Minutes
March 11, 2020
I. CALL TO ORDER
The Ocoee Youth Council Meeting was called to order by Chairperson Ashleigh Surrency at 6:36 PM in
the Commission Chambers located at Ocoee City Hall, 150 North Lakeshore Drive, Ocoee, Florida.
Pledge of Allegiance to the Flag was led Chairperson Ashleigh Surrency.
Recording Clerk Landry performed roll call and announced that the Board had failed to make a quorum.
Present: Chairperson Ashleigh Surrency,Vice-Chairperson Mendes, Member Aaliyah Surrency, and
Member Mauvais.
Absent: Member Rodriguez, Member Dillon and Member Martinez
Also Present: OYC Coordinator Dillard, City Clerk Sibbitt and Recording Clerk Landry.
II. NEW BUSINESS
A. Due to a lack of quorum, Chairperson Ashleigh Surrency postponed approval of the February 19,
2020 minutes until April 8, 2020.
B. Given that several members were absent, Chairperson Ashleigh Surrency postponed the Sunshine
Law training session to the April 8, 2020 meeting,
C. Guest Speaker, Mr.Antonio Phillips,Jr. shared a brief history of The Central Florida Chapter
Tuskegee Airmen and requested the Ocoee Youth Council's support in seeking financial assistance
from the City Commission for the drone certification program. Consensus of the Board was to
support The Central Florida Chapter Tuskegee Airmen at the March 17, 2020,City Commission
meeting.
D. OYC Business
• OYC Coordinator Dillard shared pictures of the signs Member Dillion created. A brief
discussion ensued regarding the artwork and the placement of the wording. Consensus of
the Board was to move forward with two of the previously approved signs shifting the
phrase "Slow Down"to the top of the sign.The third sign is to be brought back for
additional discussion at the April 8, 2020 meeting.
• OYC Coordinator Dillard directed each member to prepare a one-minute speech for the
March 17, 2020, City Commission Meeting.
• City Clerk Sibbitt gave a brief overview of the upcoming Spring Fling Event and the Ocoee
Youth Council's involvement. She encouraged the Board to check their e-mails often as
additional information would be sent out by e-mail.
• Chairperson Ashleigh Surrency elected to postpone discussions regarding the Cemetery
Project and New Community Services Ideas until April 8, 2020.
E. Set Next Agenda—April 8, 2020
• Approval of the Minutes, February 19, 2020, and March 11, 2020
• Sunshine Law Training
• Cemetery: Clean-up&Veteran Location Project
• Backpack Program Partnership with the Police Department
• Finalize the third Speed Determent Sign
• Discussion regarding the creation of an Ocoee Youth Council Logo
• Discuss New Community Services Ideas
F. Remaining Meeting Dates for 2020
• April 8, 2020

• July 8, 2020
III. QUESTIONS/COMMENTS FROM THE PUBLIC
Commissioner Oliver shared the following:
1) A brief overview of his recent trip to Washington, D.C.,with Representative Val Demings and
Senator Marco Rubio,where he encouraged leaders to place a Veteran's Service Office in West
Orange County.
2) Shared with the Seniors of the Ocoee Youth Council that he is working hard to secure
scholarship funds to assist them with their upcoming college expenses.
3) He is looking to partner with Career Source for this year's Ocoee Youth Job Fair; and noted,that
Ocoee Youth Council members will have top priority for job placement, if interested.
4) He is working to change the Ocoee Youth Council's Ordinance to lift residency requirements,to
allow students who attend school locally to apply for membership.
Darrell E. Gray,Veteran and Founding Member of the Central Florida Chapter Tuskegee Airmen, offered
to support Commissioner Oliver in his efforts to secure a Veteran's Service office in West Orange
County.
