HomeMy WebLinkAbout12-09-2020 Minutes t I OCOeC-? Ocoee Youth Council Draft Minutes December 09, 2020 CALL TO ORDER The meeting was called to order by Vice-Chairperson Sia at 6:03 pm. Vice-Chairperson Sia led the Pledge of Allegiance to the Flag. Recording Clerk Landry performed roll call and declared a quorum present. PRESENT: Vice-Chairperson Sia, Member Bellamy, Member Ashley Clarke, Member Nathan Clarke, Member Garber, and Member Phillips. ABSENT: Member Rodriguez Also Present: City Clerk Sibbitt, OYC Coordinator Dillard, and Recording Clerk Landry ELECTION OF A CHAIRPERSON Vice-Chairperson Sia announced that the Board needed to elect a new Chairperson. OYC Coordinator Dillard shared that all Board members, including Vice-Chairperson Sia, could nominate themselves or a fellow member. Member Nathan Clarke nominated himself.As no other nominations were received, consensus of the Board was for Member Nathan Clarke to become the Chairperson. APPROVAL OF THE MINUTES—October 14,2020,and November 19, 2020 Chairperson Nathan Clarke turned the Board's attention to the October 14, 2020 minutes. Member Phillips, seconded by Member Ashley Clarke, moved to approve the Ocoee Youth Council minutes for October 14, 2020. Motion carried unanimously. Chairperson Nathan Clarke then turned the Board's attention to the November 19, 2020 minutes. Member Bellamy, seconded by Member Ashley Clarke, moved to approve the Ocoee Youth Council minutes for November 19, 2020. Motion carried unanimously. SPEED DETERMENT SIGNS City Clerk Sibbitt shared the artwork which had been created and approved by the Board members at the March meeting. She then presented the artwork provided by the Sign Factory and explained the recommended changes. She further added that if the words "not roadkill" were removed, the OYC and PD logos could go in the bottom left-hand corner of both signs. Member Nathan Clarke asked what size the signs would be. Recording Clerk Landry addressed his concerns. Member Bellamy recommended adding a comma behind the word "neighborhood", to read as "SLOW DOWN This is a neighborhood, not a race track". Member Phillips suggested having the tire marks end within the black border. - - - 1 I Page. City Clerk Sibbitt clarified for the Council that their attendance together does not violate Sunshine Law. She reminded them not to discuss any matters that would come before the Board; however, group discussion about what they are learning is perfectly fine. FLC COMMUNITY SERVICE CONTEST OYC Coordinator Dillard focused the Council's attention on the Florida League of Cities Community Service contest. She explained this contest is why she wanted the Council to hold off on other projects and focus on the Speed Deterrent Signs. She gave a brief overview of the contest requirements, and asked for volunteers to work on specific sections. City Clerk Sibbitt pointed out to the Council that if they win the contest there is a monetary award of$250,which could be used to purchase the OYC lanyards. FLC LEGISLATIVE ACTION DAYS OYC Coordinator Dillard gave a brief overview of the program,shared the dates of the event,and encouraged the Members that wished to attend to mark the dates on their calendar and start working on the paperwork for their school to receive an excused absence. OYC Coordinator Dillard inquired about OYC T-shirts. City Clerk Sibbitt suggested placing this item on the next Agenda. FLC ANNUAL CONFERENCE PROGRAM OYC Coordinator Dillard gave a brief overview of last year's event, noting that it will be held on a Saturday. She encouraged students to mark their calendars. COUNCIL COMMENTS OYC Coordinator Dillard expressed the importance of attending meetings and offered each member a 2021 City calendar, and pointed out that all City Board meetings are listed for every month. She then asked that each member share all of the dates discussed with their parents to ensure their attendance. The dates are as follows: February 16, 2021, City Commission meeting; the monthly 2021 OYC meeting dates; the Legislative Action Days; and the Annual Conference Program dates. OYC Coordinator Dillard asked for volunteers to present at the February 16, 2021, City Commission meeting. Member Ashley Clarke offered to speak about current and upcoming events, which include the FLC Legislative Action Days Trip, FLC Annual Conference, Speed Deterrent Sign Program, and the Blood Drive. Assistant Police Chief Plasencia shared that February is Black History month, and reminded the Council that last year's members attended the City Commission meeting and gave a presentation highlighting African Americans. She suggested that the current Board do the same thing and to make it a yearly event. OYC Coordinator Dillard gave a brief overview of the speeches given in 2020. Chairperson Nathan Clark`ALN s 4-_.u_;a_ioe_N offered to present. 