OLD BUSINESS - None IV. NEW BUSINESS — Public Hearings (6:32 pm) A. Comfort Inn -Mainstay Suites, 11409 W. Colonial Drive Preliminary/Final Large Scale Site Plan Project No: LS-2020-007. (Advertised in the West Orange Times on Thursday, April 30, 2020, and Continued from the May 12, 2020 P&Z Meeting) (Zoning Manager Gajadhar) Chair Keller announced the applicant requested this item to be continued to the June 9, 2020 Planning and Zoning Meeting. (6:32 pm) Motion: Move to Continue the Comfort Inn - Mainstay Suites, 11409 W. Colonial Drive Preliminary/Final Large Scale Site Plan to the June 9, 2020 Planning and Zoning Commission Meeting; Moved by Member Lomneck, Seconded by Vice-Chair Williams; motion carried unanimously with Member Mellen absent. B. Prairie Lake Planned Unit Development (PUD) Townhomes (Meritage Homes), Project No.: LS-2020-002. (Advertised in the West Orange Times on Thursday, April 30, 2020, and Continued from the May 12, 2020 P&Z Meeting) (Development Services Director Rumer) Development Services Director Rumer presented a PowerPoint on the subject project, which is located on the east side of N. Clarke Road, north of A.D. Mims Road, and at the northeast corner of the intersection of Clarke Road and A.D. Mims Road. The City currently owns this parcel, and Meritage Homes is under contract to purchase this it. This parcel has a Future Land Use Designation as "Medium Density Residential," is designated as Tract C in the Prairie Lake PUD, and is currently forested with heavy vegetation. The proposed project will have one (1) access point on Ocoee Vista Parkway. The main entrance will be aligned with the existing Prairie Lake Reserve subdivision entrance. An extension to Ocoee Vista Parkway along the rear of the property will be provided, which will allow the undeveloped property to the east a future right-of-way connection point. The internal streets within this parcel will be private. This townhome project proposes a total of 78 townhome residential lots. The townhomes will consist of a mix of six (6) unit buildings and four (4) unit buildings. The exterior units will be 24 feet wide, and the interior units will be 20 feet wide with a minimum living area set at 1,500 square feet. This development is proposed to be developed in one (1) phase. The proposed subdivision plan calls for a wall with landscape buffer and pedestrian connections to the future commercial parcels, which will be adjacent to the west of this parcel facing Clarke Road. A stormwater retention pond is located on the north side. Two (2) amenity lots are proposed with various recreation and playground equipment. 2 Planning&Zoning Commission May 19,2020 Development Services Director Rumer further explained that when this PUD was approved in the early 2000s, the PUD dedicated a right-of-way for Clarke Road, which encompassed a four- lane divided road and the inside median curb. These improvements vested this project with vehicle trips for commercial use; however, this particular parcel will be downsized and utilized as residential,which in turn drastically decreases daily vehicle trips, and a traffic study does not need to be done at this time.However, a traffic study will be done when the adjacent commercial parcels to the west come in for development. He stated an email from a resident was asking for a deceleration lane turning onto Ocoee Vista Parkway, and explained currently there is a project underway to widen Clarke Road; and further, with that project they will look at all roads within that area to see if any upgrades need to take place. Development Review Committee(DRC)Recommendation: The Development Review Committee (DRC) met on May 7, 2020, and reviewed the Preliminary/Final Subdivision Plan for the Prairie Lake PUD Townhomes. When the discussion was finished, the DRC voted to recommend approval of the Preliminary/Final Subdivision Plan. Staff Recommendation:Staff recommends that the Planning and Zoning Commission recommend approval of the Preliminary/Final Subdivision Plan for the Prairie Lake PUD Townhomes. Discussion: Member Williams inquired about a vacant parcel to the east to which Development Services Director Rumer explained the difficulties with developing those parcels surrounding access and bifurcating the railroad tracks. The applicant was present for questions. Jeremy Camp, Applicant with Meritage Homes, Orlando, said also present was their engineer with Madden, Moorhead & Stokes; Bill Maki with Daly Design Group, and Jeff Stalder with Meritage, and indicated he is happy to answer any questions. Member Forges asked whether this project may warrant any road construction on Clarke Road. Development Services Director Rumer explained that Clarke Road is a four-lane road that turns into a two-lane road past Ocoee Vista Parkway. He further said currently there is not a right-turn deceleration lane proposed to go in at Ocoee Vista Parkway. (6:58 pm) Chair Keller opened the public hearing. C. Ocoee Village Center PUD - "Allure at Ocoee Village