Minutes of the Human Relations Diversity Board
Regular Meeting Held January 2,2020
I:CALL TO ORDER
The meeting was called to order by Chair Dawkins at 6:17 p.m. in City Hall Room 109 located at 150 North Lakeshore
Drive,Ocoee.
A. Pledge of Allegiance and Moment of Personal Reflection: Chair Dawkins led the Board in the Pledge of
Allegiance to the U.S.flag;followed by a moment of personal reflection.
B. Roll Call and Determination of Quorum: Secretary Mieras performed roll call and declared quorum (8) present.
In Attendance(11): Chair Dawkins, and Members Calloway, Maxwell,Crown, Anderson-Robinson, Daily,Carr,
Dorsey, Bonzil-Juste, and Fontanez. Member Hart arrived at 6:45 p.m.
Also Present: Mayor Johnson, and Commissioner Oliver
Absent(2): Member(s): Foster& Porter-Smith
C. Review of Excused Absences: Member Porter-Smith was an excused absence.
D. Review of Agenda for Tonight's Meeting: Chair Dawkins reviewed the agenda for tonight.
E. Review of Minutes from October 03, 2019, & December 05, 2019:
Motion made by Member Crown,seconded by Member Maxwell,and unanimously passed to approve the
October 3rd and December 5th Minutes.
II:BUSINESS FOR DISCUSSION
A. Comments from Citizens/Public: Chair Dawkins welcomed the guests to the meeting.
B. Other Business:
MLK Update
Officer Strange from the Ocoee Police Department gave the Board an update on the Police Department's
preparations for the 2020 MLK Parade and Ceremony. He asked when the Police Explorers would receive the
signs they set up last year,and explained he would send out the Police event task list and confirm the number of
Explorers when available.
City Staff provided documents to update the Board on the 2020 MLK Parade and Ceremony including the Parade
sign up list,the City's event task list, and information on where volunteers are needed.Chair Dawkins went
through the information with the Board and discussion ensued. Member Carr recalled the change
recommended last year to provide the Fire Department a parade staging area that allows for easy late access
and quick departure if need.
Motion made by Member Crown,seconded by Member Daily, and unanimously passed to recommend an
expenditure of no more than $4,000 for the 2020 MLK Day related expenditures, and for that amount to include
honorariums for the Ocoee High School Band and the Keynote Speaker.
Motion made by Member Crown,seconded by Member Bonzil-Juste, and unanimously passed for the Board to
appoint Member Calloway to attend the meeting between City Staff and West Oaks Mall for the 2020 MLK
Ceremony preparations,and to appoint Member Crown as a backup representative.
Founder's Day
Member Carr introduced a letter dated January 16, 2019,about changing the date of Founder's Day. He
mentioned the HRDB has not provided advice to the City Commission on this issue and asked the Board to
provide such advice tonight. Chair Dawkins recognized guest Kenneth Thompson who explained he is a
descendant of the Carmichael family of Ocoee and is against Founders Day being held during the same week as
the anniversary of the Ocoee Massacre. Chair Dawkins recognized guest Commissioner Oliver who spoke about
the importance of the 100-year anniversary. Mayor Johnson explained this issue was brought to the City
Commission previously,and it did not pass. Discussion ensued.
Motion made by Member Carr,for the HRDB to advise the City Commission to move Founder's Day outside of
the month of November.The Motion died for lack of a second.
C. Set Next Agenda: The meeting was adjourned prior to discussing the next Agenda.
III:QUESTIONS/COMMENTS:
Chair Dawkins reminded the Board this meeting was her last meeting as Chair; Member Crown will serve as Chair next
meeting.
Mayor Johnson advised the Board that the City Commission will reappoint the Commission Liaisons to the Boards at the
end of March 2020.
IV:ADJOURNMENT:
Motion made by Member Crown,seconded by Member Calloway, and unanimously passed to adjourn this meeting.
