The JAG program committee wishes to submit the attached 51% letter to the Office of Criminal Justice Grants in Tallahassee. This letter lists the various programs that the participating law enforcement agencies in Orange County plan to spend the $292,766.00 that has been allocated to them. The letter and accompanying grant application must be signed by the Mayor. If approved, the Ocoee Police Department will receive $10,298.00 to purchase Law Enforcement Emergency Medical & Safety Protection Equipment. This equipment will assist in equipping 91 officers in order to allow them to be better prepared for the different challenges they experience on a daily basis. The equipment requested will be first aid kits, CPR Masks, tourniquets, chest seals, compression gauze, trauma wound dressing, hemostatic Agent-Application Syringe (Blood Clotting Agent), Bloodborne Pathogen Kit, Fluid Spill Kit, and AED pads, in the event that type of life saving equipment is needed. In addition to the previously mentioned items, the Ocoee Police Department is requesting Red Man helmets and spit masks. The preliminary research shows the estimated cost of this equipment to be $9,783.83. Issue: Should the Honorable Mayor and Board of City Commissioners authorize the Mayor to sign the 51% letter and grant application allowing the Ocoee Police Department to apply for the$10, 298.00 that has been made available through the JAG to purchase Law Enforcement Emergency Medical & Safety Protection Equipment? Recommendations: It is recommended that the Honorable Mayor and Board of City Commissioners authorize the Mayor to sign the 51 percent letter and grant application allowing the Ocoee Police Department to apply and purchase the items through the JAG program. Florida Department of Law Enforcement Justice Assistance Grant- County-wide r:` General Project Information Project Title: LAW ENFORCEMENT EMERGENCY&SAFETY PROTECTION EQUIPMENT Subgrant Recipient: City of Ocoee Implementing Agency: Ocoee Police Department Project Start Date: 5/12/2021 End Date: 5/11/2022 Problem Identification Current law enforcement incidents around the nation have presented first responders with unique challenges.With the increased reality of an active shooter incident, mental health incident, and other violent incidents, the first responder needs to be prepared for a multitude of different situations they may encounter.After evaluating the readiness of our department during the current pandemic and the multitude of incidents that our officers are being exposed to, a lack of needed equipment and training for these incidents was established.The lessons learned from these encounters has helped our department to be better prepared for these incidents when they occur. Oftentimes, the patrol officer arrives on the scene prior to emergency medical services.These officers need to be equipped with the necessary aids to stabilize the incident. In those critical moments a victim or fallen officer may need to be given care to slow bleeding, administer an AED, and provide aid until emergency medical services personnel can be brought to the scene. For these types of incidents, our officer will need special medical equipment such as tourniquets,first aid kits, hemostatic agents, compressed gauze, and other emergency medical gear readily available to them. During incidents in which a person may be mentally ill or under the influence of some mind- altering chemicals, special equipment is needed to not only protect the person and other citizens but to also protect the first responder from injury or exposure.The type of equipment that would be needed during these incidents include restraining/calming aids which will provide additional protection for the person who is experiencing the mental crisis. One of those aids would be a red man helmet.The helmets will assist in protecting an individual who is in a mental crisis from banging their heads against any stationary/fixed objects. Another aid would be a spit mask that will fit over the individual who is experiencing the mental crisis.The spit mask is a device that is designed to keep the individual from spitting on the officer or bystanders in order to minimize the chance of being exposed to bodily fluids.The last piece of equipment that is being applied for is bloodborne pathogen kits.These kits will assist the officer to assist with the cleaning of equipment that has been exposed to bodily fluids, assist with the cleaning of any open cuts, scrapes/scratches, or blood-stained areas. The City of Ocoee Police Department has conducted training with our Emergency Medical Services partners in order to educate our officers in how to handle these challenging incidents in order to work quickly to preserve lives. Besides the training that has been provided, the officer will need to be prepared by having this equipment readily available in order to handle the different types of emergencies that they may encounter.The training that was provided assisted that agency in identifying the specialized equipment that is crucial for the officers to have and was not budgeted for. Project Summary (Scope of Work) In order to better prepare our officers to be ready for the challenges of modern law enforcement incidents, the City of Ocoee Police Department would like to equip our patrol officers with equipment that will,be readily available in their patrol vehicles as they respond to emergencies. The equipment that is requested through this grant will enable our officer to provide better services to individuals that have experienced an incident involving trauma.This equipment will include tourniquets, chest seal pads,first aid kits, hemostatic agents (blood clotting agent), compressed gauze, and trauma wound dressings. This equipment will provide a victim who has suffered a loss of blood with extra minutes so they can receive aid, once available. Officers will also be provided with up-to-date Cardiopulmonary Resuscitation masks in the event that this type of life saving method is required.The City of Ocoee Police Officers have been trained alongside of our Emergency Medical Services personnel on how to utilize this equipment in order to give quick aid to victims. Not only will these devices aid the victim of trauma but it will protect the officer from bodily fluid exchanges. When an officer receives and responds to a call, they do not know what type of person they will be interacting with nor will they know their mental status. Oftentimes,these calls involve individuals who are experiencing some type of mental crisis or under the influence of some type of mind- altering chemicals. For the most part, these individuals are unable to control their actions. Whenever an officer encounters these individuals it is imperative that they attempt to control the individual, protect others from harm that are around, and protect themselves.Some of these calls involve the officers getting physically engaged with these individuals. In an effort to minimize the risk of injury and the possibility of an exchange of bodily fluids we would like to supply some of our officers with soft helmets and spit masks to don on individuals that are out of control and attempting to cause harm to themselves or others.The spit masks will aid the officers whenever they detain an individual that may intentionally attempt to spit on officers while they are being transported to a receiving facility.They will also minimize the exchange of bodily fluids and prevent a biohazard exposure. The City of Ocoee has a need to supply 91 officers with the equipment described in order to better prepare them for the challenges they face on a daily basis and the unexpected incidents that are plaguing the law enforcement communities around the nation.This equipment along with the training that they have received will benefit the emergency care that is rendered to the communities within the City of Ocoee in instances when it is required. This equipment is not budgeted items and there is an urgent need to properly equip our officers in the event of an emergency situation.The preliminary estimate shows the estimated cost to equip 91 officers with this equipment in$9783.83 The applicant will provide any overage required to complete the purchases.The purchase of the equipment will be by competitive bids as per City Policy.
