Ocoee Youth Council Minutes
REGULAR MEETING

I. CALL TO ORDER
The Ocoee Youth Council Meeting was called to order by OYC Coordinator Dillard at 6:04 PM in the Commission
Conference Room located at Ocoee City Hall, 150 North Lakeshore Drive, Ocoee, Florida.
A. Pledge of Allegiance: OYC Coordinator Dillard led the Board in the Pledge of Alliance to the U.S.flag.
B. Roll Call and Determination of Quorum —Recording Clerk Sibbitt performed roll call and declared a quorum
was met.
C. Present: Member Aaliyah Surrency, Member Ashleigh Surrency, and Member Mauvais
Also Present: OYC Coordinator Dillard, Recording Clerk Sibbitt, Police Chief Brown, Patrol Lt. lannuzzi, and Lt.
Nylander.
II. NEW BUSINESS
A. Approval of Minutes—OYC Coordinator Dillard asked for approval of the November 19, 2019, OYC Meeting
Minutes. Consensus of the members was for approval of the November 19, 2019, OYC Meeting Minutes.
B. OYC Business—Police Chief Brown briefed the youth council on some of the current Ocoee Police Department
programs and efforts, such as:
• School Resource Officers (SRO)
• Operation Porch Pirate
• Operation Safe Disposal
• Toys for Kids in Need
Lt. Nylander advised the youth council that the Police Department is seeking to start a new Back to School
Supply Program this year for which they would like a partnership with the OYC to assist and help promote. He
briefed the youth council on some of the details of the Back to School Supply Program which he would like to
host in July in order to help collect school supplies for kids in need. Fundraiser ideas and concepts will still
need to be discussed further with the youth council if there is an interest to partner. OYC Coordinator Dillard
shared her experience as a board member on the S.T.A.R.S. program, which is a similar program, and advised
she would speak with the Director of that program to get a list of specific items that students, or schools,

need. She also encouraged a partnership with the S.T.A.R.S. Program. Discussions continued on various
programs that could be implemented by the youth council which would help showcase their involvement
within the Community.
C. Recruitment Update —Youth Council Members explained their efforts in the recruitment process at Ocoee
High School which ranged from placing flyers in the College &Career Center, handing out flyers,and speaking
to members of some of the school clubs - i.e. National Beta Club. Lt. Nylander suggested utilizing the School
Resource Officers (SROs) for Ocoee High School to help get the message out. Further discussion ensued
regarding recruitment ideas and partnering with the Police Department to encourage youth and community
engagement.
OYC Coordinator Dillard shared recruitment ideas and inquired about allowing members to participate in
meetings by conference call. Recording Clerk Sibbitt explained what constitutes a circumstance that would
allow for a conference call attendance as defined by the City Attorney. The members thanked Police Chief
Brown, Patrol Lt. lannuzzi, and Lt. Nylander for attending the meeting.
D. Set Next Agenda — OYC Coordinator Dillard highlighted the upcoming Legislative Days event scheduled for
February 11th-12tH Recording Clerk Sibbitt explained the City Commission process needed for approval and
advised research will be done to inquire about the parental waiver required since this is the youth council's
first overnight event. A brief discussion ensued on the event details.
Recruitment ideas were briefly discussed which included awarding scholarships,earning volunteer hours,and
meeting with Ocoee High School organizations.
The next meeting is scheduled for February 19th and will include the Approval of Minutes, OYC Business -
Program Ideas and Partnerships, and Legislative Action Day Update.
