Background Summary:
Oelrich mobilized on October 15, 2020 to begin the intersection improvements at Fullers Cross Road
and Ocoee Apopka Road. When locates were performed, additional private utility providers were
identified: Verizon Wireless, Century Link, and AT&T Communications. The additional utility providers
were contacted and began to design and coordinate their relocations. The design and coordination
period required additional time not included in the initial relocation plan. Each private utility developed a
plan to relocate all services in conflict with the intersection widening scope, hire contractors, and
execute the relocation of all services required. AT&T first received notification of the project on October
27, Century link on November 11, and Verizon on November 16.
Ultimately, once the private utility providers developed a plan to relocate all conflicted underground
utilities Oelrich established a remobilization date of February 15, 2021. The coordination and relocation
of the private utility providers required extending the substantial completion date from March 18 to June
3, totaling 55 working days (75 days total) added to the project schedule. During this extended time
period, Oelrich maintained all required MOT and silt fencing per the project documents, management &
daily coordination with all utility providers to ensure proper relocation of services to the new right of way
locations and provided updates to the City on the current status.

CHANGES ORDERED:
I. REQUIRED CHANGES
Additional time is required for the construction of the Fullers Cross and Ocoee Apopka
Intersection Improvements. The final completion date is required to be extended by 55 working
days (75 days total) which will have a cost of$68,030.91.
II. JUSTIFICATION
Oelrich mobilized on October 15, 2020,to begin the clear and grub process. When locates were
performed, additional utility providers were identified: Verizon wireless, Century Link, and
AT&T Communications. The additional utility providers began to design and coordinate their
relocations requiring additional time not included in the initial relocation plan during the
project's design phase. Each utility had to develop a plan to relocate all services in conflict with
the intersection widening scope, hire contractors, and execute the relocation of all services
required. Oelrich coordinated to each utility provider as underground locates surveyed their
facilities in the field. AT&T first received notification of the project on October 27, Century link
on November 11, and Verizon on November 16.
Oelrich coordinated with the three additional utility providers to develop a plan to relocate all
conflicted underground utilities and established a remobilization date of February 15, 2021. This
effort required extending the substantial completion date from March 18 to June 3,totaling 55
working days (75 days total) added to the project schedule. During this extended time period,
Oelrich maintained all required MOT and silt fencing per the project documents,management&
daily coordination with all utility providers to ensure proper relocation of services to the new
right of way locations and provided updates to the City on the current status.
III. NARRATIVE OF NEGOTIATIONS
Costs are based on extending unit pricing established in the original Guaranteed Maximum Price
proposal.
IV. PAYMENT
In accordance with the contract
V. APPROVAL AND CHANGE AUTHORIZATION
The original project and funding allocation was established by issuance of a CITY purchase
order, subject to the terms and conditions contained in the CITY's solicitation, Project Manual,
Drawings, Specifications, and/or the CONTRACTOR's service and price proposal, which
collectively form the terms of an agreement between the CITY and the CONTRACTOR for the
performance of the Work. This proposed change to the agreement requires approval by the City
Commission under the CITY's Purchasing Rules and Regulations and is consistent with any
prior action by the City Commission to award the Work to the CONTRACTOR. It is expressly
[Fullers Cross Road and Ocoee Apopka Road Intersection Improvements, Change Order#01]
understood and agreed that the approval of the Change Order shall have no effect on the original
agreement other than matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the
adjustments in contract price and time shown hereon constitute full and complete compensation
and satisfaction for all costs and modifications of performance time incurred by the
CONTRACTOR as a result of this Change Order. No other claim for increased costs of
performance or modifications of time will be granted by the CITY for the Work covered by this
Change Order. The CONTRACTOR hereby waives and releases any further claims for cost or
time against the CITY arising from or relating to the matters or Work set forth or contemplated
by this Change Order.

CMI#04—Time Extension for Underground Utility Coordination
Mr.Womack,
Included herein, please find our proposal for Change Management item#04.This CMI is for the
additional Contract Time and General Conditions costs associated with the prolonged
underground utility relocation effort, performed by the local utility providers. Per the GMP and
early utility coordination meetings,this effort was to take 20 works days. Between Duke Electric,
Lake Apopka Gas, Spectrum,AT&T,CenturyLink&Verizon,we are approaching 55 total
workdays for completion. During this time,our base scope of earthwork and concrete are at a halt,
yet our coordination and MOT efforts are still required. We anticipate that the extended duration
of this scope by Others has pushed our Substantial Completion from 3/18/21 to 6/7/21.
This proposal includes rates of increased time coverage for the construction team,MOT and
associated recurring project costs such as temporary toilets,vehicle fuel and jobsite vehicle.
