Minutes
January 13, 2021
CALL TO ORDER
The meeting was called to order by Chairperson Nathan Clarke at 6:05 pm. OYC Coordinator
Dillard led the Pledge of Allegiance-to the Flag. Recording Clerk Landry performed roll call and
announced that the Board failed to make a quorum.
PRESENT: Chairperson Nathan Clarke, Member Bellamy, Member Ashley Clarke, and Member
Phillips
ABSENT:Vice-Chairperson Sia, Member Garber, and Member Rodriguez
Also Present: City Clerk Sibbitt, OYC Coordinator Dillard, and Recording Clerk Landry
APPROVAL OF THE MINUTES
Due to a lack of quorum, Chairperson Nathan postponed the approval of the December 09,
2020, minutes.
SPEED DETERRENT SIGNS
City Clerk Sibbitt presented the signs and shared that the next step was to determine a
distribution process.She explained that over the next few weeks she would be working with Staff
to create a contract for residents to acknowledge before receiving a sign. The contract will outline
the rules and regulations for displaying the signs on private property. She further elaborated, in
an effort to distribute them throughout the entire City, it was proposed that each elected official
be given the opportunity to assign the location of 10 signs. She recommended that the OYC
attend an upcoming City Commission meeting to share their work and present their signs.
OYC Coordinator Dillard encouraged the members to take advantage of this opportunity by
connecting one on one with all of the Elected Officials. She elaborated on the value this project
has, not only to the residents, but to the Board as well. She pointedg out that it is a great way to
learn how government works and watch firsthand how the Elected Officials interact with the
residents.
Given the next OYC meeting is scheduled for February 10,2021,OYC Coordinator Dillard and City
Clerk Sibbitt collectively decided that the OYC would attend and present the signs during the
February 16, 2021, City Commission meeting.
Assistant Police Chief Plasencia shared information about SAAD, Students Against Aggressive
Driving,and suggested the Board look into a local chapter. She encouraged them to network with
like-minded people in an effort to help each other achieve a common goal.

FEBRUARY BLOOD DRIVE(Heard out of Agenda order)
Assistant Police Chief Plasencia shared that One Blood is open to the students assisting at a local
blood drive, and explained that the units are in the area twice a month and they are open to
holding a Saturday event.
OYC Coordinator Dillard recommended holding off on the blood drive until sometime between
April and June. She felt that the members needed to focus on the distribution of the Speed
Deterrent Signs. Assistant Police Chief Plasencia provided the One Blood contact information.
OYC Coordinator Dillard expressed a desire to have an OYC Member reach out to One Blood to
coordinate a blood drive for a future date.
Assistant Police Chief Plasencia shared that the Ocoee Police Department is looking forward to
resuming several community outreach activities once Covid-19 settles down, and welcomed the
Council's assistance at their events.
I LOVE OCOEE PINS&OYC LANYARDS
City Clerk Sibbitt shared that the Board's "I love Ocoee" pins were in. She informed the Board
that 100 pins were ordered for a total cost of$209.00. A brief discussion ensued on how and
when to distribute the pins.
Assistant Police Chief Plasencia shared that a blood drive can yield anywhere from 20-50 people
depending on the event. She suggested rationing the pins by only offering them to interested
residents.
City Clerk Sibbitt suggested the Board use the pins as a way to introduce themselves to the
community by engaging in conversation and offering a pin to interested residents.
Assistant Police Chief Plasencia also encouraged the students to engage with residents as they
distribute the Speed Deterrent signs, and suggested if they experience a resident giving positive
feedback to offer them a pin as a way of saying thank you for allowing the sign to be placed in
their yard.
It was determined that the pins would be stored in the Clerk's office.
Member Bellamy inquired about the lanyards. Recording Clerk Landry shared the price quotes.
After a brief discussion, it was determined to hold off at this time.
FACEBOOK WORKSHOP
OYC Coordinator Dillard announced that OYC is officially signed up for the 2021 workshops. She
explained that the program consists of a series of three workshops that will provide the Council
with the skills and resources they need to help engage with the community both online and
offline. Dates are to be determined, and all will take place via Zoom.

City Clerk Sibbitt clarified for the Council that their attendance together does not violate Sunshine
Law. She reminded them not to discuss any matters that would come before the Board; however,
group discussion about what they are learning is perfectly fine.
FLC COMMUNITY SERVICE CONTEST
OYC Coordinator Dillard focused the Council's attention on the Florida League of Cities
Community Service contest. She explained this contest is why she wanted the Council to hold off
on other projects and focus on the Speed Deterrent Signs. She gave a brief overview of the
contest requirements, and asked for volunteers to work on specific sections.
City Clerk Sibbitt pointed out to the Council that if they win the contest there is a monetary award
of$250,which could be used to purchase the OYC lanyards.
FLC LEGISLATIVE ACTION DAYS
OYC Coordinator Dillard gave a brief overview of the program,shared the dates of the event,and
encouraged the Members that wished to attend to mark the dates on their calendar and start
working on the paperwork for their school to receive an excused absence.
OYC Coordinator Dillard inquired about OYC T-shirts. City Clerk Sibbitt suggested placing this
item on the next Agenda.
FLC ANNUAL CONFERENCE PROGRAM
OYC Coordinator Dillard gave a brief overview of last year's event, noting that it will be held on a
Saturday.She encouraged students to mark their calendars.
COUNCIL COMMENTS
OYC Coordinator Dillard expressed the importance of attending meetings and offered each
member a 2021 City calendar, and pointed out that all City Board meetings are listed for every
month. She then asked that each member share all of the dates discussed with their parents to
ensure their attendance.The dates are as follows: February 16, 2021, City Commission meeting;
the monthly 2021 OYC meeting dates; the Legislative Action Days; and the Annual Conference
Program dates.
OYC Coordinator Dillard asked for volunteers to present at the February 16, 2021, City
Commission meeting. Member Ashley Clarke offered to speak about current and upcoming
events, which include the FLC Legislative Action Days Trip, FLC Annual Conference, Speed
Deterrent Sign Program, and the Blood Drive.
Assistant Police Chief Plasencia shared that February is Black History month, and reminded the
Council that last year's members attended the City Commission meeting and gave a presentation
highlighting African Americans. She suggested that the current Board do the same thing and to
make it a yearly event. OYC Coordinator Dillard gave a brief overview of the speeches given in
2020. Chairperson Nathan Clark offered to present.

After a brief discussion, it was determined that a presentation practice run would be held at the
next OYC Meeting.
OYC Coordinator Dillard asked each member to e-mail their speech to her for review no later
than January 31, 2021.

Member Phillips announced that Member Garber made the homecoming court.
Chairperson Nathan Clarke announced that Member Bellamy was accepted to Howard University.
