Ocoee Youth Council
Minutes
October 14, 2020
CALL TO ORDER
The meeting was called to order by Chairperson Mendes at 6:11 pm via Webex. OYC Coordinator
Dillard led the Pledge of Allegiance to the Flag.Recording Clerk Landry performed roll call and declared
that the Council failed to make a quorum.
PRESENT: Chairperson Mendes, Vice-Chairperson Sia, Member Bellamy, Member Ashley Clarke,
Member Nathan Clarke, Member Garber, Member Phillips, and Member Rodriguez
ABSENT: Member Martinez
Also Present: Guest Speaker Joshua Johnson, OYC Coordinator Dillard, City Clerk Sibbitt, Recording
Clerk Landry, Commissioner Oliver (arrived at 6:46 pm), and Assistant Police Chief Plasencia (arrived at
7:20 pm)
GUEST SPEAKER
Chairperson Mendes interviewed Joshua Johnson,the Black Business Owner of Seana's Caribbean Soul
Food located in Orlando, FL. Mr. Johnson shared his views on what it is like being a black business
owner during this unprecedented time of uncertainty. He also highlighted his journey into becoming
an entrepreneur, from the dream to the reality, and many of the struggles and successes along the
way.
APPROVAL OF THE MINUTES—August 13,2020&September 10, 2020
Chairperson Mendes turned the Board's attention to the August 13,2020 and the September 10,2020
minutes.
Member Rodriguez, seconded by Member Phillips, moved to approve the Ocoee Youth Council
minutes for August 13, 2020, and September 10, 2020. Motion carried unanimously.
SPEED DETERMENT SIGNS
OYC Coordinator Dillard reminded the Council that the artwork on file needed to be revised based on
the Council's decision to move the wording around. Member Ashley Clarke apologized for the delay,
and agreed to work on revising the artwork before the next meeting. OYC Coordinator Dillard offered
to resend the current artwork along with the approved changes.
Upon arrival,Assistant Police Chief Plasencia inquired about the funding for the Youth Council's signs,
and shared the cost she recently encountered when purchasing signs for the Police Department which
included artwork and set-up fees. OYC Coordinator Dillard was shocked at the expense and shared
that anything the Police Department could provide would be greatly appreciated. It was also
determined that at this time, Member Ashley Clarke should hold off on revising the current artwork.
Assistant Police Chief Plasencia ended by strongly encouraging the Council to reach out to Code
Enforcement about the City's rules and regulations for yard signs. She also suggested creating a
contract for the receiving resident to sign and agree to,so that signs are not misplaced causing removal
by Code Enforcement.
OYC LOGO
Member Ashley Clarke presented her artwork for the new OYC Logo. OYC Coordinator Dillard shared
with the Council, at a previous meeting Chairperson Mendes came up with the concept of using the
City's logo and adding hands reaching out of the flower and people reaching out, to represent the
youth council reaching out to help the community. The Council commended Member Ashley Clarke
for her hard work and thanked her for a job well done. Member Rodriguez, seconded by Member
Phillips, moved to approve the new Ocoee Youth Council logo.Motion carried unanimously.
2020 YOUTH COUNCIL PHOTOGRAPHY CONTEST
OYC Coordinator Dillard shared that she submitted Member Ashley Clarke's photo and essay for the
2020 Youth Council Photography Contest, and informed that the winners would be announced later
this month.
FACEBOOK WORKSHOP
OYC Coordinator Dillard gave a brief overview of the program offered by Facebook and asked for the
Council input.After a brief discussion Member Ashley Clarke, second by Member Bellamy, moved to
approve enrollment in the Facebook Workshops which includes creating both an OYC Facebook and
an OYC Instagram account with the support of City Staff.
