HomeMy WebLinkAboutResolution 94-11 RESOLUTION NO. 94-11 '-' A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, ADOPTING AND APPROVING JOB DESCRIPTIONS SETTING FORTH THE DUTIES AND RESPONSmILITIES OF EMPLOYMENT POSITIONS FOR MAPPING AND GRAPHICS ANALYST AND BUDGET ANALYST; AMENDING EXHmIT "A" OF RESOLUTION NO. 91-10 TO ADOPT AND APPROVE A REVISED JOB DESCRIPTION SETTING FORTH THE DUTIES AND RESPONSmILITIES OF EMPLOYMENT POSITION FOR FIREFIGHTER; AMENDING EXHmIT "B" OF RESOLUTION NO. 91-12 TO ADOPT AND APPROVE REVISED JOB DESCRIPTION SETTING FORTH THE DUTIES AND RESPONSmILITIES OF PLANNER; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE. WHEREAS, on May 7, 1991, in Resolution Number 91-10, the City Commission of the City of Ocoee approved and adopted job descriptions for all of the employment positions in the Ocoee Fire Department; and WHEREAS, on July 2, 1991, in Resolution Number 91-12, the City Commission of the City of Ocoee approved and adopted the job description for Planner for the City of Ocoee; and WHEREAS, the City Commission of the City of Ocoee desires to adopt and approve job descriptions for employment positions for Mapping and Graphics Analyst and Budget Analyst and revised job descriptions for Firefighter and Planner for the City of Ocoee; and WHEREAS, job descriptions setting forth the duties and responsibilities of each employment position for Mapping and Graphics Analyst and Budget Analyst, and revised job '-' descriptions setting forth the duties and responsibilities of each employment position for Firefighter and Planner have been reviewed and approved by the City Commission; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, as follows: Section 1. Authority. The City Commission of the City of Ocoee, Florida "-' has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. Section 2. Adoption of Job Descriptions. The City Commission of the City of Ocoee, Florida hereby adopts and approves the job description for the MAPPING AND GRAPHICS ANALYST as set forth in Exhibit "A" attached hereto and by this reference made a part hereof, and the job description for BUDGET ANALYST, as set forth in Exhibit "B" attached hereto and by this reference made a part hereof, Section 3. Adoption of Revised Job Description for Firefiehter. The job description for FIREFIGHTER as set forth on Exhibit "A" to Resolution No. 91-10 is hereby revised to read as set forth in Exhibit "C" attached hereto and by this reference made a part hereof, and except as set forth herein, Resolution No. 91-10 shall remain unchanged and in full force and effect. Section 4. Adoption of Revised Job Description for Planner. The job description for PLANNER as set forth in Exhibit "B" of Resolution No. 91-12 is hereby revised to read as set forth in Exhibit "D" attached hereto and by this reference made a part hereof, and except as set forth herein, Resolution No. 91-12 shall remain unchanged and in full force and effect. Section 5. Severability. If any section, subsection, sentence, clause, phrase \. or portion of this Resolution is for any reason held invalid or unconstitutional by any court of 2 competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. FOLEY "A~~R By: {jJ'J ~ City Attorney "-' 3 \...- EXHmIT "A" TO RESOLUTION NO. 94-11 CITY OF OCOEE MAPPING AND GRAPHICS ANALYST JOB DESCRIPTION '-" MAPPING AND GRAPHICS ANALYST MAJOR FUNCTIONS \.r Performs specialized technical and professional work in the design and development of specifications and software for computerized graphics and mapping applications to support automation of the City's base map, zoning, utility and/or other maps. An employee in a position allocated to this classification designs, develops, analyzes and/or implements software used in graphics and mapping. Responsibilities include establishing operating procedures and coordinating program applications with user system coordinators. Work requires independent judgement and the ability to work alone or as a team. Work is performed under general supervision and is reviewed for effective performance of assigned duties and achievement of desired results through meetings, reports submitted, and/or client feedback. ILLUSTRATIVE DUTIES Designs and develops data system specifications and software for use in computerized graphics and mapping applications. Designs and implements mapping/graphics software systems applications and/or methodologies. Develops procedures, sYmbol set libraries, and coordinates applications with system users. Develops system specifications for proposed software and hardware and maintains sYmbol set libraries; assists in evaluating and acquiring hardware and software from vendors. Performs troubleshooting and problem resolution to maintain effective operation of data system. Trains user staff in the use of mapping and analysis hardware and software and provides technical assistance in application of statistical and thematic mapping software. Operates work stations, microcomputers, and related on-line and peripheral equipment to perform mapping, graphics, drafting, and engineering functions. Consults with and provides technical assistance/recommendations to personnel in Planning, Zoning, Building, and Engineering departments and outside agencies for effective system applications, problem resolution, and project planning. Performs special projects and other assigned duties as required. MINIMUM QUALIFICATIONS '-' Knowledqe, Abilities, and Skills Knowledge of ORACLE SQL query language and related statistical packages. Knowledge of C, ULTRIX, UNIX, or VMS operating system and ORACLE database procedures. Knowledge of system design principles and techniques. Knowledge of GEO Vision AMS/GIS Geographic Information software. Knowledge of computerized mapping and CADD software applications. Minimum Traininq and Experience Bachelor's Degree in Geography, Urban and Regional Planning, Geographic Information Systems, Computer or Systems Science, Engineering or a related field and three (3) years experience in GIS systems analysis and programming or an equivalent combination of education, training, and experience, Experience with graphic work stations, GIS/Mapping software and database design required. EXHmIT "B" TO RESOLUTION NO. 94-11 CITY OF OCOEE BUDGET ANALYST JOB DESCRIPTION '-" BUDGET ANALYST MAJOR FUNCTION '-" This is professional level budget analysis work in the development and implementation of the City's budget by department and appropriation. The incumbent performs detailed work in the analysis of the operations of City departments as they relate to the