Staff will identify several positions throughout the city for assignment of a summer intern for five weeks. Generally, these interns must meet eligibility requirements for household income, however the city's participation allows for the appointment of three (3) interns outside of the income qualifications guidelines. The city expects to supervise up to ten (10) interns. Issue: Should the Honorable Mayor and City Commissioners authorize the City Manager to execute a contract with Career Source Central Florida to coordinate a summer intern program for Ocoee youth in accordance with the Career Source guidelines? Recommendations: Staff recommends that the Honorable Mayor and City Commission authorize the City Manager to execute a contract with Career Source Central Florida to coordinate a summer intern program for Ocoee youth in accordance with the Career Source guidelines. In consideration of the mutual covenant and agreement expressed herein, CareerSource Central Florida and the City of Ocoee hereby agree as follows. 1. PURPOSE The City of Ocoee will partner with CareerSource Central Florida to target and support high school juniors and seniors that reside within the City of Ocoee or adjoining neighborhoods. With this partnership, both parties will provide students with mentoring, occupational skills training, leadership development, and financial literacy education, as a part of the 2021 Summer Youth Program. 2. TERM The term of this MOU shall commence on June 7, 2021 and shall end on August 31, 2021, subject to the provisions outlined in this MOU. 3. RESPONSIBILITIES & SERVICES PROVIDED The City of Ocoee will collaborate with CareerSource Central Florida to provide youth with virtual workplace essential skills training and Summer workforce development in one of the following tracks: Explorer, Accelerator, or Experience. • With the experience track, the participants will have the ability to earn $10.00 an hour working up to 30 hours a week for five weeks. • With the Explore or Accelerate tracks, they can earn upto $1,000 in incentives during the course of the four -week program. In addition to internship wages and incentives, program expenses include, but not limited to the following; work skills training curriculum and delivery, case management, business development, payroll processing expenses, and drug and background checks as needed. A. Services to be rendered by the City of Ocoee include the following: 0 Promote the program to the residence of the City of Ocoee. • Identifying a point of contact that will be accessible to the CSCF Career Services Consultant. • Providing a direct financial investment of $10,000 to support 10 City of Ocoee student's participation in the Summer Youth Program. B. Services to be rendered by CSCF include the following: • Providing administrative oversight and case management services for youth participating in partnership with the City of Ocoee • Providing funding for up to 10 youth, who meet CSCF's program eligibility requirements to participate in the summer youth program • Providing incentive for youth who successfully complete the work readiness training course • Providing incentives upto $1,000 for participants in the Explore and Accelerate tracks • Execute worksite agreements with all eligible businesses to serve as host worksites • Engaging a third party vendor for payroll processing and wage distribution for the experience track • Coordinating the facilitation of the online workplace essential skills training course • Create the program's online application, maintain a database of applicants, and provide the City of Ocoee with access to this data. • Providing close-out documentation within 30-days of the program completion date - close-out will include supporting documentation to substantiate expenses 4. FUNDING The City of Ocoee will pay CareerSource Central Florida a direct investment of $10,000, which will be applied to the 2021 Summer Youth Program. CareerSource Central Florida will invoice the City of Ocoee once the 10 youth, who will be directly funded by the City of Ocoee, have been identified and enrolled. The payment of $10,000 will be due within 30- days of invoice date.
