McCormick Rd. and west of N. Apopka Vineland Rd. The subject site parcel ID numbers are 33-21-28-0000-00-007, 33-21-28-0000- 00-020, & 34-21-28-0000-00-022. The subject site is developed with two (2) single-family dwellings, built-in j 1935 and 1975, and two (2) warehouses built-in 1939. The parcel also contains a landing strip. The table below references the future land uses, jurisdiction, existing land uses, and zoning classifications of the surrounding parcels: DIRECTION: JPA FUTURE LAND USE/JURISDICTION EXISTING LAND USE/ZONING North Orange County/Planned Development&Rural SFR(s)/Undeveloped 1/5 /"PD"&"A-I" East Orange County/Low Density Residential West Orange Trail/N Apopka Vineland South City of Ocoee/Low Density Residential West Orange Trail/SFR(s)(Forest Trails Subdivision) /"R-IAA" West Orange County Rural 1/5 SFR(s)(UnPlatted Subdivision) /"A-1" On November 5, 2019, the City Commission approved a Large-Scale Future Land Use Map amendment from "Orange County" Rural to "City of Ocoee" Low-Density Residential, PUD Rezoning and Land Use Plan. The Future Land Use designation for the subject site is "Low-Density Residential" which allows up to 4 dwelling units per acre. ISSUE: Should the Honorable Mayor and City Commissioners approve the Preliminary Subdivision Plan for CLRM —' McCormick Road Property PUD? DISCUSSION: The CLRM — McCormick Road Property PUD is a planned residential subdivision that proposes a total of 377 single-family residential lots with a requested density of 2.21 units per acre. There are three (3) lot sizes proposed within the Preliminary Subdivision Plan and approved by the PUD: 40' x 120', 50' x 120', and 60' x 120'. The PUD has a minimum living area set at 1,200 square feet. The development is proposed to be developed in four(4) phases. The setback for the subdivision will be a front setback of 15 feet, side setback of 5 feet, a rear setback of 20 feet and a side street setback of 10 feet. The maximum impervious of each lot is 70%. The subdivision will comprise of 60.29 acres of open space, 5.86 acres of park tracts, a 9.68 acre lake, and 23.12 acres in stormwater retention. The internal streets (50' wide) will be dedicated as a public right-of-way to be owned and maintained by the City of Ocoee. As shown on the plans, the subject subdivision will have two (2) access points on McCormick Road, which is an Orange County Maintained Road. A 30-foot-wide strip of! land adjacent to McCormick Road will be dedicated to Orange County for a future trail extension. The Plan provides for significant buffering along McCormick Road with a decorative three (3) rail fence. Amenity areas, including a pool and cabana, are provided. Finally, potable water and sewer will be provided by Orange County. A lift station is required to be provided and will be owned and maintained by Orange County. Proposed Model Home elevations are provided. Traffic Study: Date of Analysis: May 2020. Trip Generation: 3,525 Daily trips/271 AM peak hour trips/362 PM peak hour trips. Access: Two full access driveways on McCormick Road. Roadway Capacity: The analysis reveals that the segments on Apopka Vineland Road from A.D. Mims Road to Hackney-Prairie Road and Hackney-Prairie Road to Clarcona-Ocoee Road, and on Clarcona Road from McCormick Road to Keene Road will operate at level of service (LOS) F due to background traffic. Apopka Vineland Road, from Clarcona-Ocoee Road to McCormick Road, will operate at LOS F due to project traffic. Intersection Capacity: The study intersection analysis reveals that Clarcona Road and Keene Road will experience delays in the eastbound and westbound approach but operate at an adequate overall LOS. The intersection of Apopka! Vineland Road and McCormick Road will operate with delays in the eastbound approach due to the heavy traffic on the major road. The intersection of Apopka Vineland Road and Clarcona Ocoee Road will operate at an inadequate LOS during all scenarios. The intersection of Clarke Road and Clarcona Ocoee Road and the access driveways will operate at an adequate LOS. Committed Improvements: 1. Construct 430-foot and 410-foot westbound left-turn deceleration lanes on McCormick Road at the east and west access driveways, respectively (including 50-foot tapers). 2. 50% cost share with Orange County on a new signal at McCormick Road and Apopka Vineland. 3. Dedication of 30 feet (1.52 acres) of the northern boundary to Orange County for a future West Orange Trail connection. Impact Fees: The project will generate the following impact fees by buildout: Police - $188,967 Fire - $239,772 Road - $1,486,779 Recreation - $588,120 School Capacity: The applicant entered into a Capacity Enhancement Agreement (CEA) with OCPS. Due to the change in State Law, which affected CEA's, the applicant entered into a hold harmless agreement with OCPS to keep the agreement valid. The project is cleared to continue to concurrency. 2 DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Development Review Committee (DRC) met on July 9, 2020, and reviewed the Preliminary Subdivision , Plan for the CLRM — McCormick Road Property PUD. When the discussion was finished, the DRC voted to recommend approval of the Preliminary Subdivision Plan. PLANNING AND ZONING RECOMMENDATION: The Planning and Zoning Commission (P&Z) met on July 14, 2020, and recommend the Ocoee City; Commission Approval of the CLRM — McCormick Road Property PUD Preliminary Subdivision Plan (PSP) with a condition to re-examine whether the entrance to the PUD can be aligned with Damon Road. The applicant, as requested, reviewed the location and found the following, which does not permit moving the access location since two (2) access points are proposed: Damon is a local road providing local access. As currently planned, moving our entrance east would reduce the separation between our proposed entrances on the south side of the road without providing any connectivity benefit to the transportation network. Our current driveway location is located at sufficient separation from ' Damon Road. It does not result in a conflict of movements or interaction of intersection influences coming from • the eastbound and westbound traffic. Also, for signal control (signalized intersection), neither our driveway nor Damon Road is projected to meet the minimum volume or operations warrants for signal control. Therefore, the relocation of our driveway would not provide network benefits as it would unnecessarily reduce the separation of driveways on the south side of the road. Additionally, the two access point locations are influenced by trail crossings (future trail per Right-of-way dedication).
