We recall that on August 29, 2019, I removed subtotally a very large medial third sphenoid wing meningioma on the right side. He has made an amazing recovery and has shown very significant resolution of his preoperative disinhibited behavior. He is completely normal on examination, except for very mild diplopia on looking down, which is a very partial fourth nerve palsy that is steadily improving. I read with him and his wife the duties he has to accomplish in his profession as captain in the fire fighting department and it is from a manual called NFPA 6582 and I release him as of today to return to all his duties without any restriction. Of course, I told him that if there are episodes of any neurological symptoms that occur during the course of the discharge of this duties, I should be alerted and I will revisit the situation. Although, I do not really expect anything on toward to happen. He is due to retire at the end of April 2020, I am told. Because of you, we are considered one of the best fire/EMS departments in the county and we'll strive to continue this going forward. • i * Instead of facing adversity from external forces (flakka, fentanyl, Ebola, etc.), this year we confronted challenges within our ranks. One of our long-time members faced a life-threatening medical issue. The day he was brought to Holy Cross I saw how much this team meant toIli each other and supported each other. Firefighters came in off-duty to see him and offer help any way they could. I'm privileged to have been able to see that and to have been able to help. His recovery is truly a III holiday miracle and being able to finish his career without limitations is by far the best gift of 2019. My name is Paul Wyche, and I am president of Wyche&Associates, a local public relations and marketing company serving Central Florida communities and businesses. From its lakes and beautiful natural environment to hometown gatherings like Spring Fling, Fall Music Festival, and the Martin Luther King, Jr.,Parade and Celebration, the City of Ocoee offers a lifestyle many desire. With rich youth programs and public amenities such as the Family Aquatic Center, combined with a growing business community,the City has boundless opportunity to determine its future. Today I am here to discuss the creation of a vision statement and mission statement for the City, which will positively benefit and enhance the quality of life you and your neighbors want. Let me begin with a few questions for you: In those moments in life when we feel a little bit off course,many of us begin to ask ourselves: • What do I want? • What drives me? • What will improve my quality of life? 1 Just as you might wonder about and ponder these questions and create a vision or plan for the life you want, so should the City. These questions apply to nearly every aspect of life and community. The City of Ocoee is no different. You are no longer a quiet small town in west Orange County. It is a rapidly growing city attracting new residents and businesses from across Central Florida and beyond. It is filled with potential, and it's time to decide what to do with that potential. How will government and residents shape the growth to not only maintain your quality of life but to define and improve it? This is where a clear vision is needed to successfully create that path toward a better city, home, and life for you and your neighbors. So, what is a vision statement? It's a timeless guide that outlines the City's purpose with sharp focus on the goals and aspirations of you and your neighbors. In other words, "How do we grow?"to provide the quality of life you and your neighbors deserve—maintaining the small town feel amidst this growth. How do we get there? How does the City provide the best services and help our businesses succeed? With a clear vision statement—your eye is on the future. An effective vision statement will invigorate the community, clearly identify how the City will grow, and outline the path to your future. While the vision statement is inspiring and creates a shared sense of purpose,the mission statement describes the City's purpose and how it will serve its residents effectively. The mission statement addresses the day-to-day activities of the City and incorporates core values and goals, a fundamental element of vision and mission. As we prepared for this meeting,my team looked around Central Florida for cities with strong vision and mission statements clearly reflecting their quality of life and direction. Two examples are the City of Orlando and City of Winter Park. 2 Orlando's vision states: Orlando is an international city,which uses its diversity, amenities, and economy to provide a high quality of life. And its mission statement is: Enhance the quality of life in the City by delivering public services in a knowledgeable,responsive, and financially responsible way. The City of Winter Park has taken a different approach,but the clarity of its vision and mission are reflected in both. Their vision: Cherish and sustain Winter Park's extraordinary quality of life. Plan our growth through a collaborative process that protects our City's timeless scale and character. Enhance the Winter Park brand through a flourishing community of arts and culture. And mission: To preserve and enhance the quality of life in Winter Park by informing City staff,residents, and the community of news, events,programs, initiatives, and activities related to the City of Winter Park. Some other good examples are: • Your neighbor Winter Garden • Mount Dora • and Sanford And then there are others which have not been so thoughtful about their futures and it shows. I won't call them out,but examples probably come quickly to mind. So how does the City of Ocoee not inadvertently fall into the second category? It starts with strong, clear mission and vision statements. This is accomplished in several ways. One is a simple online survey going to residents, businesses, and others. The second is through community meetings and discussions with residents and businesses. And we must not forget your community's "influencers",those visible or quiet leaders who influence the ideas and perceptions of those around them. 3 Residents and businesses will be notified of these opportunities and invited to participate. A quick aside: My team recently worked on a similar project for a local community and received an amazing 50 percent participation from the survey. From there,residents were invited to attend community meetings - and they were packed. Once we have listened and gathered your thoughts and comments,they will be used to draft the vision and mission statements and identify values important to you and your neighbors. This draft will then be refined based on additional input and ultimately presented to the Commission for approval. At this point the vision and mission statements "will come to life", if you will. They will shape the way the City handles growth and operates and how the City serves its valued residents, businesses, and others.
