraged the members to invite students to the next meeting, and shared that she would sign off on their community service hours. F. Remaining Meeting Dates for 2020 • January 8, 2020 • February 12, 2020 • March 11, 2020 • April 8, 2020 • May 13, 2020 • June 10, 2020 • July 8, 2020 III. QUESTIONS/COMMENTS FROM THE PUBLIC- None IV.
