An additional deputy chief would enable the police department to be split into two main sections answerable directly to the chief of police for increased efficiency and improved supervision of operation and administration activities. In this proposed reorganization, one sergeant's position will be eliminated and the total number of authorized positions will not increase. The transfer of funds will cover the salary difference of the two positions only. Issue: Should the Honorable Mayor and Board of City Commissioners approve transferring funds from Communications Salaries (529-1200) to Police Salaries (521-1200) to staff an additional deputy chief's position? Recommendations Staff recommends that the Honorable Mayor and Board of City Commissioners approve transferring money from Communications Salaries (529-1200) to Police Salaries (521-1200) to fund an additional deputy chief's position. Scott Vandergrift STAFF REPORT TO: The Honorable Mavor and City Commissioners FROM: Ron Reffett, Chief of Police DATE: June 5, 2007 RE: Police Department Reorganization to include an Additional Deputy Chiefs Position ISSUE Should the Honorable Mayor and Board of City Commissioners approve transferring money from Communications to Police to fund and additional deputy chief's position? BACKGROUNDIDISCUSSION The police department is asking that an additional deputy chief position be added to the department's rank structure. An additional deputy chief would enable the police department to be split into two main sections (Operations and Administration) answerable directly to the chief of police for increased efficiency. The police department proposes to transfer money from Communications Salaries (529-1200) to Police Salaries (521-1200). Money from open sergeant's position ranging from $ 43,146 to $68,441 annually would be used to fund the additional deputy chief's position. Money from an open communications supervisor position ranging from $33,762 to $53,652 annually will be used to supplement the remainder of the additional deputy chief's position. The salary range for a deputy police chief is $55,080 to $92,309 annually. If a police lieutenant currently making approximately $65,000 is promoted, a deputy chief would require at minimum a 5% increase in salary that would result in an increase of $3,250 annually. Such a promotion would help create upward mobility for other officers.
