Ocoee Youth Council
Minutes
August 13, 2020
CALL TO ORDER
The meeting was called to order by OYC Coordinator Dillard at 6:20 PM via Webex. OYC
Coordinator Dillard led the Pledge of Allegiance to the Flag. Recording Clerk Landry performed
roll call and declared a quorum present.
PRESENT: Vice-Chairperson Mendes, Member Ashley Clarke, Member Nathan Clarke, Member
Sia, and Member Garber
ABSENT: Member Rodriguez, and Member Martinez.
Also Present: Commissioner Oliver, OYC Coordinator Dillard, City Clerk Sibbitt, and Recording
Clerk Landry.
ELECTION of CHAIRPERSON and VICE-CHAIRPERSON
OYC Coordinator Dillard introduced herself and welcomed the new members. After a brief
explanation, she opened the floor for nomination.
Member Mendes nominated herself for Chairperson. Consensus of the Board was for Member
Mendes to be the Chairperson.
Member Nathen Clarke and Member Andrea Sia nominated themselves for Vice-Chairperson.
After a thoughtful discussion, Member Andrea Sia was voted Vice-Chairperson 4-1 with Member
Clarke opposing.
APPROVAL OF THE MINUTES—February 19.2020.and March 11.2020
OYC Coordinator Dillard shared that the previous meeting's minutes will always be provided
roughly one week before the scheduled meeting when the Agenda is sent. She expressed the
importance of reading all emails and responding promptly. She then directed each member to
create an OYC specific Gmail. She wanted all emails to be consistent and requested that they be
the initial of the first name,followed by their last name,then add OYC@gmail.com.
Chairperson Mendes turned the Board's attention to the minutes.
Member Garber, seconded by Member Sia moved to approve the Ocoee Youth Council Minutes
for February 19, 2020, and March 11, 2020. Motion carried unanimously.
SUNSHINE LAW TRAINING
City Clerk Sibbitt presented a PowerPoint to the Council providing a brief overview of Sunshine
Law. After the presentation, a question and answer session followed.
VETERAN LOCATION PROJECT
City Clerk Sibbitt informed, due to the COVID-19 pandemic, her department completed this
project and shared that she had received a request from a local Veteran to place flags on each
Veteran's plot, therefore could not wait for the Council's return. She then indicated she would
reach out to the Council in the future to assist with placing the flags on Veteran's plots during
specific holidays.
BACKPACK PARTNERSHIP WITH OCOEE POLICE DEPARTMENT
OYC Coordinator Dillard shared the Backpack program was a great success. Together Eclipsing
Innovations, Orange County Sheriff and the OYC were able to provide much-needed backpacks to
local schools.
REVIEW&REVISE OYC RESOLUTION MEMBERSHIP REQUIREMENTS
City Clerk Sibbitt shared at the last City Commission Meeting Commissioner Oliver requested to
have the OYC Resolution updated. The elected officials unanimously agreed the OYC should
review and present any recommended changes. To get the conversation started, City Clerk
Sibbitt presented the suggested changes which she and OYC Coordinator Dillard compiled, and
recommended the following:
• Reduce membership from 15 members to 9 members.
• Allow a maximum of 20% of the membership to come from non-resident students that
attend an Ocoee High School. Currently, only Ocoee residents qualify for membership.
• Add consequences for missing multiple meetings; any member who misses three
consecutive regular meetings shall be deemed to have resigned.
A brief discussion ensued.
Member Garber, seconded by Member Sia, moved to approve and present the recommended
changes to the OYC Resolution at the September 1, 2020, Commission Meeting. Motion carried
unanimously.
SPEED DETERMENT SIGNS
OYC Coordinator Dillard gave a brief background regarding the project, shared that the previous
Council approved two signs, and was working on a third sign. After a brief discussion, it was
decided that the current Council would move forward with the two approved signs. Depending
on the response from residents,they would decide at a later date if they should move forward on
the third sign. OYC Coordinator Dillard asked Recording Clerk Landry to email the two approved
signs to the current Council and agreed to reach out to Lieutenant Nylander about moving forward
with the two approved signs.
OYC LOGO
OYC Coordinator Dillard shared with the Council that Gabrielle Dillon, a previous member, had
great graphic design skills,and had been working on a logo. Unfortunately,Gabrielle had to resign
from the Board due to other responsibilities and did not provide her final work. Therefore, OYC
Coordinator Dillard asked if anyone on the Board had artistic skills and would be interested in
designing an OYC logo. Multiple Members indicated that Member Ashley Clarke would be a great
candidate. Member Ashley Clarke offered her assistance to create the OYC logo.
Chairperson Mendes shared a few ideas that she had. Consensus of the Board was for Member
Ashley Clarke to create a couple of OYC logos to bring back to the September 10, 2020, meeting
for discussion.
NEW COMMUNITY SERVICE IDEAS
Chairperson Mendes opened the floor to suggestions for new community service ideas.
Member Ashley Clarke recommended an "I Love Ocoee" project to give to those within the
community who are struggling due to the COVID-19 pandemic. City Clerk Sibbitt offered to reach
out to Commissioner Wilsen at the Christian Service Center to facilitate this suggestion.
Member Nathan Clarke suggested holding a jazz festival to lift spirits due to the current COVID-
19 pandemic. OYC Coordinator Dillard loved the idea, but recommended waiting until the
restrictions on gathering are lifted. City Clerk Sibbitt suggested reaching out to Parks and
Recreation Director Johnson for advice on the logistics of organizing an event of this magnitude.
OYC Coordinator Dillard shared over the next year she would like for the OYC to host a Career
Event highlighting City Staff, where interested individuals could learn of the many different
positions held within the City, learn about the responsibilities, and understand how everything
comes together to create the community in which we live. City Clerk Sibbitt suggested
interviewing a Department Director each month allowing him/her to share their department's
role.
Member Garber recommended a blood drive. City Clerk Sibbitt offered to reach out to Assistant
Police Chief Plasencia about having the OYC partner with the Ocoee Police Department on a local
blood drive.
Member Sia shared over the summer she was able to volunteer with Orlando Math Circle, an
organization that offers free tutoring sessions for those in need. She noted that due to COVID-19
many students are now learning from home and have limited resources. The program uses the
Zoom platform to ensure everyone's safety.
Chairperson Mendes shared August is Black Business Month and proposed highlighting black-
owned businesses within our City. She offered to invite or interview black-owned businesses for
future OYC Meetings. After a brief discussion, Consensus of the Board was for Chairperson
Mendes to invite 3 in 1 Café as a guest speaker to the September 10, 2020, OYC Meeting. If for
some reason they are not able to attend, she will record an interview with the owner(s) to be
shared during the September 10, 2020, OYC Meeting.
OYC Coordinator Dillard thanked the Council for all the amazing suggestions. She then directed
each member to brainstorm their idea, and bring at least 2-3 ways to implement their idea back
to the September 10, 2020, meeting for further discussion.
