REGULAR CITY COMMISSION MEETING
NOVEMBER 17,2020
CALL TO ORDER- 6:15 PM
Mayor Johnson called the regular session to order at 6:15 PM in the Commission Chambers of
City Hall. The invocation was led by Mayor Johnson, followed by the Pledge of Allegiance to
the Flag led by Commissioner Firstner. City Clerk Sibbitt called the roll and declared a quorum
present.
Present:Mayor Johnson, Commissioner Brinson,Commissioner Wilsen,Commissioner Firstner,

Also Present: City Manager Frank, City Attorney Cookson, City Clerk Sibbitt
Mayor Johnson announced the following, "City Hall is open to the public; however, attendance
inside the Ocoee Commission Chambers may be limited to accommodate social distancing and is
subject to change based on the Governor's Executive Order. Any interested party is invited to be
heard during the public comments and public hearing portion of the meeting. The public may also
call or email comments and/or questions to 407-554-7118 or citizens@ocoee.org. City staff will
be standing by to ensure that your comments or questions come before the City Commission
during the meeting."

Mayor Johnson—Announced, in observance of Thanksgiving Day, City Hall will be closed on
Thursday, November 26th, and Friday, November 27th. No trash collection is scheduled for

Consent Agenda Motion
Motion: Move to adopt the Consent Agenda Items#1 -#3 with Item #4 being pulled
for discussion and separate consideration.
Moved by Commissioner Wilsen, seconded by Commissioner Firstner; Motion
carried 5-0.
1. Approval of the Minutes for the Special Session Meeting held on October 20,2020,and
Regular City Commission Meeting held November 3,2020. (City Clerk Sibbitt)
Approved on Consent. Motion carried 5-0.
2. Approval of New Appointment to the Human Relations Diversity Board. (City Clerk
Sibbitt)
The Human Relations Diversity Board was created by Resolution in 2003. The purpose of this board is to
promote understanding,respect,goodwill,and equality among all citizens and businesses of the City of Ocoee.
Members of the Human Relations Diversity Board serve three-year terms. Currently the Human Relations
Diversity Board has twelve(12)members, and their resolution allows no less than seven(7)members and no
more than thirteen(13)members. One(1)application has been received by James Moyer who has shown an
interest in being appointed to the Human Relations Diversity Board for a term ending May 2023.
Approved on Consent. Motion carried 5-0.
3. Approval to Utilize the Savings from the Purchase of a FY 20/21 Capital Item, a
Smithco Sand Rake for another FY 20/21 Capital Item, a Bobcat. (Parks and
Recreation Director Johnson)
The Parks and Recreation Department budgeted in the FY 20/21 Capital Budget$23,441 for a SmithCo Sand
Rake and$46,000 for a Bobcat. The actual cost for the SmithCo Sand Rake was less than budgeted,resulting
in a savings of$5,155.07. The quote for the Bobcat is $48,542.40. The Parks and Recreation Department
would like to utilize $2,542.40 of the $5,155.07 savings to cover the purchase of the Bobcat. A savings of
$2,612.67 will remain after the purchase of these two pieces of equipment.
Approved on Consent. Motion carried 5-0.
4. Approval to Enter into a 30-Day Trial Period with Software Company FususOne.
(Police Chief Brown)
The City of Ocoee Police Department desires to enter into a 30-day trial period agreement with FususOne to
provide the Police Department with Real Time Crime video and a platform to expedite intelligence gathering
and efficiency of response to situations as they unfold throughout the community. This platform is tied to a
community-facing website portal for video camera registry allowing officers a tool for identifying the location
of cameras in proximity to incidents as well as a means for efficient outreach by officers to collect recorded
video and image files from camera owners both public and private. During this trial period FususOne will
provide and configure up to five (5) FususCore appliances to support up to thirty(30) cameras per core and
the necessary FususOPS app licenses, for a thirty(30) day trial. They will provide full project management,
setup and training for FususOne and FususOPS,provide necessary project management and implementation
services for video feeds to be configured for the FususOne application, and the integration of the City's
Dispatch software.

Commissioner Oliver asked for a brief overview of the proposed software. Deputy Chief
Ogburn explained the software platform which provides the Police Department with real time
crime videos; he further explained the benefits the software would provide to the Police
Department as well as the community.
Motion: Move to approve Item #4. Moved by Commissioner Oliver, seconded by
Commissioner Wilsen; Motion carried 5-0.

The First Reading of Ordinance will be held Tuesday, December 1, 2020. The Second

Mayor Johnson announced the First Reading of Ordinance will be held Tuesday, December 1,

Commissioner Oliver—Commented on the following:
1) Shared his excitement on the Ground Breaking of the new City Hall which happened earlier in
the day.
2) Encouraged businesses and contractors within the City to sign up to be vendors for the City.
3) Shared that the number of Covid cases have recently increased, and expressed the importance
of wearing masks, especially students, who are doing face-to-face learning.
Commissioner Firstner—Commented on the following:
1) Announced the Police Department's annual Stuff the Police Car Event will be held this
Saturday at the Ocoee Walmart.
Commissioner Wilsen—Commented on the following:
1) Wished everyone a safe and Happy Thanksgiving.
2) Encouraged pedestrian safety, and shared she is happy to see the flashing lights that were
installed in front of Ocoee Middle School, and on Orlando Ave./White Road.
Commissioner Brinson—Commented on the following:
1) Shared recently the City has seen an increase in car break-ins, and encouraged residents to
participate in the Police's Department's "9.00 PM Alert" which is when citizens are asked at 9
PM to remove all valuables and lock car doors.
2) Asked residents to be patient with one another while driving during the holiday season, and
encouraged everyone to be mindful of the fact that here in the City we have a lot of road
construction which will cause delays.
Mayor Johnson—Commented on the following:
1) Reiterated the same excitement as Commissioner Oliver on the Ground Breaking of the new
City Hall.

2) Asked for benches along the lake at Bill Breeze Park be placed on a cleaning schedule, and
requested that the dirt/grassy area along the lake's shoreline be addressed. City Manager Frank
agreed with the Mayor's concerns, and stated that he would have Staff address the issues.
3) Announced the historical marker for the 1920 Election Day Massacre has been installed with
lighting at the Bill Breeze Park and encouraged citizens to visit.
4) Inquired about lighting at the various parks within the City. City Manager Frank addressed
his concerns, and offered to provide a list of the parks with and without lighting.
5) Wished everyone a happy and blessed Thanksgiving.
6) Expressed his thankfulness for the lack of hurricanes within our community this year.
7) Asked the Commission to remind their residents about the four (4) cubic yards of trash per
week, and he explained that they should split anything larger into multiple weeks. If residents
have any issues regarding trash, he encouraged them to contact Public Works. City Manager
Frank elaborated by explaining if eight (8) cubic yards are left out, the contractor will only pick
up four(4)cubic yards and then return the following week to remove the additional four(4) cubic
yards.
