Staff recommends awarding the bid to Young's Communications Co., Inc. as the most responsive and responsible bidder for the amount of $434,515.00. The Engineer's estimate for this project was $975,000.00, and the approved budget for the Reserve project is $538,720.00 from the 2003 Water and Sewer Bond Issue. Issue: Award the contract to construct the Reclaimed Water Distribution System, located in the Reserve Subdivision, to Young's Communications Co., Inc. Recommendations Staff recommends that the City Commission: 1) Award Bid #B07 -04 for construction of the Reclaimed Water System Retrofit for Reserve Subdivision to Young's Communications Co., Inc. in the amount of $434,515.00. 2) Authorize the Mayor, City Clerk, and Staff to execute all necessary contract documents once the appropriate bonds and insurance are secured. Discrepancies in Bid Forms. As more specifically discussed below, the Schedule of Bid Items forms submitted by FCCI in response to the Project Manuals contained discrepancies that the City was required to resolve in accordance with certain requirements and procedures set forth in the Project Manuals. Each of the Schedule of Bid Items forms (Bid Tabs B) submitted by FCCI as part of its responses to Bid #B07-04 and Bid #B07-05 contained various discrepancies. Copies of the Schedule of Bid Items forms submitted by FCCI are attached hereto for reference. Specifically, on each form, there was a discrepancy between the Unit Price (in words) and the Unit Price (in numerals) with respect to Base Bid Item No. U5 (Connection to Existing Water Main). The Unit Price (in words) provided by FCCI was "seven thousand nine hundred fifty" and the Unit Price (in numerals) provided by FCCI was "$2,650." Based upon the above-referenced provisions of the Project Manuals, the City correctly resolved this discrepancy in favor of the Unit Price (in words). Accordingly, the City correctly considered "seven thousand nine hundred fifty," or $7,950, as FCCI's Unit Price for such item. Further, on each form, there was a discrepancy between the Total Price for Item No. U5 (calculated by multiplying total number of units of work by the Unit Price) and a Unit Price of $7,950. The Schedule of Bid Items forms required that bidders account for three (3) units of work, at the applicable Unit Price, in calculating the Total Price for Item No. U5.
