Minutes
February 10, 2021
CALL TO ORDER
The meeting was called to order by Chairperson Nathan Clarke at 6:07 pm in the Commission Chambers
of City Hall located at 150 North Lakeshore Drive, Ocoee. He then led the Pledge of Allegiance to the
Flag. Recording Clerk Landry performed roll call and declared a quorum present.
PRESENT:Chairperson Nathan Clarke,Vice-Chairperson Sia, Member Ashley Clarke, Member Garber,and
Member Phillips
ABSENT: Member Bellamy
Also Present: City Clerk Sibbitt, OYC Coordinator Dillard, Acting Police Chief Plasencia (arrived 6:34 pm),
and Recording Clerk Landry
APPROVAL OF THE MINUTES
Chairperson Nathan Clarke turned the Board's attention to the December 09, 2020, and the January 13,
2021, minutes.
Member Phillips,seconded by Vice-Chairperson Sia, moved to approve the Ocoee Youth Council Minutes
for December 09, 2020, and January 13, 2021. Motion carried unanimously.
FACEBOOK WORKSHOP (Heard out of Agenda Order)
OYC Coordinator Dillard shared that she is still waiting on Facebook to provide information and will
update the Council once dates have been determined.
SPEED DETERRENT SIGNS
City Clerk Sibbitt presented the Speed Deterrent Signs and shared that the Sign Factory graciously
provided the digital OYC Logo artwork free of charge.
OYC Coordinator Dillard expressed a desire to have each member connect with a Commissioner to
identify neighborhoods in need and recommended contacting Acting Police Chief Plasencia for assistance
on locating specific residents that have speeding concerns. Chairperson Nathan Clarke offered to contact
her.
City Clerk Sibbitt shared that she had spoken to Acting Police Chief Plasencia who provided six
communities that have reached out to either the Police Department, or their Commissioner regarding
speeders. OYC Coordinator Dillard recommended the Council work together on the first two
neighborhoods so that each Member understood the assignment and then divided the remaining
neighborhoods among the Members.

After a brief discussion: Consensus of the Council was to meet at OYC Coordinator Dillard's house on
Sunday, February 21,2021,at 2:00 pm to distribute signs in Waterside and Sleepy Harbour.
City Clerk Sibbitt shared the City's Code of Ordinance regarding signs; Section 153-4(B) states that No
private signs shall be permitted in City rights-of-way. She further explained that a permit for a sign on
private property is not required.
OYC Coordinator Dillard shared that she would be creating an Application/Informational form to be
handed out along with the sign.The form will introduce the Ocoee Youth Council, share the objective of
the Speed Deterrent Sign Program, request applicant information and educate them on where they are
allowed to place the sign.
City Clerk Sibbitt asked if the Council had determined if they wanted to gift the signs to residents, or
create a program that they would collect the signs back and redistribute them to a new group of residents.
After a brief discussion: Consensus of the Council was to create a quarterly program to have the signs
collected and redistributed.
FLORIDA LEAGUE of CITIES(FLC)COMMUNITY SERVICE CONTEST
OYC Coordinator Dillard reminded the Council that the Speed Deterrent Sign Program is the Community
Service Project which they decided to highlight.Vice-Chairperson Sia offered to write the 500-word essay.
OYC Coordinator Dillard offered to take a picture on February 21st when they distribute signs in Waterside
and Sleepy Harbour.
Consensus of the Council was to have Vice-Chairperson Sia write the 500-word essay and finalize the
application at the March 10,2021, OYC Meeting.
BLOOD DRIVE
Chairperson Nathan Clarke turned the Council's attention to the OYC Blood Drive.
Acting Police Chief Plasencia shared that One Blood comes into the area at least twice a month, and
offered to provide the One Blood Coordinator's contact information.
Member Garber agreed to contact Acting Police Chief Plasencia to get the One Blood Coordinator's
contact information.
Consensus of the Council was to have an OYC Blood Drive in April.
OYC VOLUNTEER T-SHIRTS
Chairperson Nathan Clarke focused the Council's attention on Volunteer T-shirts. City Clerk Sibbitt
shared that staff had obtained three quotes. She outlined the differences between the quotes and
explained that Embroidery Magic had the lowest price. She then shared the color choices and asked the
Council for direction on how to move forward.

Vice-Chairperson Sia, seconded by Member Ashley Clarke, moved to proceed with a full-color OYC logo
on a Silver Sport-Tek T-shirt Style ST350/LST350 purchased from Embroidery Magic at a total cost of
$109.50 for seven (7) shirts.
NATIONAL LEAGUE OF CITIES(NLC)& FLC YOUTH COUNCIL VIRTUAL CONFERENCES
Chairperson Nathan Clarke focused the Council's attention on the two conferences.
OYC Coordinator Dillard inquired about the dates and the agenda of the NLC Conference. City Clerk
Sibbitt read aloud Eryn Russell's email and Recording Clerk Landry searched the internet and shared
additional information.
City Clerk Sibbitt shared that the FLC Youth Council Event will be hosted virtually,and relayed information
provide by Eryn Russell with FLC.
After a brief discussion, it was determined based on the Agenda and short notice to decline the NLC
conference and attend the local FLC Youth Council's Virtual Conference.
FLC ANNUAL CONFERENCE
OYC Coordinator Dillard shared that the FLC will host its annual conference here in Orlando on August
14th, and encouraged Members to save the date.
PRESENTATION PRACTICE RUN
Chairperson Nathan Clarke and Member Garber shared their prepared speeches highlighting the life and
accomplishments of two African Americans in honor of Black History Month: Ray Charles, an American
singer-songwriter, musician, and composer; and James Weldon Johnson,an American writer, lawyer,and
civil rights activist. OYC Coordinator Dillard provided feedback.
Member Ashley Clarke shared the OYC's Speed Deterrent Program and requested the support of the
Elected Officials OYC Coordinator Dillard provided feedback.
OYC Coordinator Dillard recapped:she would give a brief update on OYC's accomplishments over the past
year and introduce Chairperson Nathan Clarke. After the Chairperson completed his speech, he would
introduce Member Garber. Once Member Garber completed her speech, she would introduce Member
Ashley Clarke who would elaborate on the Speed Deterrent Program and request the Commission's
support and assistance in distributing the signs.
COUNCIL COMMENTS
Member Ashley Clarke reminded members that their time spent working on the OYC was considered
community service hours and distributed the Orange County Public School Community Service Hours
Form.
City Clerk Sibbitt shared that all approved Minutes and Agendas can be found on the City's web page in
the Agenda Center, and explained that the minutes provide the "Start Time" (time the meeting was
called to order) as well as the "Ending Time" (time the meeting was adjourned.) She added that this

information should assist when filling out the form.She further elaborated the minutes can also help
Members recall any volunteer opportunities that the Council may have assisted with such as: the food
drive,the 1920 Remembrance Event, conferences attended, History Center Field Trip, etc.

SET NEXT AGENDA
Chairperson Nathan Clark shared the next meeting will be held on March 10, 2021, and confirmed that
the following would be included on the Agenda.
• Approval of the Minutes—February 10, 2021
• OYC Coordinator Dillard to provide an update on Facebook Workshops
• Summarize the distributions of the Speed Deterrent Signs and provide pictures
• Finalize the FLC Community Service Contest Application:
Review the 500-word essay written by Vice-Chairperson Sia
• April Blood Drive: Member Garber will provide details(Date,Time and Location)
• Update: FLC Youth Council Program
• Save the date: Annual Conference Program in Orlando,August 14th
