Code Enforcement Board
January 28,2020
I.CALL TO ORDER
Chairman Lowery called the Code Enforcement Board regular meeting to order at 7:01 p.m. in the Commission
Chambers of City Hall located at 150 North Lakeshore Drive, Ocoee, Florida.
A. INVOCATION: Member Lewis initiated the moment of silence.
B. PLEDGE OF ALLEGIANCE: Member Odom led the Board in the Pledge of Allegiance to the U.S.flag.
C. ROLL CALL AND DETERMINATION OF QUORUM: Code Enforcement Clerk Mieras performed roll call and declared
a quorum (4) present.
PRESENT: Chairman Lowery&Members: Odom, Mirza, Lewis, and Bandur.
Also present: Board Attorney Mary Sneed, Assistant Support Services Director Doug Gaines, Code
Enforcement Clerk Justin Mieras, and Code Enforcement Officers Rodriguez,Siegrist, and Diaz.
ABSENT: Members Mann is an excused absence.
D. SWEARING OF OFFICERS / WITNESSES: Code Enforcement Clerk Mieras administered the oath to the Code
Enforcement Officers and to anyone intending to speak regarding a case.
II. CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT
BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS
UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE
BOARD CLERK TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY.

III.HEARINGS ON STATEMENT OF VIOLATIONS PURSUANT TO NOTICES OF HEARINGS
CASE NO 2019-01063
OFFICER SIEGRIST 2265 TWISTED PINE RD DEBRA A MCGOWAN
Violation Cited: §54-3.A.(1)B.C.D.E.
Summary:All buildings shall have the assigned building number properly displayed, whether or not mail is delivered to
the building.
Observation: No address numbers on house nor mailbox.
Officer Siegrist presented the case and gave its history. Officer Siegrist further explained that as of January 28, 2020, the
property is still in non-compliance.The City asked for an Order Requiring Compliance within 10 days, or thereafter to be
fined$25.00 per day until found in compliance.
Member Bandur, seconded by Member Odom, moved that Case in#2019-01063, the respondent be found in violation as
cited as of December 13,2019, and be given until February 07,2020, to come into compliance or be fined$25.00 per day
the violation remains in non-compliance. Motion carried unanimously.
CASE NO 2019-01078
OFFICER LOEFFLER 605 JAY ST STEPHEN H NAUSUKIEWICZ
Violation Cited: 451-13.
Summary: It shall be a violation to do work related to construction without first obtaining a permit.
Observation: Re-roof without required permits, plans, approval and inspections.
Officer Rodriguez presented the case and gave its history. Officer Rodriguez further explained that as of January 28,
2020, the property is still in non-compliance. The City asked for an Order Requiring Compliance within 15 days, or
thereafter to be fined$50.00 per day until found in compliance.
Building Inspector Ryan Moran testified to his encounter with the respondent and explained he hand delivered a stop
work order for the roof work which was ignored.
Member Odom,seconded by Member Bandur, moved that Case in#2019-01078, the respondent be found in violation as
cited as of November 26,2019, and be given until February 12,2020, to come into compliance or be fined$50.00 per day
the violation remains in non-compliance. Motion carried unanimously.
CASE NO 2019-01137
OFFICER DIAZ 609 CABORCA CT MONTY EUGENE STINSON
Violation Cited: §115-3.B.
Summary: No person shall allow or permit excessive growth,ten inches or more on property owned,of weeds,grass,
undergrowth or other dead or living plant life.
Observation: Overgrown grass and weeds front back of property.
Officer Diaz presented the case and gave its history. Officer Diaz further explained that as of January 28, 2020, the
property is still in non-compliance.The City asked for an Order Requiring Compliance within 10 days, or thereafter to be
fined $75.00 per day until found in compliance.
Member Odom,seconded by Member Bondor, moved that Case in#2019-01137, the respondent be found in violation as
cited as of December 18, 2019, and be qiven until February 07, 2020, to come into compliance or be fined$75.00 per day
the violation remains in non-compliance. Motion carried unanimously.
IV.CASE RESOLUTION
CASE NO 2019-00375
OFFICER LOEFFLER 2005 ADAIR ST KATIE S WILLETT
Violation Cited: §115-3.A(3)
Summary: No person shall allow or permit excessive growth,ten inches or more on property owned, of weeds, grass,
undergrowth or other dead or living plant life.
Observation:A Dead Tree Risk of Falling on Structures, Pedestrians, Motorists.
Assistant Support Services Director Doug Gaines explained that the property was found in compliance in accordance
with the Board's Order Requiring Compliance. No further action requested.

