COMMUNITY REDEVELOPMENT AGENCY ANNUAL BUDGET MEETING

September 15, 2020 MINUTES 5:00 PM
I. Roll Call and Determination of Quorum
CRA Chair Firstner announced the following, "Due to COVID-19 City Hall is closed to the
public which is subject to change based on the Governor's Executive Order. All interested parties
are invited to be heard during the public comments and public hearing portion of the meeting, and
the City requests the public to call or email comments and/or questions to 407-554-7118 or
citizens@ocoee.org. City staff will be standing by to ensure that comments or questions come
before the City Commission during the meeting."
CRA Chair Firstner called the Community Redevelopment Agency Board to order at 5:15 PM*
in the Commission Chambers of City Hall. City Clerk Sibbitt called roll and declared a quorum
present. *Due to technical difficulties the meeting did not begin promptly at 5:00 PM.
Roll Call: Chair Firstner, Vice-Chair June, Member Brinson, Member Wilsen, Member Johnson,
Member Oliver.
Absent: Member Marsh
Also Present: City Manager Frank, Assistant City Manager Shadrix, City Attorney Cookson, and
City Clerk Sibbitt.
II. Public Comments -None
No speaker reservation forms, telephone calls or emails were received.
III. Approval of Minutes from the June 2,2020, CRA Regular Meeting
Vice-Chair June, seconded by Member Wilsen, moved to approve the CRA Regular
Meeting Minutes of June 2, 2020, as presented. Motion carried 6-0 with Member
Marsh absent.

IV. Staff Lead Presentation & Discussion
A) Proposed FY 2020-2021 Budget - CRA Administrator Corless announced the FY
2020/2021 annual budget for the CRA followed all guidelines and requirements of Florida State
Statute Chapter 163, Governing Redevelopment Agencies, as well as followed the directions
adopted by the City of Ocoee in the Community Redevelopment Plan. The estimated total revenue
including starting cash balance is $3,776,141; and, because of increased property values and new
businesses, there is a 16 percent increase in the City/County increment over last year. She further
explained the estimated expenditures for FY 2020/2021 which also total $3,776.141. Estimated
expenditures include three categories: Personnel Services, Operating Expenses, and Capital.
CRA Administrator Corless brought the board's attention to the following tabs located in their
budget books: Line Item Budget List, Capital Programs, and Resolution & Budget Detail. She
further advised she is available to answer any questions the board may have.
Member Johnson inquired if funding was provided by the State for the Wellness Park. CRA
Administrator Corless addressed his question, and explained the changes to the grant process
due to COVID.
CRA Administrator Corless informed the board of an additional line item to their budget for
Water Expense. She advised this will cover the cost for the irrigation meters on SR 50 between SR
429 and Clarke Road. She further briefed the board on several of their on-going projects under the
Capital Improvements Program (CIP).
Member Oliver inquired about Miscellaneous Revenue found under tab 6, and also asked about
the possibility of expanding the CRA. CRA Administrator Corless addressed his questions.
City Attorney Cookson read the title of the resolution.
A RESOLUTION OF THE OCOEE COMMUNITY
REDEVELOPMENT AGENCY ADOPTING A BUDGET FOR
FISCAL YEAR 2020-2021; PROVIDING FOR BUDGET
ADJUSTMENTS AND THE APPROPRIATION OF FUNDS;
PROVIDING FOR SEVERABILITY; PROVIDING AN
EFFECTIVE DATE.
Member Wilsen, seconded by Member Oliver, moved to adopt CRA Resolution No.
2020-001 adopting the CRA Budget for Fiscal Year 2020-2021. Motion carried 6-0
with Member Marsh absent.
Seventh Amendment to the Development and Economic Incentive Agreement for City
Center West Orange — Phase 1 — CRA Administrator Corless explained the Seventh
Amendment to the Agreement was recently approved by the City Commission, and there is a
caveat for the CRA to pledge future increments to repay the Capital charges up to $6 million to
City Center West Orange. She further explained the formula that would trigger the threshold for
when the calculations would begin.

B) Set FY 2020/2021 CRA Board Meeting Dates — CRA Administrator Corless asked the
board to consider the below for their meeting dates for Fiscal Year 2020/2021. She informed the
board that it is required they have at least four (4) meetings per fiscal year.
Meeting#1:
Tuesday,November 17th at 5:00 PM (before City Commission meeting)
Meeting#2:
Tuesday, February 16th at 5:00 PM (before City Commission meeting)
Meeting#3:
Tuesday, May 18th at 5:00 PM (before City Commission meeting)
Meeting#4:
Tuesday, September 21st at 5:00 PM (before City Commission Meeting)
Member Brinson, seconded by Member Wilsen, moved to schedule the Fiscal Year
2020/2021 CRA meeting dates, as presented by staff, as follows; November 17,
2020; February 16, 2021; May 18, 2021 and September 21, 2021. Motion carried 6-0
with Member Marsh absent.
CRA Administrator Corless reminded members about the required Ethics Training. She advised
her staff will also send out a follow-up email reminder.
V. Board Comments
Member Brinson thanked staff for the great job they did on the budget, and further inquired about
the soon to come Sonny's BBQ restaurant that will be located within the CRA district.
Member Wilsen shared she has received wonderful comments regarding the newly landscaped
medians from residents.
Member Johnson shared that south of Blackwood Avenue is part of the City and would like it to
be maintained. CRA Administrator Corless advised it is not within the CRA, but is within the
City boundaries, so she will work on this request.
Member Oliver thanked staff for the explanation of the expansion of the CRA, and shared it
would be a benefit to the City to bring in additional CRA properties. He expressed his content with
the CRA budget and projects.
Vice-Chair June shared he has also received positive comments from the public on the landscape
improvements, and thanked CRA staff for the great work.
CRA Administrator Corless asked Vice-Chair June,as the CRA's Orange County representative,
if he could deliver the provided extra packets to the Orange County Administrative Building as
CRA Budget Meeting September 15, 2020 Page 3
State Statute requires that the County receive their CRA budget within 10 days of adoption. Vice-
Chair June answered in the affirmative.
