I reside in the Paradise Heights area "District 4" of the city and would like to talk to you today regarding issues related to traffic in and around where I live. Today I would like to bring up three specific issues that are concerning to me and would like some feedback and answers regarding these points. My family and I frequently drive down Ingram Rd. towards Clarcona Ocoee Rd. and stop at the intersection to head east or west bound on to Clarcona Rd. We been very fortunate not to be involved in any accidents at the intersection but have witnessed many crashes first hand as well as a few near misses. I have expressed my insight regarding this concern to Commissioner Oliver in the past and he has informed me that actions were being taken in conjunction with the county to mitigate the issue for a while now. I was also made aware that the wheels have been set into motion, but the other monies needed to determine if the traffic lights should be installed and for installation to take place is dependent upon the county. I wondered why there was a hold up for traffic lights that would protect residents and general civilians from injury or possible death, but we could spend money on beautification of the median (flowers, trees, irrigation). I also assume that when large developers are building communities in our city, that a fee is assessed to these companies for road construction and other items that would be necessary for the city to create a viable experience for the influx of people to the area. I have lived at my current address in Brynmar for just under 6 years and have seen very little infrastructure being built around the area yet, I have seen a boom of developments with what I approximate to be over 1000 new single family homes in the area. Most everything that was already their six years ago still remains, with no added features except for a few sidewalks being built along Clarcona Rd. just west of the Ingram intersection. Which brings me to my next point... I stood in front of you Mayor Johnson just about two years ago requesting a sidewalk to be built along Ingram Rd in the easement area in front of the proposed County School Site, so that my neighborhood (Brynmar) and the neighboring subdivision residents would have safe access to the West Orange Trail. When I brought this up back then, I was told that I needed to talk to the county and that it wasn't city property. My rebuttal at the time was, whether or not it was city property our city residents were needing a sidewalk built to lessen the risk of accidents for bike riders and pedestrians trying to access the West Orange Trail. Again, circling back to the fact that all these communities and people entering the area but not providing adequate infrastructure to assure safety. I have later learned from Commissioner Oliver that the strip of property that I was originally referring to over 2 years ago at a commission meeting was indeed recently turned over to the city. I'm not sure when this occurred, but I have seen our city workers cleaning up the trash from time to time on that strip of land for approximately 6 months so I'm asking again today if we could get a sidewalk and or bike lane put in the easement area so as to ensure the safety of the residents in district 4. I have also recently learned about a new subdivision of 377 homes being built at the intersection of Apopka Vineland and McCormick Rd. which is about half a mile from my home. This worries me because we still have issues with traffic and safety from the previously established subdivisions as well as subdivisions in the area that are currently selling homes on the market. While I'm all for continued growth in the city, I want to formally caution the commission against moving too swiftly without planning for added vehicle and pedestrian traffic. As the city of Ocoee, we have to realize that we have an amazing resource in the West Orange Trail that winds through the area and while it's technically not our property it is a major attraction of people. My main concern is that continued growth without a clear agenda on how we will deal with this growth isn't good. Although I'm not a city planner and realize that the more homes and residents in the city generate more tax dollars to help grow our city forward, I also see that a tempered approach with a clear understanding of how we can ensure a safe and manageable living condition for the current residents is just as important. I thank you for your time and would appreciate if I could get an answer on a few specific questions regarding my previous statement. (please see questions below) Questions: 1. We don't need any fancy studies to be done by traffic engineers because 1 can tell you first hand that there is a problem here. 1 also think you can go back and look at the number of time police and fire rescue have been called to the scene after crashes and the frequency in which those calls happen to determine that a need for traffic lights in this intersection are URGENT. When will we get traffic lights in the intersection of Clarcona Ocoee Rd. & Ingram Rd.? 2. What is the timeline for providing a sidewalk and or bike lane for residents to safely get from the area north of the proposed county school site over to the West Orange Trail and connecting to previously established sidewalks? 3. What is the plan for traffic lights, sidewalks, and bike lanes to ensure public safety in the area surrounding the newly approved subdivision that is being built at Apopka Vineland and McCormick Rd.? Lennar has countless unresolved issues with just the Arden Park North Phase 3 homeowners that I know, allowing Lennar to move on to Phase 4B would be a huge mistake! Just a few examples that I am aware of that you may not be: 1. Lennar, in my experience, has frequently blamed the City of Ocoee when a homeowner finds an issue. This is especially true when it comes to the sprinklers. They obviously are counting on the homeowner taking their statement at face value which I have learned not to do. 2. However, in my view, the City is not blameless. For example, our dishwasher has never worked. When I looked at the City inspection report relating to one of the problems with the dishwasher, it appears that the City inspector noted the issue and most likely took the Lennar employees word that it was corrected. It would be nice if all our neighbors received their individual home inspection reports without having to be told they can or asking. 3. Based upon many conversations with many Arden Park North homeowners and a substantial amount of research on Lennar throughout the country, it is obvious that they have no quality control, or effective quality control. We, the citizens of Ocoee, especially the newer citizens count on the City inspectors to provide some degree of assurance in regard to their home which must include following up to see that an inspectors' issues were actually resolved. 4. Because of Covid-19, I believe that Lennar should extend their one-year warranty. However, even if that does not happen, Lennar must be a lot more responsive to the Arden Park North homeowners. For example, I contacted Lennar six times just to get our dishwasher properly mounted and have contacted them another six times and they still have not sent someone to fix the dishwasher. 5. You may wonder what it takes for Lennar to actually get something done. Well, since I am retired I hound them. Another homeowner who is in a complementary business and knows some of the same people, after almost a year had to threaten to go to the National Homebuilders Association. A different homeowner, who has a VA loan, reported Lennar's new construction defects to the appropriate department at the VA. But, what about the countless others who have not gotten their issues resolved or had to pay for them with their own money? 6. The Lennar sales people are deceiving potential homeowners, many of whom are veterans, to sell the specific homes that they want to sell. My wife and I were told that no more homes were available in phase 3 except the two we looked at. But, after purchasing our home we saw new homes on our street in phase 3 being built then sold. A neighbor was told that there were not any homes like his that would be available with a 3 car garage yet after he purchased his home the same style home was built immediately behind him with a 3 car garage. 7. 1 initially came to the Lennar sales office with a preapproved VA mortgage but was told that I was required to apply to Lennar's mortgage company and it would take only 10 minutes. I ultimately spent nearly 20 hours with Eagle home mortgage providing much of the same information I gave the other company. 8. The potential homeowners are being told by the sales people that guests can park on the street but the Lennar controlled HOA is now saying that cars parked on the street might get towed. The HOA is also issuing violation notices including one that I received for my flag pole that I believe complies with State law. Even though I am not an attorney, my reading of the State flag statue prohibits an HOA from issuing any rules and certainly issuing violation notices would then be overstepping their authority.
