Minutes
February 19, 2020
I. CALL TO ORDER
The Ocoee Youth Council Meeting was called to order by OYC Coordinator Dillard at 6:21 PM in the
Commission Chambers located at Ocoee City Hall, 150 North Lakeshore Drive, Ocoee, Florida.
A. Pledge of Allegiance to the Flag was led by OYC Coordinator Dillard.
B. Recording Clerk Landry performed roll call and declared a quorum at 6:31 PM.
Present: Member Aaliyah Surrency, Member Ashleigh Surrency, Member Mauvais, and Member Dillon.
The following arrived at 6:31 PM: Member Mendes,Member Martinez,and Member Rodriguez
Also Present:OYC Coordinator Dillard, City Clerk Sibbitt and Recording Clerk Landry.
II. NEW BUSINESS
Election for Chairperson&Vice-Chairperson- City Clerk Sibbitt opened the floor for nominations.
Member Ashleigh Surrency and Member Martinez nominated themselves for Chairperson.
After a thoughtful discussion.Member Ashleigh Surrency was voted Chairperson unanimously.
Member Mendes and Member Martinez nominated themselves for Vice-Chairperson. After an amicable
discussion,Member Mendes was appointed as Vice-Chairperson 4-3 with Members Rodriguez,Dillon and
Martinez apposing.
City Clerk Sibbitt gave a brief overview of the roles for both Chairperson and Vice-Chairperson.
A. Approval of Minutes
Chairperson Ashleigh Surrency turned the Board's attention to the minutes from the previous meeting.
Vice-Chairperson Mendes, seconded by Member Mauvais moved to approve the Ocoee Youth Council
Minutes of January 8, 2020.Motion carried unanimously.
B. OYC Business
1) Speeding Determent Sign: Thoughtful discussion regarding the wording of the signs, and a selection
of the top three catchphrases were determined:
• SLOW DOWN,Cats = 9 lives,WE HAVE"1" (with a picture of a cat)
• This is a Neighborhood NOT A RACETRACK SLOW DOWN (with a picture of a racetrack)
• We like Our Pets...NOT ROADKILL-SLOW DOWN (with a picture of a road and a cat or dog)
Consensus of the Board was for Member Dillon to create the artwork for the Speed Determent Signs.
OYC Coordinator Dillard turned the Board's attention to the application for the 2020 Youth Council
Community Service Contest.A brief discussion ensued about the application requirements.
Consensus of the Board was for Member Aaliyah Surrency to write a 500-word essay for the 2020
Youth Council Community Service Contest.
2) Spring Fling- OYC Coordinator Dillard shared that Commissioner Wilsen requested the assistance of
the OYC at the Spring Fling on March 28, 2020.
3) Back to School Supply Program-OYC Coordinator Dillard recalled a brief discussion from the January
8, 2020 meeting, and asked if the Board would like to move forward in assisting the Police Department
with their Back to School Supply Drive. Consensus of the Board was to participate in the Back to School
Supply Program.
C. Legislative Action Days Update
OYC Coordinator Dillard directed each member to think about what they learned legislatively during the
Legislative Days conference, and announced that the OYC would be presenting to the Commission on
March 17, 2020. She asked each member to create a one-minute speech sharing their experience and
explained she would create a picture slide show reflecting the Council's recent activities.
The Board had a brief discussion regarding future community service projects,with emphasis on making
sure the residents of Ocoee benefit from them. City Clerk Sibbitt recommended a"Clean-up Project" for
the Ocoee Cemetery. Member Dillon added to the idea by suggesting the placement of flags on the
Veteran's plots for Memorial Day. Member Rodriguez suggested partnering with the JROTC as they
already have a program in place. Consensus was for Member Rodriguez to research and bring back
information to the next meeting.
D. Set Next Agenda-March 11, 2020
• Sunshine Law Training
• Finalize Speeding Determent Signs and complete the 2020 Youth Council Community
Service Contest Application.
• Finalize the March 17, 2020, City Commission Meeting Presentation
• Spring Fling Update-March 28, 2020
• Cemetery: Clean-up &Veteran Location Project
• Discuss New Community Service Ideas
