HAGER ORANGE COUNTY DATE: January 28, 1987 TO: The Honorable Mayor and City Board of Commissioners FROM: Russ Wagner, Planning Director SUB: Development Review Fees Ordinance ISSUE Should the Honorable Mayor and City Board of Commissioners repeal the existing Ordinances which provide for the collection of Development Review Fees and replace them with an Ordinance which permits a simpler administrative process? BACKGROUND Crdinance No. 894 and amending Ordinance No. 905 currently dictate the administrative procedures of the City covering the collection and accounting of Development Review Fees. Due to the complexity of the accounting system set forth in these Ordinances, the staff has had difficulty tracking the numerous projects under review. DISCUSSION The primary problem with the existing accounting system is that there is no direct relationship between what the City bills a developer for on-going review of his project and the amount which is invoiced to the City from our Consulting Engineer . The proposed Ordinance simiplifies the collection system by requiring an up-front deposit as security for any potential unpaid bills, but otherwise requires payment to match invoices received from our Consultant. The Ordinance also boosts some of the deposit and flat fee amounts to better reflect current conditions. RECOMMENDATION It is respectfully recommended that the Honorable Mayor and City Commissioners repeal Ordinance 894 and 904 and enact the proposed Ordinance to reestablish Development Review Fee Assessments and Procedures . RBW/smb 1 MINUTES OF THE CITY OF OCOEE RECREATION C TION ADVISORY BOARD HELD NOVEMBER 24, 1986 PRESENT: Jim Beech , Commissioner Johnson, Bill Chambers , Maxine Walls, Craig Martin, Terry Best. . ABSENT: Vyonne Nytes, previous Cub Scout engagement . VOTING OF THE CHAIRMAN OF THE BOARD • Bill Chambers was voted in as Chairman of the Board to chair all meetings. Jim Beech will serve as secretary. MEETING DATE It was decided that meetings at this time will be on the second. ( 2nd) Monday of each month. The meetings are scheduled for the employee training room of the Community Center. The time is set for 7: 30 PM. NEW ORDINANCE REQUEST The members agreed that the Advisory Board should be made up of II seven citizens (two more than the present five ) . Commissioner Johnson will contact City Manager Teddy Ryan about a new ordinance being drawn. GUIDELINES A copy of the Ocoee Police Citizen Advisory Board guidelines will be sent to each member so they may study it as to drawing, up guidelines for the Recreation advisory Board.
