HomeMy WebLinkAbout09-20-1996 Minutes MINUTES OF THE CITY OF OCOEE GENERAL EMPLOYEES' RETIREMENT TRUST FUND CANVASSING BOARD MEETING HELD SEPTEMBER 20, 1996 The meeting was called to order by Chairman Miller at 8:16 a.m. in the Commission Chambers Conference Room for the purpose of counting the votes in the election held September 12 through 5:00 p.m. September 18, 1996. The candidates were Donald Carter, Fran Gosnell, Ernie Kovacs, and Ricky Waldrop. PRESENT: Chairman Miller, Secretary Grafton and Member Waldrop. ABSENT: Members Dabbs and Oliver To determine the number of votes to expect to find in the ballot box that had been delivered to the meeting by Personnel Specialist Bertling, Chairman Miller and Secretary Grafton counted the number of initials on the list of those eligible to vote which had been provided by the Personnel Department. There were 79 initialed names. Secretary Grafton announced that, in compliance with the ruling that a majority of the votes cast was necessary to win the election, 40 votes were needed for a candidate to be declared a winner. The sealed ballot box was unsealed and the envelopes contained therein were counted. There were 79 envelopes. The envelopes were turned face down so that the voters' names were not visible, and then they were slit open so that the ballots could be removed. The ballots were counted after the envelopes were set aside and there were 79 ballots. Secretary Grafton called out the vote cast on each ballot while Chairman Miller and Member Waldrop recorded the votes on a tally sheet. The total of votes cast was 79 with the voting, as follows: Donald Carter - 23 Fran Gosnell - 30 Ernie Kovacs - 9 Ricky Waldrop - 17 TOTAL - 79 Ther were no spoiled or invalid votes. Member Grafton, seconded by Chairman Miller, moved to certify the election results as stated on the tally sheet. Motion carried unanimously Secretary Grafton advised that that it would be necessary to hold a run-off election between Fran Gosnell and Donald Carter as they had received the most votes but neither had received a majority, and that the ballots would be placed in the next payroll envelope. In further discussion, concensus was reached to canvas the run-off election on Wednesday, October 2, 1996, 5:15 p.m. Member Grafton, seconded by Chairman Miller, moved to adjourn the meeting at 8:42 p.m. Motion carried unanimously.