Center" Preliminary/Final Large Scale Subdivision Plan; Project No: LS-2019-007. (Advertised in the West Orange Times on Thursday,April 30, 2020, and Continued from the May 12, 2020 Meeting) (Development Services Director Rumer) Development Services Director Rumer presented a PowerPoint describing the Ocoee Village Center PUD, which is located on the north side of Clarcona Ocoee Road, east of SR 429, South of Clarcona Ocoee Road, east of N. Lakewood Ave., and east of the intersection of Fullers Cross Road and N. Lakewood Avenue. The site is located within the SR 429 "Interchange Village Character Area." On February 11, 2020, this Board recommended approval of a Substantial Amendment to the Ocoee Village Center PUD in order to increase the townhome development from 196 Unit Townhomes to 232 units and the apartments portion from 316 units to 320 units. The amendment process is currently on hold and has not been approved by the City Commission, because of a new law that went into effect regarding impact fees. Once the applicant and Orange County School Board work out an agreement for Capacity Enhancement, the PUD Substantial Amendment and Preliminary/Final Site Plans for all Phases will be proposed to the City Commission. He explained each proposed project in the Ocoee Village Center as outlined below. Allure at Ocoee Village Center: Starting from the north, the Allure at Ocoee Village Center is a proposed 320-unit multi-family apartment housing development on 1,563 acres. The development will consist of four (4) apartment buildings containing 80 units with 101,000 SF total with four-stories. A 10,000 SF club house will anchor a pool and other amenities. Four (4) garage areas are provided for covered parking, and a dog park internal to the site is provided. The apartments will have a 90% mixture of one (1) and two (2) bedroom units and, 10% of the units will be three (3) bedrooms. Large landscaped buffers are being planned along SR 429 with wet retention ponds that will be landscaped. The project will access Clarcona Ocoee Road via an improved intersection promoting pedestrian access. Utilities will be extended to the site from the south. As part of a project with the Orange County Utility department, the applicant will connect reclaimed water from the west side of the 429 Expressway via jack and bore and run the lines to the eastern side of the property. Southeast Commercial at Ocoee Village Center: Just south of the Allure at Ocoee Village Center is the proposed Southeast Commercial at Ocoee Village Center, which is more specifically located on the southern side of Clarcona Ocoee Road. The applicant is proposing a three-unit commercial center on 4.71 acres. A 4,650 SF 7-Eleven gas station and a 14,000 SF strip retail building will be developed in Phase 1. A third pad for a 4,000 4 Planning&Zoning Commission May 19,2020 SF quick-serve or fast-casual restaurant will also be provided. Access to the site will be via a right in from Clarcona Ocoee Road, a right in on a new realigned N. Lakewood Avenue, and an extension of 2nd Avenue from the east to N. Lakewood Avenue. Utilities and off-site stormwater will be provided from the south Townhome Development. Townhomes at Ocoee Village Center: Just south of the Southeast Commercial are the proposed Townhomes at Ocoee Village Center, a two-phase 232 lot Townhome Development on 34.49 acres. The development will consist of two (2) building sizes. One is a six (6) unit building with 31-foot-wide end units and 20-foot-wide interior units. The second is a four(4) unit building with 31-foot-wide end units and 20-foot-wide interior units. A private amenity center with a pool, cabana, and play ground will be provided. The project will access two (2) entrances on a realigned N. Lakewood Avenue and will also provide an extension of 5th Avenue through the subdivision to N. Lakewood Avenue. All roadways will be open to the public. Utilities will be extended to the site from the south. An offsite park is proposed and will be highlighted in the staff's presentation. Development Review Committee (DRC) Recommendation: On May 7, 2020, the DRC met to determine if the proposed Preliminary/Final Site Plan for the Allure Apartments at Ocoee Village Center PUD was consistent with the City's regulations and intent for the character area. The Development Review Committee voted unanimously to support the project and the proposed onsite and offsite public improvements, which include installing new water and sewer lines, a public lift station, reclaimed water, public roads, public storm water, and a public park. Staff Recommendation: Staff respectfully recommends that the Planning & Zoning Commission recommend approval of the Preliminary/Final Site Plan for the Allure Apartments at Ocoee Village Center PUD. Discussion: Member Williams asked about the barrier walls. Development Services Director Rumer indicated one of the conditions of approval will be that the City is not responsible for constructing the sound walls along SR 