The purpose for the fence is to stop people from cutting thru the grove and entering the neighborhood on foot, at all hours of the day and night. We have had issues with car break-ins where they run out thru the grove to the neighborhoods behind us. With the development of downtown Ocoee we feel this is the time to put a stop to unwanted foot traffic. Over 1 year ago I spoke with Commissioner Wilsen and she came out and looked at the street and we discussed applying for a grant to fence the street off and having the two houses at the end of the street extend their fences along the property line to meet up with that fence. We were trying to do our due diligence and obtain whatever was needed before the grant process began. The grants then were put on hold. I have been in contact and actually got put on the email list for notification when the grants were going to be available. Attached (in the second email) is an email from Commissioner Wilsen that she received from Michael Rumer advising what would be required from the Roberts Rise HOA, a Memo of Understanding stating that the city is not liable for the maintenance of the fence in the future. Once we were notified that the grants were back we started getting bids for the fence and one company advised that there would be problems with the two residents extending their fences to the street fence. I called Mike Rumer and was informed he was in a meeting and I received a call back (do not remember his name) from a young man who went over the issues with me. He stated he would speak to Mike and get back tome, however this did not happen and since we were close to the grant date, I went forward with completing and submitting the application. He did suggest that an administrative waiver from Mike may be possible on the residence fences coming forward of their back property line and being 6' in height. We were recommended in the review the grant for $2,000.00 for our 2nd project that we listed, which is a directory sign for $704.37 (50% = $352.19). But not the fence. The issue we have is we were not told any of these objections on the fence until now, had I known this earlier when we were gathering information, we could have listed some other items in the grant. Now the process is closed and we cannot apply for 2 years. If we are to be denied the fence, then I would request an extension to amend the application for some additional projects that we are looking at for the subdivision. We of course still feel the need to erect a fence at the dead end of the street. We signed contract on it around July 23rd, 2019 while it was still under construction. It was completed on November 18th, 2019 and we moved in on November 19th, 2019. When we initially went to their sales office, we were showed maps of phase 3 (the current phase that was being built at the time) as well as the projected lots for phase 4 which would begin sometime in the second quarter of 2020. We narrowed it down to 3 homes, ultimately deciding on the one at the far end of the phase which would become adjacent to the next phase. The land behind this lot we chose was empty tract with no homes as it butts up against wetlands. To the south, a neighboring home. To the north, what was presented to us as "green space" which was in phase 4. The maps being used showed this green space, the salesman pushed it as green space and that this was a premium lot. Ultimately, having a young son, we favored the increased privacy of only having one neighbor, so we bought lot #80 in Arden Park North. Fast forward to about a month after we moved in, it was brought to our attention by our neighbor that the lot to our north that was sold to us as "green space" was now going to have three houses built on it. We voiced our concern to Lennar Homes, who had their in house attorney take three weeks to tell us that per our contract, they were within their rights to change views, lots, and homesites. Being understandably frustrated by this answer, i reached out to Commissioner Oliver, the city commissioner for our district. A day later, Commissioner Oliver was at our house trying to get a better understanding of our situation. He spent an hour with my wife and I while we explained the circumstances of the situation. He invited me to the upcoming commission meeting which was coincidentally the next day. I attended this meeting where Commissioner Oliver made a statement to the commission on our issues with Lennar. After the meeting I met with Michael Rumer, who invited me to his office to go over a few public record items pertaining to Arden Park North. After pulling up documents, it was determined that Lennar Homes had approval from the City of Ocoee for those 3 lots adjacent to lot #80, which would eventually come to be our new home, around May 30th, 2019. This definitively proved that Lennar Homes knew 2 months before we signed our contract that those three homes would be built on the space that their sales team told us was "green space". Yet, when we were picking a lot, they were using maps that were knowingly not accurate and still pushing that lot as "premium". For reference, my neighbor to our south paid $10,000 for their lot. We paid $20,000. Because the lot was only to have one neighbor, thus making it premium. Yet they still took our money, lied to us, and frauded us into this lot knowing full well we would NEVER get what we just paid them over $400,000 for. In the months leading up to right now, Lennar has refused to rectify this situation even when faced with these facts. We are not alone. If you walked through our neighborhood and knocked on doors, you woupd hear one horror story