Clarke Road, southeast of Lake Meadow, adjacent to the Westchester Subdivision. Lake Meadow Landing is identified as parcel number 04-22-28- 0000-00-048. The total area of the Plat amounts to approximately 21 acres. This Plat is required in order to create the 79 lots for the residential subdivision, associated street right-of-way, and tracts for open space, recreation, and retention facilities. The Plat also includes easements for emergency vehicle access, reclaim water lines, drainage, stormwater retention pond, and other public utility easements. As part of the platting process, the City will convey a 72 square-foot tract of land to the developer which slightly encroaches upon one of the proposed platted lots. The City will also convey a 9,513 square-foot tract of land along a 100-year compensating storage pond to be maintained and owned by the Developer for purposes of drainage. The Lake Meadow Landing Subdivision development is platting prior to receiving a Certificate of Completion; therefore, the developer is required to provide a Surety covering the outstanding proposed improvements as approved in the Preliminary/Final Subdivision Plans for Lake Meadow Landing. The surety, in the form of a Letter of Credit, will be provided prior to the recording of the plat. ISSUE: Should the City approve the Lake Meadow Landing Subdivision Plat? Sholuld the City approve the conveyance of the two tracts of City-owned land to the Developer for purposes of drainage? RECOMMENDATIONS: The Development Services Department recommends the approval of Lake Meadow Landing subdivision Plat by the City Commission and to authorize the Mayor and City Clerk to sign the Plat subject to the following conditions: 1. Resolution of the outstanding comments on the plat by City Staff 2. Resolution of the outstanding comments on the plat by the reviewing Surveyor 3. Resolution of the outstanding comments on the plat by the City Attorney 4. Resolution of the conveyance of a portion of City-owned lands to developer for purposes of drainage 5. Submittal of a Performance Bond for 115% of the cost of construction of the public improvements as approved in the Lake Meadow Landing Small Scale Preliminary/Final Site Plan.
