HomeMy WebLinkAbout09-10-2020 Minutes 000Pe Ocoee Youth Council Minutes September 10, 2020 CALL TO ORDER The meeting was called to order by Vice-Chairperson Sia at 6:20 PM via Webex. Vice-Chairperson Sia led the Pledge of Allegiance to the Flag. Recording Clerk Landry performed roll call and declared that the Council failed to make a quorum. PRESENT: Vice-Chairperson Sia, Member Ashley Clarke, Member Nathan Clarke, and Member Garber ABSENT: Chairperson Mendes, Member Rodriguez, and Member Martinez. Also Present: Guest Ashton Phillips, OYC Coordinator Dillard, City Clerk Sibbitt, and Recording Clerk Landry. GUEST SPEAKER Interview with a Black Business Owner was postponed to the October 14, 2020 Meeting. APPROVAL OF THE MINUTES—August 13,2020 Due to the lack of a quorum, approval of minutes has been postponed to the October 14, 2020 meeting. OYC RESOLUTION OYC Coordinator Dillard informed on September 1, 2020, the City Commission approved the OYC's recommended changes to the OYC Resolutions. • Membership was reduced from 15 members to 9 members. • A maximum of 20% of the membership (up to 2 students) can now come from non- resident students that attend an Ocoee High School. • Consequences for missing multiple meetings: any member who misses three consecutive regular meetings shall be deemed to have resigned and will be removed from the Council. City Clerk Sibbitt shared tracking attendance is not done by council members: therefore, if you are unable to attend a meeting, you must notify City Staff which can be done by emailing Recording Clerk Landry, or reaching out to the City Clerk's office at 407-905-3105. OYC Coordinator Dillard stressed attendance is imperative in the Council's success, as actions cannot be taken without a majority vote. Without a quorum,the Council cannot vote. SPEED DETERMENT SIGNS OYC Coordinator Dillard shared that she had not spoken to Lieutenant Scott Nylander for a couple of reasons: the artwork on file is incorrect and needs to be revised based on the Council's decision to move the wording around, and the Council needs to determine how to distribute the signs. Originally, they were going to be handed out at Spring Fling: however, the event was canceled due to Covid-19. Member Ashley Clarke agreed to recreate the artwork for the approved speed determent signs. Coordinator Dillard stated they would work on a process to distribute the signs at the next meeting. OYC LOGO Member Ashley Clarke presented her artwork for the OYC Logo. The Council greatly appreciated her hard work, and thanked her for a job well done. OYC Coordinator Dillard announced, due to the lack of a quorum, they would have to postpone voting on the new logo until the October 14, 2020 meeting. She then directed Member Ashley Clarke to write a statement explaining how and why the OYC chose this logo. NEW COMMUNITY SERVICE IDEAS Vice-Chairperson Sia turned the Council's attention to the Community Service Ideas presented at the August 13, 2020, OYC Meeting,and asked if anyone had additional thoughts or ideas on this topic. Member Garber elaborated on her idea for a blood drive. If held in October or November,she likes the idea of a Fall theme; however, if they could work something out for October, she would truly like to have a vampire theme. She also inquired about reaching out to local food establishments to offer food for those who donate. Vice-Chairperson Sia shared that she has a meeting scheduled with Orlando Math Circle, and will find out how they implement their tutoring session given the current pandemic. She offered to bring back more information at the October 14, 2020, OYC meeting in hopes of implementing tutoring sessions to the youth here in Ocoee. 2020 YOUTH COUNCIL PHOTOGRAPHY CONTEST Vice-Chairperson Sia turned the Council's attention to the Florida League of Cities 2020 Youth Council Photo Contest. In order to participate, the Council must provide 1(one) to 3(three) photos, a brief essay up to 250 words sharing how your photo(s) depicts why you love your city,and a letter of recommendation from the Mayor, City Manager,or a Commissioner. Due to the submission deadline of October 7, 2020, it was decided that each interested member could send their photo(s) and an essay to OYC Coordinator Dillard. She would then review and select an entry which she feels best represents the OYC,complete the application, and submit it to the Florida League of Cities before the deadline. Set Next Agenda—September 10,2020 • Guest Speaker— Interview with a Black Business Owner selected by Chairperson Mendes to be heard at the beginning of the meeting • Approval of the Minutes-August 13, 2020, and September 10, 2020. • Speed Determent Signs • Discuss and vote on the new OYC logo. • Discussion on Community Service Ideas • Share the Final 2020 Youth Council Photography Contest submission • Information on the Facebook Workshops Remaining Meeting Dates for 2020 • October 14, 2020 • November 11, 2020 • December 9, 2020 QUESTIONS/COMMENTS FROM THE PUBLIC (Heard out of Agenda Order) OYC Coordinator Dillard briefed the Council on a new Facebook platform created to help support youth councils across the country in meaningful civic engagement. The program consists of a series of three workshops that would provide program participants the skills and resources they need to engage in their communities both online and offline.The timing for this program is flexible as all meetings take place via zoom. She then asked if any Council members would be interested in attending a workshop of this nature. Multiple members asked for information to be emailed. City Clerk Sibbitt shared that she would be interested in attending the meetings with the Council. OYC Coordinator Dillard shared that Chairperson Mendes created an Instagram account on behalf of the OYC Council. City Clerk Sibbitt reminded the Council of the City Attorney's recommendation at the September 1,2020 meeting to keep comments off on all social media platforms, and shared that all comments are considered a public record. Public Records have a specific retention date and cannot be destroyed(or deleted) until they have meet retention. After a brief discussion, it was decided that OYC Coordinator Dillard would look into setting up the workshop, and bring information back to the next OYC Meeting. City Clerk Sibbitt shared that this would be similar to attending the Florida League of Cities workshop, and would not require the meeting to be posted.
