The grant program was formerly known as the Most Valuable Partnership Awards (MVP). Staff revamped the MVP to simplify and improve the application and criteria process. The Neighborhood Matching Grant Program is held annually. This year's grant cycle opened on February 18, 2021. Applications were due on March 19, 2021. The neighborhood grant program is for homeowner associations (HOA) and neighborhoods that do not have a structured HOA. The goal of the grant program is to assist residents with making improvements to their neighborhoods. The maximum matching grant award is $2,000. Applicants pay for their improvement projects and then get a portion back, up to a maximum of$2,000. Given the nature of the grant program, which is to improve city neighborhoods, the Development Services Department conducted the primary review of applications. Seven (7) Homeowner Associations submitted grant applications for this grant cycle. There is $12,000 available for the grants. However, the seven (7) HOA's have requested a total $14,000. To stay within the $12,000 allotted for the grant program, staff is recommending each grant applicant receive $1,714.28 each ($11,999.96). • Arden Park South Add drought-resistant plantings in the main community park to enhance aesthetics and to help prevent soil erosion on steep park embankments. Amount requested: $2,000 Staff recommendation: $1,714.28 • Ashton Park Community Pressure wash sidewalks and vinyl fence to remove mold build-up, prevent slippery sidewalks and to make the walkway cleaner and safer. Amount requested: $2,000 Staff recommendation: $1,714.28 • Lake Olympia Club Repair the monument sign structure at the Silver Star entrance and paint, replace and repair all landscape lighting. Amount requested: $2,000 Staff recommendation: $1,714.28 • Lake Olympia North Village Replace inefficient pier lights at the subdivision's entrance with modern LED lights, pressure wash walls and plant new landscaping. Amount requested: $2,000 Staff recommendation: $1,714.28 • Silver Glen, Repair irrigation system at main entrance, sprinkler heads, replace dead ornament trees, hedges and add mulch. Amount requested: $2,000 Staff recommendation: $1,714.28 • Willows on the Lake Fence repair, pressure wash common area sidewalk, gazebo, play area equipment and brick walls. Amount requested: $2,000 Staff recommendation: $1,714.28 • Windermere Groves Resolve drainage concerns on playground by replacing mulch with artificial turf and eliminate standing water that occurs after rainfall. Amount requested: $2,000 Staff recommendation: $1,714.28 Issue: Should the City Commission approve the Neighborhood Grant funding recommendation? Recommendations: The total amount requested by the grant applicants is $14,000. To stay within the $12,000 allotted for the grant program, staff recommends that grants in the amount of$1,714.28 ($11,999.96) each be awarded to the seven (7) applicants contingent on the following: Arden Park South - Conditional approval based on receipt and review of a landscape plan and quotes for the landscape installation. Silver Glenn - Conditional approval based on submitting cost proposals and/or cost breakdown. Plantings need to be Florida friendly, drought resistant, and in some cases have flowers that will attract butterflies and hummingbirds. These plantings will also prevent further soil erosion on steep park embankments. List the project goals: (1) Get quotes on plantings. Stop soil erosion. Beautify park. (2) Make sure irrigation is in place and working. Insure plants survive. (3) Buy and install plantings with mulch if necessary. Wil show community investment benefits. The non-essential business is to take advantage of getting additional monies (up to $2000)through a grant from the City of Ocoee that expires on March 19tn Meeting called to order by Carl Fsadni. Today Board President, Carl Fsadni made a motion for spending $5,000 of HOA funds for beautification of the main community park area to plant Bougainvillea bushes which are Florida friendly, drought resistant, and attracts butterflies and hummingbirds. These plantings will also prevent soil erosion along the south side and interior of our park. Additional plantings will be made out of the $5000 HOA funds spend that are Florida friendly in other areas of our park that are bare. The sidewalks vinyl fence are laced with mold making the walkway slippery and unusable at times. Having the sidewalks/fence pressure washed will remove the mold build up making the area usable with cleaner look to the community. This area will also include the bricks near the planters that also have mold/algae. List the project goals: (1) COMMUNITY MEMBER PARTICIATION TO ENHANCE THE LOOK OF THE COMMON AREA. CALL TO ORDER • Candace Harrison called this meeting to order at 7:13p.m. this meeting was held in the driveway at 331 Sterling Lake Dr Ocoee Fl 34761.Due to COVID 19 social distancing and mask were required. Directors present were Gladys Camacho, Jean Mills, Pete Cady, Aly Nazario and Michael Barnette. Candace Harrison represented Sentry Management. PROOF OF NOTICE • Notice was posted 48 hours in advance to the meeting ORGANIZATION OF OFFICERS • A motion was made by Pete Cady that the Board positions remain the same. Seconded by Michael Barnette.All in favor; motion carried FINANCIAL REPORT • The July accounts receivables was reviewed with the Board. Collections report was reviewed. MANAGERS REPORT • Manager's report was reviewed with the Board. The Board decided to hold on legal and 3rd violations going to attorney and will revisit next month. He informed board that it was his belief that a set policy equally applied to all was more equitable and provided consistency in process. The board directed that the number of days for the three notifications be changed from 30-60-90 to 90-150-180. I submitted inquires to our playground designers for equipment that has shade and I can still get a shade quote, but was waiting to see what direction the board wanted to go. Surfacing Engineered wood fiber=$11,040 Loose fill rubber=$24,840 Poured in place=$49,680 Turf=$38,640 We could just do the playground equipment area, like where the equipment is and a safety boundary with the rubber, PIP or turf and then outside that are do the mulch, it would cut down on the costs.