Violation Cited: §108-23.D. & §108-23.E.(1)(2)
Summary: Every exterior wall shall be free of holes, breaks, lose or rotting boards or timbers and any other conditions;
all siding material shall be kept in good and sound structural condition.
All portions, additions,or sections of a roof shall be complete and shall not display signs of deterioration.
Observation: Rear exterior wall in sub-standard poor condition. Roof with multiple holes.
Officer Siegrist presented the case and gave its history. Officer Siegrist further explained that as of December 12, 2019,
the property was found in compliance of the Board's Order of Continuance. No further action requested.
CASE NO 2019-00699

Violation Cited: §108-23.E.(2) & §108-23J.
Summary:All portions,additions,or sections of a roof shall be complete and shall not display signs of deterioration.
Window sashes shall be fully supplied with glass window panes or an approved substitute which are without open
cracks or holes.
Observation: Missing section front roof fascia trim with wood exposed to moisture& broken window glass.
Assistant Support Services Director Doug Gaines explained that as of January 28, 2020, the property is still in non-
compliance.The City asked for an Order Imposing Fine.
Member Odom,seconded by Member Lewis, moved that Case in#2019-00699, the Board imposes fines as of December
14,2019, as previously set by this Board. Motion carried unanimously.
CASE NO 2019-00808
OFFICER DIAZ 240 TAYLOR ST MICHELLE LEIGH BOUCH
Violation Cited: §108-22.,§108-35., &§115-3.A.(1).
Summary: Every electrical outlet and fixture,all wiring and equipment shall be installed, maintained and connected to
a source of electric power in accordance with the provisions of the Florida Building Code.
When nuisance conditions or hazards degenerate or cumulatively impact on structures,dwellings or other buildings
regulated by the Minimum Standards Codes,to the extent that repair, removal,securing or demolition is necessary for
the public health,safety and welfare,then the Code Enforcement Board is authorized to order the property owner or
City agents to repair, remove,secure,vacate or demolish such structures according to procedures outlined herein.
Defines a nuisance and menace to public health,safety and welfare
Observation: No duke energy service on the property since 2017. September 19, 2019 this property was deemed
"UNSAFE" for occupancy and posted on the front door of the residence. The property which has significant structural
damage to the exterior siding, roofing and interior floor, which was caved in at several locations. (See attached photos).
The property has not had any Electrical service since 2017 and it appears that no water service was functioning inside
the house,although there is service to the property. Miscellaneous junk/debris on property.
Officer Diaz presented the case and gave its history. Officer Diaz further explained that as of January 28, 2020, the
property is still in non-compliance.The City asked for an Order Imposing Fine.
Member Odom, seconded by Member Lewis, moved that Case in#2019-00808, the Board imposes fines as of December
10,2019, as previously set by this Board. Motion carried unanimously.
CASE NO 2019-00941
OFFICER SIEGRIST 2298 GRAND POPLAR ST SRP SUB LLC
Violation Cited: §165-3.A
Summary: No person shall keep any abandoned or junk vehicle on any public property or any private property.
Observation: One (1) Dodge Journey/ blk/ NO TAG/ with damaged front and side and smashed windshield parked in
driveway.
Officer Siegrist presented the case and gave its history. Officer Siegrist further explained that as of January 28,2020,the
property was found in compliance of the Board's Order of Continuance. No further action requested.

OFFICER LOEFFLER 1021 CABALLERO CT REYNALDO SUAREZ
Violation Cited: §5-1.E.(1)(a)(b) &§108-35.
Summary: No building, structure or land shall hereafter be used or occupied, and no building or structure or part
thereof shall hereafter be erected, constructed, reconstructed, moved or structurally altered, unless in conformity
with all of the regulations herein specified for the district in which it is located. No building or other structure shall
hereafter be erected or altered.
When nuisance conditions or hazards degenerate or cumulatively impact on structures, dwellings or other buildings
regulated by the Minimum Standards Codes,to the extent that repair, removal,securing or demolition is necessary for
the public health,safety and welfare,then the Code Enforcement Board is authorized to order the property owner or
City agents to repair, remove,secure,vacate or demolish such structures according to procedures outlined herein.
Observation:Operating an R3 multi-family dwelling within R1AA single family zone only; changing the characteristic of a
single family neighborhood and existence of public nuisance condition/activity
Assistant Support Services Director Doug Gaines explained that the property was found in compliance in accordance
with the Board's Order Requiring Compliance. No further action requested.