429. He also stated this community will not be gated. Member Lomneck asked whether there is a path to go across SR 429 to the Publix. Development Services Director Rumer said there is not a path, but there is a sidewalk. He mentioned this PUD is attempting to bring in a grocery store on one of the parcels. Chair Keller asked where the dog park is going. Development Services Director Rumer indicated it is an amenity to the apartments; however, there is a public park being constructed within this PUD. Chair Keller explained he knows the City has been talking about creating a dog park for some time. Development Services Director Rumer said the City is currently working on a public dog park. 5 Planning&Zoning Commission May 19,2020 The applicant was present for questions. Richard Wohlfarth, P.E., Applicant & Engineer, presented a PowerPoint that explained the Ocoee Village Center PUD. He said the infrastructure and roads will be built after clearing the land, which will be logged, followed by the commercial, then the 320 apartments, and lastly the 232 townhomes. He explained all of the pedestrian-friendly features within this community. He described the extensive amenity features such as a pool, cabanas, barbeques, meeting areas, a dog park, and a public park. He described the PUD as an upscale community and mentioned the apartments will have more one- and two-bedroom units, which will be a bit smaller, but upscaled and geared more towards the young,professional community. He showed renderings of the future City Park, which will be located within the PUD. Both the apartment and townhome communities will be ungated. Chair Keller asked if any Board members had any comments and/or questions regarding the apartments, commercial or townhomes. Vice-Chair Williams understands the apartments will be geared towards single professionals coming into the area; however, she asked what the target audience will be for the townhomes. Mr. Wohlfarth said they are entry-level housing as well, and expounded on the townhome community. Member Forges asked what type of construction materials will be used and whether or not North Lakewood will be widened south of the proposed roundabout. Development Services Director Rumer explained the City has no criteria on construction materials. He said the upcoming budget will list several upcoming construction projects, and Lakewood is projected to be widened in the future in order to be an arterial road like Clarke Road and Ocoee Apopka Road. Member Lomneck asked if a trip study was completed. Development Services Director Rumer explained a full traffic study was completed and reviewed by FDOT, Expressway Authority, Orange County,and the cities of Winter Garden and Apopka when the Large Scale Comprehensive Plan was previously approved. (7:42 pm) Chair Keller opened the public hearing. Vice-Chair Williams commented that this commercial being nearby the high school is a very big plus so kids can walk to work after school. Larry Anderson, 108 Anderson Place, Ocoee, called in to address the Board. He informed the Board that the Innovation Montessori school is off of N. Lakewood Avenue,which backs up when school is in session. Further, he asked if there will be adequate room for semitrailers to travel on N. Lakewood Avenue once the roundabouts are installed. Development Services Director Rumer indicated the school has purchased land along Fullers Cross Road to create another access to the school, which is currently in review. He said the roundabout will be designed to FDOT standards, which is sufficient room for semitrailers. 6 Planning&Zoning Commission May 19,2020 (The Board waited three minutes for emails and/or telephone calls.) D. Southeast Commercial at Ocoee Village Center Planned Unit Development (PUD) Preliminary/Final Site Plan, Project No.: LS-2019-009. Development Services Director Rumer explained the gas station near Westyn Bay has fueling limitations of no more than six fuel pumps. This particular site will be allowed to have up to eight fueling pumps. Chair Keller asked if there were any more questions; and further, indicated all previous presentations regarding this PUD are brought forward to this Southeast Retail project. V. MISCELLANEOUS - (8:12 pm) A. Project Status Report City Planner Rumer updated the Board with the following: • Advised there will be a June meeting next month. The Comfort Inn was continued to the June meeting date and does not have to advertised again. • Clarke Road is currently under construction. Arden Park is working diligently to finish the Clarke Road upgrade. • Currently there are a lot of interior buildouts along Highway 50 with one being the hospital and other nearby sites. • There is a small office warehouse with three leasable spaces going in across from the Top Gun Allstars of Orlando. • The City has finalized the designs for the new City Park, which will be located at Bluford Avenue and Old Winter Garden Road. • Sonny's BBQ is bringing forth a revision to their Small Scale Site Plan.
