Code Enforcement Board
November 26,2019
I.CALL TO ORDER
Chairman Lowery called the Code Enforcement Board regular meeting to order at 7:00 p.m. in the Commission
Chambers of City Hall located at 150 North Lakeshore Drive, Ocoee, Florida.
A. INVOCATION: Member Odom initiated the moment of silence.
B. PLEDGE OF ALLEGIANCE: Member Mann led the Board in the Pledge of Allegiance to the U.S.flag.
C. ROLL CALL AND DETERMINATION OF QUORUM: Code Enforcement Clerk Mieras performed roll call and declared
a quorum (4) present.
PRESENT: Chairman Lowery& Members:Odom, Mirza,& Mann.
Also present: Board Attorney Mary Sneed, Assistant Support Services Director Doug Gaines, Code
Enforcement Clerk Justin Mieras, and Code Enforcement Officers Siegrist&Loeffler.
ABSENT: Members Lewis and Bandur are excused absences.
D. SWEARING OF OFFICERS / WITNESSES: Code Enforcement Clerk Mieras administered the oath to the Code
Enforcement Officers and to anyone intending to speak regarding a case.
II.CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO. BE ROUTINE BY THE CODE ENFORCEMENT
BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS
UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE
BOARD CLERK TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY.

Member Mirza, seconded by Member Odom, moved that the supplemental consent agenda be accepted as presented.
Motion carried unanimously.
Member Odom, seconded by Member Mirza, moved that case numbers 2019-00614 & 2019-00941 be moved to the
beginning of the agenda and then revert to the original agenda with Case 2019-00958 and all subsequent cases. Motion
carried unanimously.
III. HEARINGS ON STATEMENT OF VIOLATIONS PURSUANT TO NOTICES OF HEARINGS
CASE NO 2019-00941
OFFICER SIEGRIST 2298 GRAND POPLAR ST SRP SUB LLC
Violation Cited: §165-3.A
Summary: No person shall keep any abandoned or junk vehicle on any public property or any private property.
Observation: One (1) Dodge Journey/ blk/ NO TAG/ with damaged front and side and smashed windshield parked in
driveway.
Officer Loeffler presented the case and gave its history. Officer Loeffler further explained that as of November 26, 2019,
the property is still in non-compliance.The City asked for Order of Compliance date of January 27, 2020, or thereafter to
be fined$50.00 per day, per violation until found in compliance.
Respondent Argelia Casimir explained she is working with her insurance company to get the vehicle in compliance. She
explained she should be able to move car into the garage by the January 27th date to make the property in compliance.
Member Odom, seconded by Member Mirza, moved that Case in#2019-00941, the respondent be found in violation as
cited as of October 31, 2019, and be given until January 27, 2020, to come into compliance or be fined$25.00 per day,
per violation that remains in non-compliance. Motion carried unanimously.
CASE NO 2019-00958
OFFICER LOEFFLER 1021 CABALLERO CT REYNALDO SUAREZ
Violation Cited: §5-1.E.(1)(a)(b) & §108-35.
Summary: No building, structure or land shall hereafter be used or occupied, and no building or structure or part
thereof shall hereafter be erected, constructed, reconstructed, moved or structurally altered, unless in conformity
with all of the regulations herein specified for the district in which it is located. No building or other structure shall
hereafter be erected or altered.
When nuisance conditions or hazards degenerate or cumulatively impact on structures, dwellings or other buildings
regulated by the Minimum Standards Codes,to the extent that repair, removal,securing or demolition is necessary for
the public health,safety and welfare,then the Code Enforcement Board is authorized to order the property owner or
City agents to repair, remove,secure,vacate or demolish such structures according to procedures outlined herein.
Observation: Operating an R3 multi-family dwelling within R1AA single family zone only; changing the characteristic of a
single family neighborhood and existence of public nuisance condition/activity
Officer Loeffler presented the case and gave its history. Officer Loeffler further explained that as of November 26, 2019,
the property is still in non-compliance. The City asked for Order of Compliance within 30 days or thereafter tobe fined
$30.00 per day, per violation until found in compliance.
Member Mann, seconded by Member Odom, moved that Case in #2019-00958, the respondent be found in violation as
cited as of October 22, 2019, and be given until December 23, 2019, to come into compliance or be fined$30.00 per day,
per violation that remains in non-compliance. Motion carried unanimously.
IV.CASE RESOLUTION
CASE NO 2018-00174
OFFICER LOEFFLER 808 WURST RD LANDA LORENZO
Violation Cited: §6-4.H.(5)(c) &§115-3.B.
Summary: Disabled vehicles or trailers of any kind or type shall not be parked or stored in any residential zoned
property for more than one (1) month unless in a completely enclosed building or carport.
No person shall allow or permit excessive growth, ten inches or more on property owned, of weeds, grass,
undergrowth or other dead or living plant life.
Observation: Collapsing, mold covered, inoperable junk camping trailer back yard & tall weeds and grass under and
around moldy junk camping trailer.
Officer Loeffler presented the case and gave its history. Officer Loeffler further explained that as of November 04, 2019,
the property is in compliance. No further action requested.
CASE NO 2019-00614
Case was presented out of Agenda order.

