Mr the Silver Glen Reclaimed Water Distribution System Project Background Summary: Young's Communications Co., Inc., has completed installation of the water mains and service taps for reclaimed water service in the Silver Glen Subdivision using directional boring techniques. With the completion of construction, it is possible to state the final unit quantities for the project and to make changes to the contract that reflect the actual unit quantities installed. The amount of the change order is a decrease of $127,132.57, a cost based on the contract unit prices and City -measured quantities, with no adjustment in contract time. The total contract price will decrease to $714,002.67. Issue: The Engineering Department has proposed changes to the Silver Glen Reclaimed Water Distribution System project and requests that the City Commission approve Change Order No. 3 with Young's Communications Co., Inc. Recommendations The Engineering Department recommends that the City Commission approve Change Order No. 3 to close out the project and decrease the construction contract by $127,132.57, with no adjustment in contract time, and authorize the Mayor and City Clerk to execute the change order. This change order will return previously allocated funds to the reclaimed water funds, thereby making them available for the Reflections and Reserve subdivision reclaimed water system expansions and other appropriate uses authorized by the City Commission Attachments: Change Order No. 3 between the City of Ocoee and Young's Communications Co., Inc. Financial Impact: The funding for this change order will return unused funds to the 2003 utility bond issue. Given the savings experienced on this project by the use of directional boring methods and the expected extension of this construction technique for the Reserve and Reflections reclaimed water distribution system projects to be let to contract later in 2007, staff remains hopeful that all planned construction can be accomplished. The change order is in the amount of a decrease of $127,132.57, with no adjustment in contract time. BACKGROUND/DISCUSSION Young's Communications Co., Inc., has finished installing the water mains and service taps for reclaimed water service in the Silver Glen Subdivision using directional boring techniques. This construction method costs more per linear foot of pipe, but produces substantial savings in pipe fittings and restoration costs after construction. This change order will allow the contract to conform to the actual installed quantities and permit the City to close-out the project. All prices are those provided in the executed contract listing unit pricing for progress payments and change orders. GENERAL This change order is issued pursuant to the applicable provisions of the Contract Documents and is intended to modify the contract to reflect the actual quantities installed. The quantities differ from the original engineer's estimate supplied by the design engineering firm in large part due to the use of directional boring installation techniques, which substantially reduce the number of fittings and restoration work required compared to open trench installation. IL REQUIRED CHANGES Item A: Modify quantities to match the actual number and type installed, as shown on the attached spreadsheet. III. JUSTIFICATION Item A: The original construction plans were created for open trench installation using rigid ductile iron pipe and numerous pipe joint fittings. The actual construction utilized flexible HDPE pipe and directional boring techniques, which has resulted in substantial savings in pipeline material costs and charges for restoring pavement surfaces and lawns/plantings in the effected area. The result was that the length of installed pipes and the number of required fittings was reduced for 21 pay items. Eight items experienced slight increases in quantity. Adjustments of this type are routine at the end of utility construction projects given the amount of uncertainty present. IV. NARRATIVE OF NEGOTIATIONS Item A: Bid amounts were used in all cases. APPROVAL AND CHANGE AUTHORIZATION This proposed change to the Contract is to be approved by the Ocoee City Commission. Acknowledgements: The aforementioned change, and work affected thereby, is subject to all provisions of the original contract not specifically changed by this Change Order; and, It is expressly understood and agreed that the approval of the Change Order shall have no effect on the original contract other than matters expressly provided herein. CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the adjustments in Contract Price and Time shown hereon constitute full and complete compensation and satisfaction for all costs and modifications of performance time incurred by the CONTRACTOR as a result of this Change Order and/or relating to or arising out of the reasons and justifications for this Change Order.. No other claim for increased costs of performance or modifications of time will be granted by the OWNER for the Work covered by this Change Order.