VISIT BY COMMISSIONER OLIVER
Commissioner Oliver thanked the council for doing a superb job representing the City, and offered to
sponsor a Covid-19 conscious Field Trip to the Orlando Historical Museum to see the exhibit: Yesterday,
This Was Home: The Ocoee Massacre of 1920. He asked the Board to determine a date. OYC
Coordinator Dillard inquired if there was a date that worked best with his schedule. Commissioner
Oliver suggested any time after the general election on November 3rd, but before Christmas, possibly
during the scheduled Orange County Public School Breaks in either November, or December. He
indicated that a Saturday could work: however, preferred something during the week due to lower
attendance levels and fewer people. He also offered to provide lunch for the group. OYC Coordinator
Dillard agreed to work with the Council, and get back with Commissioner Oliver on a date.
OYC Coordinator Dillard announced, at the next City Commission meeting, October 20th,
Commissioner Oliver would be presenting past OYC Seniors:Ashleigh Surrency,Aaliyah Surrency, and
Christine Mauvais each with a $500 scholarship, and encouraged the Council to watch in support at
home via Ocoee TV, or Livestream online.
Chairperson Mendes inquired if the City would be holding a commemorative event for the 1920 Ocoee
Massacre. Commissioner Oliver informed that the City is sponsoring multiple events starting
November 15t, and ending November 8th. City Clerk Sibbitt shared the dates and times of each event,
and asked if any of the members would be interested in volunteering. Multiple members indicated an
interest.Recording Clerk Landry offered to send an email providing additional details.City Clerk Sibbitt
asked each interested member to kindly reply with the dates and times that they are available to
volunteer.
FARM SHARE FOOD DISTRIBUTION
OYC Coordinator Dillard shared on October 24th, McCraney Property and Marcobay Construction have
partnered with Farm Share to provide a food distribution event for local residents, and inquired if any
council members would be interested in volunteering. Multiple members indicated interest. OYC
Coordinator Dillard stated that she would register the group. City Clerk Sibbitt offered to follow up
with an email providing event details.
OYC SPONSORED BLOOD DRIVE
City Clerk Sibbitt shared that she spoke with Assistant Police Chief Plascencia about holding a Blood
Drive, and indicated blood drives are typically held Monday—Friday, and end by 6 pm. She inquired if
the Council would be interested in doing a weekday Blood Drive between the hours of 3:00 pm—6:00
pm. Member Garber indicated that a Wednesday would be best because school gets out an hour early
on Wednesdays.
After a brief discussion it was decided, if permitted by One Blood,the Ocoee Youth Council would set-
up a tent outside the bus to hand out provided snacks, I Love Ocoee pins if available, and a Speed
Determent Sign if completed.
City Clerk Sibbitt shared that the Board currently has funds to purchase I Love Ocoee pins,and offered
to inquire with City Staff on re-ordering.
Upon arrival to the meeting,Assistant Police Chief Plasencia offered to inquire with Blood One about
the ability to hold a blood drive on a Wednesday in December.
OYC EMAIL
City Clerk Sibbitt thanked multiple members for providing their OYC g-mail, and requested
that the remaining members create an OYC g-mail as soon as possible.She shared the correct
format,which is: 1st name, last initial,OYC @gmail.com (ex: JoeSOYC@gmail)and stressed the
benefits of having an OYC g-mail that is separate from their personal email account.
OYC Coordinator Dillard elaborated on the importance of this process/task and asked anyone who did
not have the correct format to please update their email for consistency.
POLICE DEPARTMENT TOY DRIVE
Assistant Police Chief Plasencia introduced herself, and inquired if any Youth Council members would
be interested in earning volunteer hours by assisting with the Police Department's annual toy drive.
She shared that registration will begin the 15t Monday after Thanksgiving, and will run for two weeks.
After completion of the registration process, volunteers will need help collecting, organizing, and
distributing the toys to children in need.
Set Next Agenda-November 11,2020
Due to the expiration of the executive order that allowed Boards to meet virtually, it was announced the
November 11th meeting will require the presence of a physical quorum, and therefore will be held in the
Chambers at City Hall.
