Commission District #4 — George Oliver III Background Summary: The subject property is located directly north and west of East Silver Star Road, south of Old Silver Star Road, and east of Johio Shores Road. It is 6.92 acres in size and is currently undeveloped with dense vegetation. The parcel ID number is 15-22-28-4716-00-130, also known as 1900 E. Silver Star Rd. The Future Land Use designation for the subject site is "Low -Density Residential" (LDR). The requested "Memory Care/Assisted Living" (ALF) use is consistent with the Future Land Use Element and Zoning (R-1AA) District, as it is a permitted use within Residential Districts. All buildings are proposed at one-story in height. As shown on the Preliminary/Final Site Plan, the facility will have the main access point at Johio Shores Rd, with another access point on Old Silver Star Road, which will be gated and fenced, and used only for emergency access. The perimeter of the parcel will consist of a fifteen (15) to twenty-five (25) foot landscape buffer, and fencing will 1 surround each building. Water, sanitary sewer, reclaimed water (when available), solid waste, police, and fire protection will all be provided by the City of Ocoee. On -site drainage retention areas will handle stormwater management. Finally, the Applicant has requested no Waivers from the Land Development Code for this project. Issue: Should the Honorable Mayor and City Commission approve the Preliminary/Final Site Plan for Memory Care Cottages at Ocoee Assisted Living Facility (ALF)? Development Review Committee Recommendation: The Development Review Committee (DRC) met on June 4, 2020, and reviewed the Preliminary/Final Site Plan for the Memory Care Cottages at Ocoee (ALF). When the discussion was finished, the DRC voted to recommend approval of the Preliminary/Final Site Plan. Planning and Zoning Commission Recommendation: The Planning and Zoning Commission (P&Z) reviewed the proposed Preliminary/Final Site Plan for the Memory Care Cottages at Ocoee (ALF) on June 9, 2020. After a brief discussion, a motion to recommend approval was made by Member Lomneck and seconded by Vice -Chair Williams. The motion passed unanimously. Staff Recommendations: Staff recommends that the Honorable Mayor and Commission approve the Preliminary/Final Site Plan for the Memory Care Cottages at Ocoee (ALF).