after another about the treatment that customers have gotten from one of the biggest home builders in the country. We could have chosen another lot if they didn't intentionally deceive us. We had options. As a matter of fact, the identical house 5 lots down was $12,000 less because it didn't have the premium lot. We could have just saved that money and chose that one since the lots would essentially have been identical. They took those options away from us in the name of greed, and flat out refuse any semblance of responsibility for their actions. I come to the commission today to ask that you hold Lennar accountable for this terrible act that they perpetuated against our family. These kind of actions against your citizens cannot go unacknowledged. While doing what's popular is always easy, it's doing what's right that is difficult. But doing what's right for the citizens of the city should always be the top priority. I am asking the city to do what's right, and help us hold lennar accountable for their actions. For the record, I have not spoken to those cc'd on this email prior to sending this email. I am speaking as a concerned citizen of this city and state that has lived in central Florida since 1970 and watched the water quality (both fresh and saltwater) degrade to a debilitating state. I am writing to you to express my concern regarding the initial plan to treat Lake Prima Vista (Deep Lake) and the adjoining lake, Starke Lake. I was informed by another HOA officer of the plan that will be discussed at the meeting next week and also to confirm that the public will be allowed to attend. Please advise. I want to inform you of the concerns that I have and they are based on past discussions that occurred at a commission meeting on or around January 15th, the minutes that were prepared after that meeting, and a follow up meeting at the condominiums when the engineering company spoke to the residents. Facts: At the 2019 January 15th commissioning meeting I presented evidence that the degradation of the lake started in 2010 and that the information was obtained from a website called lakewatch.org. I personally asked the city engineer what the main source was and he stated "it was agricultural." Ann Wittle a SHHOA resident stated that the West Blueberry Farm was established in 2010 The minutes that were prepared did not capture those comments. At the Sleepy Harbor Condo Association Meeting, I asked the engineering firm that if the Blueberry Farm was pumping nutrient rich water from Prima Vista Lake and distributing to his crops, would this in turn create an exponential increase in the nutrient level in the lake and the answer was yes. The City of Ocoee Engineer stated that Orange County was also aware of the issue and that they were willing to assist with funding. The engineering company stated that they did not know what the source of the pollutants were and I noted BS on my phone. The additional five notes I have on my phone that day are noted below: 1. Exfiltration systems (soil amendments) 2. Slurry Wall (buried clay)? 3. Treat Water Column (floculation) 4. Education 5. Clarification and Transparency As you can see there is nothing mentioning addressing the issue with the point source and that is the blueberry farm. I say point source because that is what the City Ocoee Engineer stated on January 15, 2019 when he mentioned that the source was "agricultural". I would like to be in attendance at the meeting to discuss the plan further because what is proposed is essentially number 3 above, floculation. This is what construction companies throw in the water to comply with state environmental requirements when their dirt flows over the silt fence and muddies the waters. For over $100K this is a waste of money and will likely only clear up the water for a month at the most. Please confirm that I can be in attendance as I am against this treatment plan. Florida LAKEWATCH Report for Apopka in Orange County Using Data Downloaded 1/17/2020 Introduction for Lakes This report summarizes data collected on systems that have been part of the LAKEWATCH program. Data are from the period of record for individual systems. Part one allows the comparison of data with Florida Department of Environmental Protection's Numeric Nutrient Criteria. Part two allows a comparison of the long-term mean nutrient concentrations with nutrient zone concentrations published by LAKEWATCH staff (Bachmann et al. 2012; https:Hlakewatch.ifas.ufl.edu/resources/bibliography/). Finally, this report examines data for long-term trends that may be occurring in individual systems but only for systems with five or more years of data. Step by step instructions on how to use the data tables are provided on page 4 of this report. Florida Department of Environmental Protection (FDEP) Nutrient Criteria for Lakes (Table 1) For lakes, the numeric interpretations of the nutrient criterion in paragraph 62-302.530(47)(b), F.A.C., based on chlorophyll a are shown in the Table 1. The applicable interpretations for TN and TP will vary on an annual basis, depending on the availability and concentration of chlorophyll a data for the lake. The numeric interpretations for TN, TP, and chlorophyll shall not be exceeded more than once in any consecutive three year period. a. If annual geometric mean chlorophyll a does not exceed the chlorophyll value for the lake classification in the table below, then the TN and TP numeric interpretations for that calendar year shall be the annual geometric means of the maximum calculated numeric interpretation in Table 1. b. If there are insufficient data to calculate the annual geometric