Code Enforcement Board
March 23,2021
I. CALL TO ORDER
Chair Odom called the Code Enforcement Board regular meeting to order at 7:01 p.m. in the Commission Chambers of
City Hall located at 150 North Lakeshore Drive, Ocoee, Florida.
A. INVOCATION: Member Bandur initiated the moment of silence.
B. PLEDGE OF ALLEGIANCE: Member Shropa led the Board in the Pledge of Allegiance to the U.S. flag.
C. ROLL CALL AND DETERMINATION OF QUORUM: Code Enforcement Clerk Mieras performed roll call and declared
a quorum (4) present.
PRESENT: Chair Odom & Members: Lewis, Mirza, Bandur, Mann, Shropa, &Johnson.
Also present: Board Attorney B. Scott George, Assistant Support Services Director Doug Gaines, Code
Enforcement Clerk Justin Mieras, and Code Enforcement Officers Diaz, Siegrist, & Loeffler.
ABSENT: Member Stewart is an excused absence.
D. SWEARING OF OFFICERS / WITNESSES: Code Enforcement Clerk Mieras administered the oath to the Code
Enforcement Officers and to anyone intending to speak regarding a case.
II. CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT
BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS
DISCUSSION IS DESIRED BYA MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE BOARD CLERK
TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY.

B. DISMISSAL OR COMPLIANCE: Assistant Support Services Director Doug Gaines presented the dismissals and
compliances.

III. HEARINGS ON STATEMENT OF VIOLATIONS PURSUANT TO NOTICES OF HEARINGS
CASE NO 2021-00048
OFFICER DIAZ 612 BANDERAS AVE STAPLER, MILDRED
Violation Cited: §108-23.M.(1)N.(1)(2)Q., §115-3.A.(1), & §115-3.B.
Summary:
§108-23.M.(1)N.(1)(2)Q. —Accessory structures. Garages, storage buildings and all other accessory structures shall be
maintained and kept in good repair and sound structural condition.
§115-3.A.(1)—No person shall allow or allow to remain any Junk or Debris classified as nuisance and menace to public
health, safety and welfare.
§115-3.B.—No person shall allow or permit excessive growth,ten inches or more on property owned, of weeds,grass,
undergrowth or other dead or living plant life.
Observation: •
§108-23.M.(1)N.(1)(2)Q.—Garage Door is broken and hanging.
§115-3.A.(1)—Trash and Debris throughout the property.
§115-3.B.—Overgrown grass and weeds on property.
Officer Diaz presented the case and gave its history.Officer Diaz further explained that as of March 23,2021,the property
is still in non-compliance.The City asked for an Order of Compliance giving 15 days, or thereafter to be fined $15.00 per
day, per violation, until found in compliance.
Member Bandur, seconded by Member Lewis, moved that Case in#2021-00048, the respondent be found in violation as
cited as of February 22, 2021, and be given until May 22, 2021, to come into compliance or be fined$15.00 per day, per
violation, until found in compliance. Motion carried unanimously.
CASE NO 2021-00099
OFFICER SIEGRIST 2292 E H POUNDS DR COLSTON, HORACE J
COLSTON,VELVET S
Violation Cited: §165-3.A.
Summary:
§165-3.A.—No person shall keep any abandoned or junk vehicle on any public property or any private property.
Observation:
§165-3.A.—One (1) Nissan p/u truck/ blk/ Expired tag JUN-18/with flat RF tire parked in driveway.
Officer Siegrist presented the case and gave its history. Officer Siegrist further explained that as of March 23, 2021, the
property is still in non-compliance. The City asked for an Order of Compliance giving 10 days, or thereafter to be fined
$50.00 per day until found in compliance.
Member Bandur,seconded by Member Shropa, moved that Case in#2021-00099, the respondent be found in violation as
cited as of March 03, 2021, and be given until April 02, 2021, to come into compliance or be fined$50.00 per day until
found in compliance. Motion carried unanimously.
CASE NO 2021-00105
OFFICER LOEFFLER 502 WURST RD SWIFT MICHAEL LEE ESTATE
Violation Cited: §6-4.H.(6)(b)
Summary:
§6-4.H.(6)(b)—Trailers of all types shall not be parked or stored for more than 48 hours in a residential district unless it
is located behind the front yard building line and screened with a six-foot high opaque fence with gate.
Observation:
§6-4.H.(6)(b)—Occupation of Camper Trailer that is also Connected To Water& Electric Supply.
Officer Loeffler presented the case and gave its history. Officer Loeffler further explained that as of March 23, 2021, the
property is still in non-compliance. The City asked for an Order of Compliance giving 15 days, or thereafter to be fined
$50.00 per day until found in compliance.
Member Bandur,seconded by Member Shropa, moved that Case in#2021-00105, the respondent be found in violation as
cited as of February 25, 2021, and be given until April 07, 2021, to come into compliance or be fined$50.00 per day until
found in compliance. Motion carried unanimously.
