HomeMy WebLinkAbout03-12-2021 Canvassing/Audit Board Minutes MINUTES OF THE OCOEE CANVASSING/AUDIT BOARD MEETING MARCH 12,2021 CALL TO ORDER—MARCH 12, 2021 City Clerk Sibbitt called the Canvassing/Audit Board to order at 2:11 p.m. in the office of the Supervisor of Elections, 119 West Kaley Street, Orlando. BOARD MEMBERS: Canvassing Board Members Thompson, Forges, and Scott. Audit Team Member Schramm ALSO PRESENT: City Clerk Sibbitt, Assistant City Attorney Opsahl, Supervisor of Elections Representatives Michelle Torres, Patrick Floto, and Lucy Melendez, and Recording Clerk Heard PROVISIONALS Staff with the Supervisor of Elections (SOE) advised there were no provisional ballots. EXAMINED UNSCANNED BALLOT SOE Representative Michelle Torres explained there was one unscanned ballot, which will be explained to the Board by SOE Representative Patrick Floto. He showed the unscanned ballot, and explained it came from Precinct 4106 with a vote for George Oliver III. The Board examined the unscanned ballot and determined it was indeed a vote for George Oliver III. MOTION: Member Thompson, seconded by Member Forges, moved to accept the unscanned ballot; Motion carried 2-0 with Member Scott absent. Member Scott arrived at 2:16 p.m. QUESTIONABLE BALLOTS SOE Representative Lucy Melendez explained that none of the seven (7) VBM ballots that were pending from March 9, 2021, were cured. The following VBM ballots were stamped rejected by City Clerk Sibbitt: Jaymeeshah T. Bosse Karla Fernandez Pamela A. Lewis Ruth A. Manning Brenda A. Thomas Denfield S. Thomas John C. Willis SOE Representative Lucy Melendez handed to the Board a questionable VBM ballot, which belonged to Richard Taylor, Jr. On the day of the election, the Board made a consensus that the signature on the envelope did not match the signature on file with SOE; however, the voter was notified and given until 5:00 p.m. on March 11, 2021, to cure his signature. The voter did not cure his signature; and further, a Consensus was made by the Canvassing Board that the signatures do not match. The VBM ballot was stamped rejected by City Clerk Sibbitt. Ocoee Canvassing/Audit Team Board March 12, 2021 SOE Representative Lucy Melendez stated an additional seven (7) total VBM ballots were received after the election date of March 9, 2021, and will not be counted. CERTIFY THE ELECTION MOTION: Member Forges, seconded by Member Thompson Certified the Election with Rosemary Wilsen winning the seat of Commissioner for District 2, and George Oliver III winning the seat of Commissioner for District 4; Motion carried unanimously. Whereupon, the Canvassing Board signed and certified the March 9,2021 Election Results. RANDOM SELECTION OF RACE AND PRECINCTS On March 9, 2021, the Canvassing Board determined by random selection which race would be audited, and District 4 was picked. SOE Representative Michelle Torres explained the audit procedures to the Canvassing Board and Audit Team Member. CANVASSING/AUDIT TEAM SOE Representative Michelle Torres provided District 4 ballots to the Canvassing Board/Audit Team and briefed them again on the audit procedures. Audit Team Member Schramm along with Canvassing Board Members Thompson, Forges and Scott began separating the ballots for District 4 and placing them into six (6) separate stacks for Hart, Keller, Oliver, Richardson, Over, and Under. They then counted each stack separately and the results were as follows: Early Votes Lori Hart: 1 Joel F. Keller: 0 George Oliver III: 10 Keith Richardson: 0 Under Vote: 0 Over Vote: 0 Questionable: 0 Vote-By-Mail Votes Lori Hart: 117 Joel F. Keller: 142 George Oliver III: 415 Keith Richardson: 21 Under Vote: 1 Over Vote: 0 Questionable: 0 Total Audited Precinct Ballots: 1,327 RESULTS COMPILATION City Clerk Sibbitt and SOE Representative Michelle Torres compared the Manual Audit Team Worksheet with the tabulator results, and all numbers matched. Members of the Canvassing Board signed the Manual Audit Team Worksheet. Canvassing Board Member Scott filled out the Voting System Post-Election Audit Report, and all members of the Canvassing Board signed it. The Manual Audit Team Worksheet, Voting System Post-Election Audit Report, and Precinct Summary for Manual Audit were handed to City Clerk Sibbitt to retain. POST LOGIC AND ACCURACY TESTS SOE Representative Kash Traylor explained the Post Logic and Accuracy Test he performed on the tabulator before, and after, the election. The Canvassing Board Members compared the post accuracy test for accuracy. The Board verified the pattern was correct; and further, the Canvassing Board initialed and dated both tests. SOE Representative Kash Traylor then zeroed out the tabulator to clear it. ADJOURNMENT The meeting adjourned at 3:40 p.m. APPROVED y of coe (/(t0' Melanie Sibbitt, City Clerk 31Page March 9, 2021 Election Results Certified on March 12, 2021 Election was held on March 9, 2021 from 7:00 a.m. to 7:00 p.m.Approximately 14.97%of the registered voters in the City of Ocoee cast their ballots at the polling location, by vote-by-mail or by early voting at the Supervisor of Elections Office.The City of Ocoee Canvassing Board met on March 9, 2021, to canvass the vote-by-mail and provisional ballots; and further, met on March 12, 2021, to canvass provisional ballots and conduct a manual audit of the voting system.
