City Hall is open to the public; however, attendance inside the Ocoee Commission Chambers
may be limited to accommodate social distancing and is subject to the Governor's Executive
Orders. Anyone entering City Hall must wear a protective face covering. This meeting is
broadcasted live on Spectrum Channel 493 with a live stream at www.Ocoee.org/197/Ocoee-
TV. Any interested party may be heard during the public comments and public hearing
portions of the meeting. In order to participate remotely, members of the public should call
407-554-7118 or email citizensAocoee.org in advance and indicate the item you would like to
address.At the appropriate time during the meeting, City Staff will contact you via phone and
patch you into the live meeting where you can share your comments and/or questions.
Comments and questions received via e-mail will become public records and provided to the
City Commissioners in advance of the meeting.

1. Approval of the Minutes for the Regular City Commission Meeting held January 5,
2021. (City Clerk Sibbitt)
2. Approval of Reappointments to the Citizen Advisory Council for Ocoee Police
Department (CACOPD). (City Clerk Sibbitt)
Members of the Citizen Advisory Council for Ocoee Police Department (CACOPD) serve three-year terms.
The terms of Members David Ball, Adrian Hill, Adam Lovejoy, James Orme and William Simon expire in
January of 2021. Member Ball wishes to be reappointed. Staff respectfully recommends that the Honorable
Mayor and City Commissioners consider reappointing Member Ball for another three-year term ending January
2024.

3. Approval of a Two-Year Warranty Surety and Maintenance, Materials, and
Workmanship Agreement with Lennar Homes, LLC for Arden Park North - Clarke
Road Extension. (Development Engineer Keaton)
The Arden Park North-Clarke Road Extension runs on the east side of Arden Park,connecting Clarcona Ocoee
Road and W.McCormick Road.As a requirement of the Land Development Code,the developer is required to
furnish the City a Surety to cover any possible damages discovered during the next two years.The Surety will
be returned to the developer upon completion of the two-year warranty period and the repair of any damages
caused over those two years.The Letter of Credit will be in the amount of$157,523.52.
4. Approval of Greens at Forest Lake Phase 2 Plat. (Development Engineer Keaton)
Greens at Forest Lake Phase 2 Plat is located on the north side of West Road,west side of S.R. 429, and east
of the West Orange Trail. The Greens at Forest Lake Phase 2 Plat is required in order to create 70 townhome
lots on 8.6 acres along with the associated right-of-way for public streets, on-street parking, tracts for open
space, stormwater retention, and recreation. The subdivision is platting prior to receiving a Certificate of
Completion; therefore, the developer is required to provide a Surety covering the outstanding proposed
improvements as approved in the Preliminary/Final Subdivision Plans for Greens at Forest Lake Phase 2.The
Developer, Meritage Homes of Florida, Inc., has provided the City with a Letter of Credit in the amount of
$124,605.73.
5. Approval of a Two-Year Warranty Surety and Maintenance, Materials, and
Workmanship Agreement with Yellow Rock Construction LLC for Inspiration PUD.
(Development Engineer Keaton)
Inspiration PUD comprises three(3)sections(Commercial,Residential,and Heller Road(public)).The PUD is
located on the west side of Maguire Road,just south of the Florida Turnpike. As a requirement of the Land
Development Code, the developer is required to furnish the City a Surety to cover any possible damages
discovered during the next two years. The Letter of Credit provided is for a grand total of$200,282.37. This
letter of credit covers the maintenance, materials, and workmanship for the Commercial ($61,634.55),
Residential($92,451.82),and Heller Rd($46,196.00)sections,respectively.The Surety will be returned to the
developer upon completion of the two-year warranty period and the repair of any damages caused over those
two years.
6. Approval of New Licensing and Rebate Agreements with Bound Tree Medical for
Operative IQ Inventory Management. (Fire Chief Miller)
The Ocoee Fire Department (OFD) utilizes Bound Tree Medical (BTM) to purchase EMS supplies that are
stocked on all rescue and engine units, and used by Department personnel on medical calls.BTM has offered
new rebate and licensing agreements for Op IQ software and UCaplt hardware and software for three years.
These rebate and licensing agreements provide that OFD agrees to purchase at least$129,000 a year for three
years in EMS equipment and supplies from BTM. In return,BTM will cover all fees and expenses to provide
OFD with the Op IQ software and UCaplt vending machine hardware and software(savings of$40,206).Based
on EMS supply expenditures since beginning fire-based transport, this threshold will not be an issue and has
been included in the FY 2021 budget.
7. Approval to Piggyback off the Sarasota Contract and add Engineer Spray Solutions,
Inc., (ESS)to the Sole Source List for Coating and Structural Repair. (Acting Utilities
Director Croteau)
The City of Ocoee annually budgets funds to repair and seal manholes and lift stations throughout the City on
a 20-year rolling schedule to the limit structural decay that occurs over time. Engineer Spray Solutions, Inc.
(ESS)has provided coating and repair services for the City on a number of occasions. Utilities has been using
ESS through a"piggyback" agreement with the City of Sarasota, and due to the high level of service the City
has received,Utilities recommends standardizing ESS's coating under the Sarasota Contract, and adding ESS
to the City's single source vendor list for these services.

8. Approval to Piggyback off the Pasco County Contract and add PSI Technologies to the
Sole Source List for Water and Wastewater Equipment and Service. (Acting Utilities
Director Croteau)
The City of Ocoee budgets funds annually for the repair and replacements of pumps, motors, and other
appurtenances. Utilities funds these repairs based on a rolling 10-year maintenance plan to avoid costly
equipment failures and shutdowns. Over the past couple of years, the Utility Department has contracted PSI
Technologies (PSI) using a piggyback contract with Pasco County. Therefore, Utilities recommends
standardizing PSI's products and services under the Pasco County contract,and adding PSI to the City's single
source vendor list.

9. Second Reading of Ordinance for Campos Property-511 Whittier Avenue,Annexation
and Rezoning; Project No(s): AX-11-20-96 & RZ-20-11-15. (Advertised in the West Orange
Times on Thursday, January 7, 2021 and Thursday, January 14, 2021) (Zoning Manager Gajadhar)
The property is approximately 0.18 acres, vacant, and located directly off of Whittier Avenue, which is
approximately 700 feet north of E. Silver Star Road and 600 feet south of Center Street. The property will
require City of Ocoee water service and receive an"R-1" (Single-Family Dwelling)zoning upon annexation.
The proposed annexation is a logical extension of the City limits, urban services can be provided, and the
annexation meets state and local regulations.
