Ocoee Youth Council
Minutes
November 19, 2020
CALL TO ORDER
The meeting was called to order by Vice-Chairperson Sia at 6:08 pm. OYC Coordinator Dillard led the
Pledge of Allegiance to the Flag. City Clerk Sibbitt performed roll call and declared that the Council
failed to make a quorum.
PRESENT:Vice-Chairperson Sia, Member Bellamy, Member Garber, and Member Phillips (arrived 6:11
pm)
ABSENT: Member Martinez, Member Rodriguez, Member Ashley Clarke, and Member Nathan Clarke
Also Present: OYC Coordinator Dillard, City Clerk Sibbitt, and Assistant Police Chief Plasencia
OYC Coordinator Dillard informed the Council that Chairperson Mendes resigned which left an
opening for Chairperson. She asked members to consider the opportunity and explained at the next
meeting, when a quorum has been determined, an election will take place. She then shared that
Member Martinez was removed from the.Council per the By-Laws for missing three (3) consecutive
regular meetings.
APPROVAL OF THE MINUTES—October 14,2020
As there was no quorum this item was tabled until the next meeting.
FARM SHARE FOOD DISTRIBUTION
Assistant Police Chief Plasencia shared that McCraney Construction, the developer of the 429
Warehouse, provided food for distribution to local residents. She thanked the Council for their
assistance on a successful event,and shared that through this opportunity her department discovered
a need within the community for boxes of food to be delivered to those who cannot attend the food
drive. She suggested for the next food distribution a system that provides different delivery options
might help meet the needs of the Community.
Member Bellamy asked for clarification on how the event transpired. Assistant Police Chief Plasencia
shared the details.
Assistant Police Chief Plasencia announced that the Police Department would like to host a similar
event closer to Christmas, but is still in need of a sponsor to pull off an event of this magnitude.
SPEED DETERMENT SIGNS
Assistant Police Chief Plasencia conveyed that she had spoken to the Sign Factory and was able to
reduce the cost of 50 signs to roughly $325.00 by creating a 1-sided sign, and highly recommended
adding the OYC logo on the signs to give awareness of the efforts made by the Council. She shared
that this project is crucial as it addresses the top complaint their department receives on a daily basis.

OYC Coordinator Dillard asked for a recommendation on how to distribute the signs. Assistant Police
Chief Plasencia shared that with Covid-19 any community event with a large crowd is difficult, and
suggested using social media to win the opportunity of having a sign in their yard or to canvass high
complaint streets, such as Orlando Ave, by knocking on doors and asking if they would like a sign in
their yard.
Assistant Police Chief Plasencia strongly encouraged the Council to have a Social Media Policy. City
Clerk Sibbitt informed that all Advisory Boards,such as OYC,are required to adhere to the City's Social
Media Policy. She shared that recently she provided OYC Coordinator Dillard with that policy, and
acknowledged that the City's IT Analyst Brent Marvich oversees and provides guidance for all Social
Media Accounts.
Member Phillips inquired who would put out the signs. Assistant Police Chief Plasencia shared that
the citizen receiving that sign would be placing the sign within their yard and out of the right-of-way.
OYC Coordinator Dillard inquired about the funding.Assistant Police Chief Plasencia shared that her
department could most likely assist with the lower amount discussed, but would want to add the
Ocoee PD logo to show their support.
OYC BLOOD DRIVE
Assistant Police Chief Plasencia shared that Sammy,the One Blood Coordinator,was not able to come
this evening, but they were hoping to get the OYC to promote the blood drive at their respective
schools.
A brief discussion ensued.
City Clerk Sibbitt reminded the Council of a previous discussion about handing out Hove Ocoee pins to
those who donate blood. She provided the cost for recreating the pins, and informed the Council that
they have funding that could be used to purchase them. OYC Coordinator Dillard inquired about
adding the OYC logo to the pin. City Clerk Sibbitt wasn't sure if the OYC logo would fit, but suggested
a face mask lanyard printed with the OYC logo in place of the pins.
OCOEE POLICE DEPARTMENT TOY DRIVE
Assistant Police Chief Plasencia shared the process for pulling off a successful toy collection program,
and extended several opportunities during the next month for council members to earn volunteer
hours.She then provided her email address and asked for anyone interested to contact her directly.
OYC Coordinator Dillard and City Clerk Sibbitt, both explained when Council Members plan to wear
their OYC shirts to conduct business,they must contact City Staff so that it is known.
FACEBOOK WORKSHOP
Vice-Chairperson Sia turned the Council's attention to the Facebook Workshop. OYC Coordinator
Dillard gave a brief update and shared that she needs a little more time to complete the set-up. She
encouraged members to seek out other Youth Council's Social Media pages to collect thoughts and
ideas for how they would like to build their page.

Member Garber offered to assist OYC Coordinator Dillard with the Council's social media pages.
City Clerk Sibbitt suggested that OYC take photos and tag the location of points of interest within the
City, and noted that it would be a great way to bring awareness to the location of the new 1920
Memorial Sign located at Bill Breeze Park,or the Hallowed Ground located at 441 Basking Ridge Court.
FIELD TRIP-ORLANDO HISTORICAL MUSEUM
OYC Coordinator Dillard shared that via email she offered two dates for the field trip, and asked for
feedback on which date was best for the group. After a brief discussion, it was decided that Sunday,
December 20th, would be the best date since it is the beginning of their Christmas break.

Commissioner Oliver called at 7:19 pm and confirmed Sunday, December 20th,would work for him.
NEW COMMUNITY SERVICE IDEAS
OYC Coordinator Dillard encouraged the members to think outside the box. She acknowledged that
helping alongside a large organization is great, but it is not the only way to help. She asked the
members to keep in mind ideas that would benefit a person, or family, in need who lives within our
community. Member Garber suggested a canned food drive for local residents. Vice-Chairperson Sia
recommended partnering with local schools and doing a book drive.
After a brief discussion, it was decided to consider partnering with the West Orange Observer and its
Reading Reindeer Program. Member Garber offered to create a book drive flyer and the Council
agreed to take pictures, post their support on social media, and ask for books to be donated.
