HomeMy WebLinkAbout03-09-2021 Canvassing Board Minutes MINUTES OF THE CITY OF OCOEE CANVASSING BOARD MEETING MARCH 9,2021 CALL TO ORDER—MARCH 9, 2021 City Clerk Sibbitt called the Canvassing Board to order at 4:10 p.m. in the office of the Supervisor of Elections, 119 W. Kaley Street, Orlando. BOARD MEMBERS: Ken Thompson, Lou Forges, and Ann Scott ALSO PRESENT: City Clerk Sibbitt, City Attorney Cookson, and Recording Clerk Heard ABSENT: None BRIEFING City Clerk Sibbitt explained the procedures to follow for the canvassing of questionable vote-by- mail (VBM) ballots. Supervisor of Elections (SOE) Representative Lucy Melendez advised that eight (8) total questionable VBM ballots were received to date. She further explained procedures that needed to take place. PROCESSING VOTE-BY-MAIL BALLOTS At the January 5, 2021, City Commission Meeting the Ocoee City Commission approved the Supervisor of Elections to open and process unquestionable vote-by-mail ballots utilizing the Orange County Canvassing Board Criteria. REVIEW QUESTIONABLE VOTE-BY-MAIL (VBM) BALLOTS City Clerk Sibbitt gave a brief explanation that seven (7) VBM ballots were received with no signature on the VBM envelope, which placed the ballots in a pending status to give the voters time to cure their ballots until Thursday, March 11, 2021, at 5:00 p.m. She further explained one (1) VBM ballot was received with the signature on the VBM envelope, which was deemed questionable. City Clerk Sibbitt read the names of the following seven (7) VBM ballots, and the Board viewed each envelope to verify that they were in fact unsigned: Jaymeeshah T. Bosse Karla Fernandez Pamela A. Lewis Ruth A. Manning Brenda A. Thomas Denfield S. Thomas John C. Willis City Clerk Sibbitt further explained the seven (7) VBM ballots will be placed in a pending status to be cured. If a pending VBM ballot is not cured by Thursday, March 11, 2021, by 5:00 p.m., that ballot will be automatically rejected. Ocoee Canvassing Board March 9,2021 City Clerk Sibbitt explained the one (1) VBM ballot signature that was deemed questionable. Questionable VBM Ballot #1: Macayla J. Henderson — Signature did not match signature on file with the Supervisor of Elections Office. MOTION: Member Forges, seconded by Member Thompson, moved to accept the VBM ballot of Macayla J. Henderson; and further, accepted the signature for that specific vote-by-mail ballot. Motion carried unanimously. City Clerk Sibbitt stamped the VBM ballot of Macayla J. Henderson as "Approved." SOE staff took the VBM ballot and placed it in pending status. The ballot will be processed through the tabulator on Friday, March 12, 2021. SOE Representative Angela Ashby advised that one (1) VBM ballot was rejected due to being torn, five (5) VBM Military and/or Overseas faxed ballots were received, and that all six (6) ballots would need to be duplicated in order to be processed. Two (2) ballots were for District 2, and four (4) ballots were for District 4. She further explained the process to City Clerk Sibbitt. City Clerk Sibbitt started with District 2. Two (2) duplicate ballots were made and viewed one at a time and deemed correct by the Canvassing Board. City Clerk Sibbitt then proceeded to District 4. Four(4) duplicate ballots were made and viewed one at a time and deemed correct by the Canvassing Board. SOE Representative Angela Ashby collected all six (6) duplicate ballots to be processed through the tabulator. (Recess from 4:58 pm— 7:36 pm) SOE staff advised a total of 78 VBM ballots were retrieved from the end of the day sorting at the Post Office, and 28 of those were for the City of Ocoee, which they ran through the tabulator. One (1) VBM ballot came back as questionable. Questionable VBM Ballot #2: Richard Taylor, Jr. — Signature did not match signature on file with the Supervisor of Elections office. Consensus was made by the Canvassing Board that the VBM Ballot of Richard Taylor, Jr., remain Pending for Cure due to signature not matching the signature on file with the Supervisor of Elections office.
