1. Approval of the Minutes for the Regular City Commission Meeting held April 21,2020.

2. Approval of Reappointments of Three Current Members on the Human Relations
Diversity Board (HRDB). (City Clerk Sibbitt)
The terms of Members Ira Calloway, Nichole Dawkins and Lori Hart will expire in May 2020. All three
members have indicated an interest in being considered for reappointment for another term ending May 2023.
In 2019 Members Calloway, Dawkins and Hart attended 7 out of 10 meetings.
3. Approval of Short-Term Lease Agreement with Manheim Remarketing, Inc. for
Storage of Automobiles on City-owned Properties. (Assistant City Manager Shadrix)
Manheim operates one of the largest automobile auctions in the world at its location on Story Road in Ocoee.
This business supports many of our local businesses weekly due to the volume of units bought and sold. The
current COVID 19 crisis and associated economic effects have tremendously affected the Manheim auction in
Ocoee,resulting in losses enumerated in the millions. Representatives of Manheim recently reached out to the
City seeking opportunities for storage of additional inventory of automobiles until the auction is able to resume
full operations, citing increasing revenue losses and the extremely high expense of shipping excess inventory
to areas outside the City of Ocoee.

FIRST READING OF ORDINANCE
4. First Reading of Ordinance to Amend Chapter 51 of the City Code of Ordinances to
Enact Fees Pertaining to Private Providers for Building Plan Reviews and Inspections.
(Second Reading and Public Hearing scheduled for June 2, 2020, Regular City Commission Meeting at 6:15
pm or soon thereafter.) (Development Services Director Rumer)
House Bill 7103,effective July 1,2019,includes changes to Florida Statute 553.791 regarding the outsourcing
of inspections and plan examination to private providers. In response,the Ocoee Building Division is seeking
to implement changes to fees and business processes in order to facilitate and comply with the new law.
SECOND READING OF ORDINANCE—PUBLIC HEARING
5. Second Reading of Ordinance for Fiscal Year 2020 Budget Amendment. (Advertised in the
West Orange Times on Thursday, April 23, 2020.) (Finance Director Roberts)
The City Commission adopted an annual operating budget for the city on September 25, 2019. Subsequent to
the adoption of the budget staff identified the need for additional appropriations in the General Fund, the
Sanitation Fund and the Wastewater Fund.The staff report outlines the budget funding appropriations.