mean chlorophyll for a given year or the annual geometric mean chlorophyll exceeds the values in the Table 1 for the correct lake classification, then the applicable numeric interpretations for TN and TP shall be the minimum values in the Table 1. Long -Term Data Summary for Lakes (Table 2): Definitions • Total Phosphorus (µg/L): The nutrient most often limiting growth of plant/algae. • Total Nitrogen (µg/L): Another nutrient needed for aquatic plant/algae growth but only limiting when nitrogen to phosphorus ratios are generally less than 10. • Chlorophyll -uncorrected (µg/L): Chlorophyll concentrations are used to measure relative abundances of open water algal population. • Secchi (ft), Secchi (m): Secchi measurements are estimates of water clarity. • Color (Pt -Co Units): LAKEWATCH measures true color, which is the color of the water after particles have been filtered out. • Specific Conductance (µS/cm@250C): Measurement of the ability of water to conduct electricity and can be used to estimate the amount of dissolved materials in water. • Lake Classification: The new numeric nutrient criteria for Florida require that lakes must first be classified into one of three group based on color and alkalinity or specific conductance; colored lakes (color greater than 40 Pt -Co units), clear soft water lakes (color less than or equal to 40 Pt -Co units and alkalinity less than or equal to 20 mg/L as CaCO3 or specific conductance less than or equal to 100 µs/cm @25 C), and clear hard water lakes (color less than 40 Pt -Co units and alkalinity greater than 20 mg/L as CaCO3 or specific conductance greater 100 µS/cm @ 25 Q. Interpreting FDEP's Numeric Nutrient Criteria (NNC): These are instructions for using Table 1 and 2 to determine impairment status based on FDEP's NNC. 1. Identify your lake's Lake Classification in Table 2 (Colored, Clear Hard Water, or Clear Soft Water) (if no classification is listed then there is not enough data available to classify your lake). a. The Lake Classification tells you which row to use in Table 1. 2. Identify your waterbody's Grand Geometric Mean Chlorophyll -uncorrected in Table 2. a. Compare this number to the Annual Geometric Mean Chlorophyll -corrected (2°d column) in Table 1. b. If your lake's Chlorophyll -uncorrected concentration is greater than the Annual Geometric Mean Chlorophyll -corrected concentration use the Minimum calculated numeric interpretation columns. c. If your lake's Chlorophyll -uncorrected concentration is less than the Annual Geometric Mean Chlorophyll -corrected concentration use the Maximum calculated numeric interpretation columns. 3. Identify your lake's Total Phosphorus and Total Nitrogen Grand Geometric Mean concentration in Table 2 and compare them to the appropriate Annual Geometric Mean Total Phosphorus and Annual Geometric Mean Total Nitrogen values in Table 1. 4. If your lake's concentrations from Table 2 are greater than FDEP's NNC values from Table 1, your lake may be considered impaired. If they are below, it may be considered unimpaired. Nutrient Zones and "Natural Background" Administrative code definitions 62-302.200 (19): "Natural background" shall mean the condition of waters in the absence of man -induced alterations based on the best scientific information available to the Department. The establishment of natural background for an altered waterbody may be based upon a similar unaltered waterbody, historical pre -alteration data, paleolimnological examination of sediment cores, or examination of geology and soils. When determining natural background conditions for a lake, the lake's location and regional characteristics as described and depicted in the U.S. Environmental Protection Agency document titled Lake Regions of Florida (EPA/R-97/127, dated 1997, U.S. Environmental Protection Agency, National Health and Environmental Effects Research Laboratory, Corvallis, OR) (http://www.flrules.org/Gateway/reference.asp?No=Ref-06267), which is incorporated by reference herein, shall also be considered. Interpreting Florida LAKEWATCH's Nutrient Zones: These are instructions for using Table 3 and Figure 1 to determine nutrient status based on Nutrient Zones. 1. Identify your lake's TP Zone in Table 3. a. Locate this TP Zone (left map) and its corresponding nutrient concentration in Figure 1. 2. Locate your lake's Long -Term Grand Geometric Mean TP Concentration value in Table 3. 3. Compare your lake's Long -Term Grand Geometric Mean TP Concentration from Table 3 to the appropriate TP Zone nutrient concentration from Figure 1. a. I live in the Forest Trails community in Ocoee. I am trying to change my house number. The address is 2175 Laurel Blossom Circle. The reason for wanting to change the house number is because for religious purposes. The numbers add up to be a very unlucky number. I am a single mother of 4 kids under the age of 17. 1 don't want to have to move from this community. My brother had a similar issue in Orange County and was able to change it without a fee. Jack Butler, Director of Support Services contacted me regarding the request for the address change. They will be able to accommodate the address change to 2177 Laurel Blossom Circle, Ocoee. Unfortunately, there is a fee of $750 to do all the address update in the City of Ocoee. At this time my financial situation is very limited for income. I am not sure what the industry will be in the next upcoming months with the Covidl9 Pandemic. I am asking if the City of Ocoee can do a better price or even waive the fees to do the address modifications. I understand that this is not a usual request, but your help is greatly appreciated.
