PARKS AND RECREATION ADVISORY. BOARD
REGULAR MEETING HELD ON September 24, 2019
I. CALL TO ORDER
The meeting was called to order at 6:04 p.m. Senior Administrative Assistant
Kim McMillin called roll and, it was declared there was a quorum.
PRESENT: Chair Rainer, Vice-Chair Graham,,Member Applegate, Member
Maranan, and Member Stewart. Welcome to the board, Member Michael
Stewart. Also present: Parks and Recreation Director Mark Johnson,
Ex-Officio Member Commissioner Wilsen, and Sr. Administrative Assistant
Kim McMillin.
ABSENT: None
B. INTRODUCTION OF GUESTS
Visitor, Ginger Corless was a guest speaker who introduced and presented the
Community Survey launch regarding existing parks, recreational programs, and
special events. A tutorial of the survey was given for the attendees on how user

friendly it is. The purpose of the survey is to gather valuable and random data on
trends, and how the city is doing to satisfy those who utilize the amenities or
attend events. The plan of action is to improve'the overall experience in providing
public recreation to residents and non-residents. Social,media, word of mouth,
flyers, eblasts, and other marketing methods will be used to spread the word.
II. NEW BUSINESS
. A. Tour of Ocoee Lakeshore Center (OLC)-was postponed to the end of the
meeting per Chair Rainer's request.
B. APPROVAL OF MINUTES
Member Applegate seconded by Vice-Chair Graham, made a motion to
accept the minutes of the July 29 tb meeting. The motion passed unanimously.
C. Haunted House
Asst. Director Johnson reported the event coming up with five open dates,
October 5, 11, 12, 18, 19. The Haunted House Event will consist of a theme
per room, a DJ, hayrides, the Haunted Maze and Walk, and arts and crafts. The
West Orange Seniors declined this year which gave soccer-OYSL, football-Pop
Warner, and baseball-Babe Ruth an opportunity to host the concessions on
various nights.

D. Founders' Day
Director Johnson announced the event will be here in about five weeks.
Preferred Seating is almost sold out. All outdoor areas consisting of grass and
mulch are being finalized along with the layout to work to ensure construction
will not affect the event. The main goal this year is to have open areas to alow
attendees to move freely as last year the massive crowds were blocked in due
to construction.
E.•Light Up Signage
Sr. Administrative Assistant McMillin will have three samples from the
graphic designer for the November meeting for the board to choose from. A
budget up to $600 for the HILIGHTING Ocoee signage to be created. It will
be decorated on one-side, and a sticker of the city logo with a "thank you" from
the Parks and Recreation Department on the back. Vice-Chair Graham,
seconded by Member Applegate, made a motion for the budget and design.
The motion passed unanimously.
F. Christmas Event
Director Johnson announced the Christmas/Holiday Event will be on same day
as the Little League Parade being held on Saturday, December 7th. There will
be pictures with Santa and Mrs. Claus, a tree lighting ceremony, and other
items; precise locations are to be determined due to final construction of the
surrounding areas of the Ocoee Lakeshore Center.
G. Final purchases for 2018-2019 budget
Toren Hogan, Recreation Operations Manager, requested a contribution for
the remainder balance of $316 to go towards arts and crafts for the Recreation
Department and the Haunted House Event. Chair Rainer stated that in the
past, the board was never given any feedback to their contributions and they
would not mind supporting the children that attend the activities. For future
reference, they requested an update for their contributions. Sr.
Administrative Assistant McMillin will send an update when the purchases
have been made. •
Member Stewart, seconded by Member Maranan, made a motion to
contribute the remainder balance to the Recreation Department for arts and
crafts supplies. The motion passed unanimously.
H. Park Projects Update
Director Johnson announced the completed park projects for new black, vinyl
fencing at Vignetti, re-surfacing the tennis courts at Parkside-Coventry, and
adding the new spray feature at the Jim Beech-Family Aquatics Center. Future

projects will include a dog park and new playgrounds, and a collaboration with
GGS (Golden Goal Sports) and the.Baseball Academy.
III. OTHER BUSINESS
Director Johnson previously announced the City Commission's consensus
approved of the renaming of Central Park to Vandergrift Park per the request of
the Vandergrift family, as the former Mayor was remembered for his dedication
to baseball, and a question arose on the process for renaming a park is or if
there is a protocol in place. Director Johnson researched other municipality's
criteria and samples were given to the board for future discussions.