formulation and administration of the budget. Initially work is performed under close direction, but becomes more general as the employee acquires training and experience. Work is reviewed through conferences, observation, and analysis of prepared material. ILLUSTRATIVE DUTIES Assists and coordinates the development of budget methodology, forms, and procedures utilized in the budgetary formulation process using the established sequence of budget events leading to budget adoption. Receives and analyzes budget data prepared by City departments for completeness, accuracy, and conformance with prevailing policies and procedures. Compiles and analyzes data relative to personnel, operating, capital and/or other costs, trends or other pertinent information. Assists departmental personnel in the maintenance of proper appropriations and expenditure accounts and the evaluation for additional and/or changes after the annual budget has been adopted. Performs research and provides statistical assistance regarding budgets, finance, economic/revenue forecastings, annexation, and other City matters. Participates in conferences and hearings regarding budgetary requirements of the City. Participates in the analysis of department operations to determine conformance with approved budgets. Assists in preparing monthly or quarterly financial reports and long-range financial planning. Performs other assigned duties as required. MINIMUM QUALIFICATIONS .~ Knowledqe. Necessary Special Requirements Possession of an acceptable Florida Driver's License. Adopted 6-07-94 '-" EXHmIT "C" TO RESOLUTION NO. 94-11 CITY OF OCOEE FIREFIGHTER JOB DESCRIPfION '-"' FIREFIGHTER MAJOR FUNCTION ~ This individual performs general duties in the prevention of fire and protection of life and property. Work is performed as a member of a team and a superior officer is usually available to assign definite duties. Work is reviewed by observation of results obtained and methods used. Employees in this class carry the Fire Department grade or rank established by the Fire Chief. ILLUSTRATIVE DUTIES Responds to fire alarms with a fire company. Prepares to fight fire by connecting hose to hydrants or pumps and joining hose sections and nozzles to hose. Enters burning building and operates nozzle to direct stream of water on fires. Operates hand fire extinguishers and similar equipment to extinguish fires. Raises, lowers, and climbs ladders. Ventilates burning buildings to carry off smoke and gases. Rescues individuals and provides appropriate emergency medical assistance. Performs salvage operations such as placing salvage covers, sweeping water, and removing debris. May dri ve ladder trucks, pumper trucks, and emergency trucks in responding to fire alarms and in returning to the station. Operates pumps to maintain an adequate water volume and pressure. Attends instruction sessions concerning firefighting methods, equipment operations, emergency medical related subjects, and street hydrant locations. Maintains good physical fitness. Performs cleaning and maintenance of tasks in and about the assigned station. Maintains vehicles and equipment daily. Administers emergency medical services to injured or afflicted persons. Performs other assigned duties as required. MINIMUM QUALIFICATIONS Knowledqe, Abilities, and Skills Knowledge of the street system and geography of the City. Knowledge of first aid methods and ability to provide medical assistance as required. Ability to understand and follow oral and written instructions. Ability to react quickly and calmly in emergencies. Ability to perform prolonged and arduous work under adverse conditions. Ability to operate fire apparatus, vehicles, and equipment. Possession of a current CPR card. Possession of an acceptable Florida CDL license. In addition, any individual who is to be employed as a Firefighter must possess a State of Florida Certificate of Compliance issued by the Division of State Fire Marshal Bureau of Fire Standards and Training in accordance with Section 633.34, Florida State Statutes. Adopted 5-07-91 Revised 6-07-94 ~ EXHffiIT "D" TO RESOLUTION NO. 94-11 CITY OF OCOEE PLANNER JOB DESCRIPTION ~ PLANNER MAJOR FUNCTION '--' Performs professional planning work in community growth management, research, and design. The primary purpose is to collect, analyze, and report information related to community planning. This work involves comprehensive planning activities, land use changes, annexations, rezonings, and land development code revisions. ILLUSTRATIVE DUTIES Carries out planning-related research including population, emploYment, land use, city transportation, and structural conditions. Answers questions from the public and City and County departments about planning and planning research information. Analyzes proposed annexation areas to determine conformance with local, state, and federal statutory laws. Collects and analyzes data for various research projects. Coordinates Local Planning Agency activities and serves on various committees and task forces. Documents and analyzes building permit information including field surveys. Performs data collection and mapping activities. Attends meetings of the City and County Commissions and meetings of appointed Planning Boards or Committees. Develops and conducts public education programs on growth management policies. Maintains staff expertise on environmental issues. Advises City Commission and other governmental entities on environmental issues. Helps prepare amendments to the Comprehensive Plan and maintains Staff expertise on Florida Growth Management Laws. Coordinates information on comprehensive plan amendments, annexations and rezonings. Performs other assigned duties as required. MINIMUM QUALIFICATIONS Knowledqe, Abilities, and Skills Knowledge of the principles and practices of public planning and Florida Growth Management Laws. Knowledge of standard statistical principles and methods. Working knowledge of the collection and preparation of preliminary reports on planning problems. Knowledge of computer applications and software. Ability to prepare complex reports and maintain adequate records. Ability to present data in graphic form. Ability to communicate clearly and concisely, both orally and in writing. Skills in research methods and analysis. ~ Considerable ability to establish and maintain effective relationships with staff, other agencies, and the general public. A Master's degree in Planning or related area may be substituted for one year of required experience; or an equivalent combination of training and experience.
