The property is generally located directly east of Lauren Beth Ave., approximately 3,500 feet to the south of Clarcona- Ocoee Rd., and 166 feet north of Nicole Blvd. It is approximately 18.58 acres in size and is currently vacant and undeveloped with an abundance of vegetation.The Reserve at Lake Meadow PUD was approved for Low-Density residential with a plan for 46 single-family units. The PUD Land Use plan provides for one (1) full access point on the south side of the subject property via a parcel currently under Orange County ownership and in the process of being transferred to the City of Ocoee. The land contains existing and proposed utility lines from the City of Ocoee. Due to the locations and depths of the current and proposed lines, also trying to utilize the area as an access point will not work. Therefore, the applicant is proposing to move the access point north 208 feet.The only other modification to the site is a retention pond to accommodate the road in the new location. The proposed Amendment to the PUD consists of the following: • Changing the proposed location of the entrance from the south side, north +/-208 feet. Issue: Should the Honorable Mayor and City Commission confirm the Development Review Committee (DRC) determination of a Non-Substantial Amendment to the PUD.Land Use Plan for Reserve at Lake Meadow PUD? Development Review Recommendation: On May 4, 2021,the DRC met to determine if the proposed Amendment to the PUD Land Use Plan was consistent with the City's regulations and policies. According to the City's Land Development Code, alterations to an approved PUD Land Use Plan shall be classified as either substantial or non-substantial by the DRC. The Committee determined that the proposed Amendment was considered a non-substantial amendment due to the criteria established in the City's Land Development Code. Staff Recommendation: Based on the recommendation of the DRC and meeting the criteria for a non-substantial change, staff recommends that the Honorable Mayor Commission approve the DRC's determination of the Non-Substantial Amendment to the PUD Land Use Plan for Reserve at Lake Meadow PUD.