3jPage Member Bellamy, seconded by Member Ashley Clarke, moved to proceed with the signs as presented with the following changes: remove the words, "not roadkill",add a comma behind the word neighborhood, confirm that the tire marks will stay within the black border, and add the OYC and PD logos in the bottom left corner of each sign. Motion passed unanimously. OYC Coordinator Dillard requested the title "Ocoee Youth Council" directly below the OYC logo, similar to the Youth Council's shirts. City Clerk Sibbitt confirmed her request. FACEBOOK WORKSHOP(Heard out of Agenda order) OYC Coordinator Dillard shared she is still working on the final touches of the OYC Facebook page, and asked for insight on how to link the OYC Facebook page to the OYC Instagram account. A brief discussion ensued, and OYC Coordinator Dillard agreed to have the page completed and live before the January 2021 meeting. She then explained that once the Facebook page is live she can set up the workshop. I LOVE OCOEE PINS(Heard out of Agenda order) Chairperson Nathan Clarke turned the Board's attention to ordering the "I love Ocoee" Pins. City Clerk Sibbitt shared the quote, and asked for the Boards direction. Member Garber asked about the possibility of lanyards, which were discussed at the November meeting. City Clerk Sibbitt asked if the Board wanted the lanyards in place of the pins. A brief discussion ensued. Member Garber, seconded by Member Phillips,moved to proceed with ordering both the "I love Ocoee" pins and the OYC lanyards in an amount not to exceed $350.00. Motion carried unanimously. FIELD TRIP-ORLANDO HISTORICAL MUSEUM OYC Coordinator Dillard confirmed the upcoming date and time for the Board's field trip to the Orlando Historical Museum's exhibit titled "Yesterday,This Was Home:The Ocoee Massacre of 1920,".She further shared that due to Covid-19,and in an effort of reducing additional contact,Commissioner Oliver decided to order lunch and have it delivered to the museum. Vice-Chairperson Sia shared that she would not be able to attend due to a prior obligation. NEW COMMUNITY SERVICE IDEAS OYC Coordinator Dillard shared Commissioner Oliver requested the Youth Council's assistance to volunteer with the Salvation Army this season, by bell ringing and requesting donations in front of a local Publix. Multiple members volunteered to assist, and OYC Coordinator Dillard agreed to follow up with Commissioner Oliver and let the Council know the date,time, and location. Member Bellamy asked about assisting the Police Department with their next food drive. Recording Clerk Landry shared that during the last meeting Assistant Police Chief Plasencia explained that she needed to secure a sponsor to pull off such an event. Recording Clerk Landry provided the Board with Assistant Police Chief Plasencia's contact information for any members to contact her that wanted to assist once a sponsor was secured. ---_—� 2 ! Page Chairperson Nathan Clarke asked about the Reading Reindeer program. OYC Coordinator Dillard shared that the book drive had come to an end, and she is going to provide their collected books to the Ocoee Police Department Toy Drive to gift to local children in need this Christmas. The Board then discussed the idea of collecting books to donate to local children in April for Summer Reading. COMMENTS OYC Coordinator Dillard reminded the Board that they have been entrusted by the Elected Officials to take their roll seriously, and asked that all Members promptly reply to any OYC email. She further reiterated that it is imperative to respond to Recording Clerk Landry's email when asked if they will or will not be in attendance. She further explained that, moving forward, if the Board fails to make a quorum in a timely manner the meeting may be cancelled. OYC Coordinator Dillard shared all of the 2021 meeting dates are provided on the Agenda, and asked the members to save the dates. PUBLIC COMMENTS Lori Hart, Ocoee resident, introduced herself,shared a brief bio, and expressed a desire to help the OYC succeed. She then shared she is a candidate for the District 4 Commissioner seat in 2021.