Violation Cited: §108-23.D. & 4108-23.E.(1)(2)
Summary: Every exterior wall shall be free of holes, breaks, lose or rotting boards or timbers and any other conditions;
all siding material shall be kept in good and sound structural condition.
All portions, additions,or sections of a roof shall be complete and shall not display signs of deterioration.
Observation: Rear exterior wall in sub-standard poor condition. Roof with multiple holes.
Officer Siegrist presented the case and gave its history. Officer Siegrist further explained that as of November 26, 2019,
the property is still in non-compliance. The City asked for an Order of Continuance extending the compliance period to
January 27, 2020.
Respondent Regina Jensen explained she recently purchased the property and asked for the extension to complete the
process of demolishing the structure on the property.The City advise demolition would bring the property in compliance
and does not expect any further extensions to be needed.
Member Odom, seconded by Member Mann, moved that Case#2019-00614 the compliance date be extended January
27,2020. Motion carried unanimously.
CASE NO 2019-00694
OFFICER SIEGRIST 6918 SAWMILL BLVD JOY 0 ROSS
Violation Cited: §115-3.A.(1)
Summary: No person shall allow or allow to remain any Junk or Debris classified as nuisance and menace to public
health, safety and welfare. Dead, diseased, decaying and unsafe trees or any limb or other portion thereof is defined
as a nuisance and menace to public health.
Observation: Large tree in backyard that appears to be dead and a potential hazard to at least two (2)structures.
Officer Siegrist presented the case and gave its history. Officer Siegrist further explained that as of November 7, 2019,
the property is in compliance. No further action requested.
Member Odom, seconded by Member Mirza, moved that Case in #2019-00694, the Board finds the property
incompliance as of November 7,2019, with no fines assessed. Motion carried unanimously.
CASE NO 2019-00870
OFFICER SIEGRIST 2700 CULLENS CT 2019-11H BORROWER L P
Violation Cited: §6-4.H.(6)(a)(b)
Summary:Trailers of all types shall not be parked or stored for more than 48 hours in a residential district unless it is
located behind the front yard building line and screened with a six-foot high opaque fence with gate.
Observation: Boat/trailer parked on grass completely visible from street.
Officer Siegrist presented the case and gave its history. Officer Siegrist further explained that as of November 26, 2019,
the property is still in non-compliance.The City asked for an Order of Imposing Fine.
Member Odom,seconded by Member Mirza, moved that Case in#2019-00870, the Board imposes fines as of November
2,2019, as previously set by this Board. Motion carried unanimously.
CASE NO 2019-00890

RAMDULAR SAHADEO
Violation Cited: §108-19.A.
Summary: Every dwelling unit shall contain not less than a kitchen sink, lavatory,tub or shower and a water closet all
in good working condition and properly connected to an approved water and sewer system. During occupancy,there
shall be provided a safe, adequate and constant supply of potable water. Every plumbing fixture and water and waste
pipe shall be properly installed and maintained in good sanitary working condition,free from defects, leaks and
obstructions.
Observation: Waste water pipe from kitchen area broken; disconnected from waste system. Spilling unsanitary water
onto front porch slab
Officer Loeffler presented the case and gave its history. Officer Loeffler further explained that as of November 26, 2019,
the property is still in non-compliance.The City asked for an Order of Imposing Fine.
Member Odom,seconded by Member Mirza, moved that Case in#2019-00890, the Board imposes fines as of November
7,2019, as previously set by this Board. Motion carried unanimously.
V.COMMENTS
Member Mann advised he cannot attend the next Code Board Meeting due to surgery.
Chair Lowery asked about canceling the December meeting. City staff advised a December meeting was not scheduled
as it would have fallen on Christmas Eve.
