Background Summary: The City has been working with the Florida Department of Environmental Protection (FDEP) under a Nutrient Reduction 4e program to determine why Lake Prima Vista has been experiencing elevated nutrient concentrations. The Nutrient Reduction 4e approach allows the City to control and simplify the management of the water quality repairs at a local level. As part of the analysis, the Commission approved utilizing consultant Wood Environment & Infrastructure Solutions, Inc. (Wood) in January, 2019, to develop a Nutrient Reduction Plan (NRP). Wood has completed the task of developing the first phase of the comprehensive 5-year NRP. The first phase has determined the existing lake sediments are the primary contributing source of impairment. In order to inactivate sediment phosphorus, improve light transparency, reduce algal growth and encourage desirable submersed aquatic plants, a chemical treatment of the lake is required. The total anticipated cost for the required onetime treatment is $128,292.00. Public Works was proposing to incorporate this work in the 2020/2021 Stormwater budget. Wood submitted the NRP to the St. Johns River Water Management District (SJRWMD) for the Fiscal Year 2020-2021 Districtwide Cost-Share Program. The City has been awarded the maximum 33% cost sharing funding at $42,336.00, which will be available October 1, 2020. Public Works is requesting Commission commitment at this time for the City's share of the funding for this lake treatment at $85,956.00, which can be adequately funded in the 2020/2021 Stormwater budget. The approval of the sediment treatment contract work will be brought back before the Commission in the next fiscal year. Issue: Commission acknowledgement of the St. Johns River Water Management District cost-share grant and commitment for the City's share of the funding for the Lake Prima Vista Sediment Nutrient Inactivation treatment at $85,956.00, which can be adequately funded in the 2020/2021 Stormwater budget. Recommendations: Recommend acknowledgement of the St. Johns River Water Management District cost-share grant of $42,336.00 and approval to incorporate the City's share of the funding for the Lake Prima Vista Sediment Nutrient Inactivation treatment of$85,956.00 in the 2020/2021 Stormwater budget. Short Description: Succinctly describe the project, e.g. what is being constructed or what is the program to be implemented?Attach supporting documentation if necessary. This project is a part of a comprehensive water quality restoration effort detailed in the Lake Prima Vista 4e Nutrient Reduction Plan (NRP). The City of Ocoee developed the NRP jointly with the Florida Department of Environmental Protection (FDEP)to address the current water quality impairments and persistent cyanobacteria blooms within the lake. The FDEP accepted the Lake Prima Vista NRP as an alternative to a state-imposed TMDL. The project is aimed at improving water quality through inactivate of sediment nutrients using a combination of aluminum sulfate (alum) and Phoslock. The goal of this project is to reduce water column total phosphorus concentration, improve light transparency, inactivate sediment phosphorus, reduce algal growth, and encourage desirable submersed aquatic vegetation (SAV). This project was the top-ranked alternative proposed as part of the City's Lake Prima Vista Hydrologic/Nutrient Loading Study and Management Plan. Future structural projects are planned for the watershed but this project will provide immediate benefits. I As part of a loading study and management plan, the City of Ocoee determined that the sediments are the primary source of phophorus to the water column. The estimated internal phosphorus load to the lake from sediments is 81%, while groundwater seepage contributes 2%, and storm water runoff contributes 15%. I Prior to the alum and Phoslock application, a jar test will be conducted to ensure proper floc formation and pH. Water quality field parameters and water quality samples will be taken during to assess the effectiveness of the project. Page 3 of 11 b. Measures of Success: Describe how you will measure the effectiveness of your project. The City of Ocoee has over 20 years of water quality data for Lake Prima Vitsa and will continue to conduct routine quarterly water quality monitoring. I Alum treatment is expected to immediately improve clarity, and reduce water column total phosphorus. Phoslock is expected to provide longer-term water quality improvements by reducing phosphorus release from the sediments. It should be noted that Lake Prima Vista maintains a direct connection with Starke Lake which may impact the longevity of the water column treatments. The City is actively pursuing efforts to undertake a lake management study in Starke Lake as well. c. Is this project multi-phased or part of a larger overall effort? If so, describe the larger project. This project is the first phase of a multi-phased project as part of the NRP. Future projects include exfiltration, seepage collection, denitrification, homeowner education, construction of a storm water park system, retrofit the roadway and storm water systems, and septic to sewer conversions. Lake Prima Vista (WBID 3002E) is a 19.47-acre lake within the City of Ocoee. It is connected to the southern tip of Starke Lake which discharges to two drain wells into the Upper Floridan Aquifer within the Wekiwa-Rock Spring springshed. Primary benefit: This project directly benefits one of the core missions of the SJRWMD to protect and restore water quality. Since 2005, the water quality of Lake Prima Vista has declined as a result of increasing nutrient and chlorophyll-a concentration. This project provides immediate and primary improvements to water quality by reduction of phosphorus and chlorophyll-a. The resulting increase in water clarity should enhance the growth of submerged aquatic plants and support fish diversity. I Starke Lake, which is connected to Lake Prima Vista, has been designated by the Florida Fish and Wildlife Conservation Commssion (FWC), as a Fab Five lake. Fab Five lakes are managed for quality size fish and/or a unique fishing experience and protection of water quality is critical. Water quality improvements in Lake Prima Vista should lead to improved submerged aquatic plant abundance and diversity and increased fish habitat throughout the entire Lake Prima Vista/Starke Lake system. Page 5 of 11 Secondary benefit(s), if applicable: The proposed treatment project may benefit groundwater quality because Lake Prima Vista/Starke Lake System discharges to drainage wells within the Wekiwa-Rock Springshed. Reducing nutrient loading within Lake Prima Vista will help to reduce loading inputs to the groundwater.
