Mel_-ie WI' Contact Number Ext. 1026 City Manager: /��,1— • Subject: Appointment of Two Members and an Alternate Member to the Planning and Zoning Commission in Accordance with Ordinance No. 2019-037 Background Summary: Ordinance No 2019-037 states The Planning and Zoning Commission shall consist of five (5) members and one (1) alternate appointed by the City Commission, and one (1) additional member appointed by the School Board of Orange County as a non-voting member In the event of a resignation or removal of a board member, subsequent vacancies on the Planning and Zoning Commission shall be filled by a majority vote of the City Commission from the candidates nominated by the Mayor and City Commissioners The Mayor and each member of the City Commission may nominate up to two (2) nominees each. The highest-ranked nominee will be considered to fill the vacancy The alternate member shall attend all meetings, shall be counted towards a quorum, may participate in any item where the alternate has no voting conflict, and, when necessary, will vote in the place of any absent or disqualified board member on an individual item At the March 3, 2020 City Commission Meeting, Member Forges was moved from the alternate member seat to the vacant regular member seat The City Commission was briefed by the Mayor to provide nominations for the vacant alternate member seat to the Office of the City Clerk for consideration to be appointed no later than March 27". To date, residents Gregory Keethler, Jerry Lowe and Greg Stewart have been nominated In addition, the terms of Member Jason Mellen and Member Brad Lomneck expire in June of 2020 Members Mellen and Lomneck have attended all regularly scheduled meetings in 2019/2020. Both members have indicated an interest in being reappointed for a three-year term. I am very familiar with the processes and documentation associated with matters that come before P & Z. I have remained active with the city, attending numerous City Commission meetings, serving as the Chair of the Districting Commission, and serving on the Canvassing Board for the last Ocoee election. Additionally, as an Air Force Officer, I served as the commander and deputy commander of two Groups, the responsibilities of which were to operate large Air Force installations. Many of those functions are analogous to those overseen by P&Z, particularly in the realm of civil engineering projects. I also retired as an executive with Lockheed Martin Corporation within the strategic planning element of the company. I was the first resident of Westyn Bay to serve as President of the Homeowners Association, with nearly 800 homes within its boundaries, and I continue today as Chair of its Landscaping and Infrastructure Committee as well as a member of the Finance Committee. I have a Bachelor's Degree in Mathematics and a Master's Degree in Operations Research, and I serve on the University of Arkansas faculty where I teach Leadership I desire to become involved again in P&Z as an alternate member so that I can resume serving the city and its residents by applying my time and abilities to something for which I believe I am well qualified.
