Background Summary:
The City of Ocoee budgets funds annually for the repair and replacements of pumps, motors, and other
appurtenances. Utilities funds these repairs based on a rolling 10-year maintenance plan to avoid costly
equipment failures and shutdowns. Over the past couple of years, the Utility Department has contracted
PSI Technologies (PSI) using a piggyback contract with Pasco County. PSI is a supplier of water and
wastewater products and services. PSI Technologies has proven to be an exceptional contractor, has
always kept up a high level of communication, and has a wide variety of products that fit the needs of the
water and wastewater plants. Therefore, Utilities recommends standardizing PSI's products and services
under the Pasco County contract, and adding PSI to the City's single source vendor list.
Issue:
Should the City Commission approve PSI Technologies as a single source vendor initially piggybacking
on the Pasco County's contract?
Recommendations:
Staff recommends the City Commission approve the inclusion and standardization of PSI Technologies
on the single source vendor list initially piggybacking on Pasco County's contract.

AS NEEDED PUMPS OVERHAUL AND RELATED EQUIPMENT REPAIR FOR WATER AND
WASTEWATER TREATMENT PLANTS
SUMMARY OF WORK
It is the intent of this solicitation to contract with a vendor to provide all labor, equipment, materials and
services, etc., necessary to repair submersible pumps, T and U-frame pumps/motors ranging from 1 HP to
500 HP, gear boxes, blowers, compressor, and other related equipment at the County's water and
wastewater treatment plants. Work shall include but not limited to pump overhaul, repair and rewind of
motors and related equipment as well as technical support, cost estimates, life expectancy information
and maintenance recommendations. All work shall be performed as described in these Bid Documents
and serviced units shall be complete, tested, and ready for operation. Work will be performed mainly at
the Pasco County seven (7)wastewater treatment plants: Shady Hills, Hudson, Embassy Hills, Land
O'Lakes, Wesley Center, Southeast, and Lacoochee; four(4)water treatment plants: Little Road,
Southwest, Southeast; and Boyette; and also at the twenty five(25) Booster water pump stations and up
to twenty three (23)well water treatment systems, as per specifications.
The Pasco County Purchasing Department will receive sealed bids until 1:15 p.m., local time(our clock),
on Tuesday, March 24,2020, in the Pasco County Purchasing Department, 7536 State Street, Suite
221, New Port Richey, Florida 34654. Bids received after this time will not be accepted. Bidders shall
submit one(1) original bid form.
In accordance with Section 119.071, Florida Statutes, sealed bids, proposals, or replies received by an
agency pursuant to a competitive solicitation are exempt from public inspection until such time as the
agency provides notice of an intended decision or until thirty(30) days after opening the bids, proposals,
or replies,whichever is earlier. Vendors may register to view and download solicitations by visiting
www.BidNetDirect.com. Pasco County reserves the right to reject any and all responses and to waive
any irregularities or informalities.
Insurance coverage is required for this project; please refer to the Special Provisions.

This is a notice of intent from the Director of Purchasing to the Board of County Commissioners of Pasco County
to award the following solicitation:
SOLICITATION#: IFB-KM-20-081
SOLICITATION NAME: AS-NEEDED PUMPS OVERHAUL AND RELATED EQUIPMENT REPAIR OF
WATER AND WASTEWATER TREATMENT PLANTS
INTENDED AWARD TO: PSI TECHNOLOGIES, INC.
INTENDED AMOUNT OF AWARD: $869,348.00
If the protest relates to the award of a solicitation, a written protest must be filed no later than 5:00 p.m., on the
fifth (5th) business day after posting of the award recommendation.
Failure to file a protest with required bond within the time prescribed in Section 2-124 of the Pasco
County Amended Purchasing Ordinance (Ord. 18-16) shall constitute a waiver of any such protest.
COMMUNICATIONS DURING SOLICITATION AND LOBBYING PROHIBITION
The prohibition on communication with County Persons (including County Commissioners) by vendors and their
representatives regarding a procurement in which they have a pecuniary interest begins upon issuance of the
solicitation and ends upon final award, when the protest is finally resolved, or when the procurement process is
otherwise concluded, whichever occurs later.
Nothing herein shall prohibit a prospective offeror from contacting the Purchasing Director to address concerns
or grievances or•receive clarification about a particular procurement.
For purposes of this provision lobbying activities shall include, but not be limited to, influencing or attempting to
influence action or non-action in connection with any requests for proposals, requests for statements of
qualifications, invitations for bids, related processes or contracts through direct or indirect Oral or written
communication or an attempt to obtain goodwill of persons and/or entities specified in this provision. Such
actions may cause any proposal, statement of qualification, bid, contract or any other response to be
rejected.
